Main Purpose of the Job
To coordinate the design and implementation of policies and programs to strengthen food security and food safety with a focus on aflatoxin abatement as well as dietary diversification and nutrition throughout the East African Community region. This will include focusing on the linkages between health, agriculture and trade for the production and consumption of adequately nutritious and safe foods.
Primary duties/Responsibilities


Specifically the Principal Public Health and Nutrition Officer will be responsible for the following;
1. To provide strategic and technical support to the EAC Secretariat and Partner States in the design, implementation and monitoring of regional multisectoral programs in aflatoxin prevention and control as well as public health nutrition and dietetics.
2. To coordinate and strengthen the cross linkages between health, agriculture and trade to improve food security and food safety, public health, nutrition, dietetics and trade in the region as indicated below

General Responsibilities:
1) To support the establishment of the Partnership for the Control of Aflatoxin in Africa (PACA) region with special attention to raising
awareness, strengthening existing efforts to control aflatoxin, supporting the effective policy and regulatory environment, address key public health issues and promoting dietary diversity towards healthier consumption practices all with links to the agricultural and trade sectors
2) Facilitate the convening of regional technical and expert meetings, workshops and consultancy studies for continuous joint review,
harmonization and enforcement of health, agriculture, trade and related policies
3) Coordinate and promote the conduct of health research, source, gather, analyze and disseminate the findings for the purpose of relevant policy formulations which can be applied for the enhancement of food safety related to aflatoxin, nutrition and dietetics
4) Strengthen linkages with potential partners and identify funding opportunities to support aflatoxin control and prevention as well as
public health nutrition and dietetics related activities.
5) Promote the development of good nutritional standards and the popularization of indigenous foods in accordance with the relevant
provisions of the EAC Treaty.

Qualifications and Experience
i. A basic degree in health, food science and technology field or agriculture
ii. A Master’s Degree in Public Health or related degree from an accredited university is an added advantage.
iii. At least 7 years relevant experience, 3 of which must be in management and food safety and other relevant food security issues
Skills and Competencies
1. A working knowledge of aflatoxin issues within the region including the cross-sectoral linkages between the health, agriculture and sectors is required.
2. Understanding of scope and mandate of regional level organizations
3. Good understanding of political dimensions of EAC work and mandate
4. Be fully fluent in speaking, reading, and writing in the English language (applicants may be asked to submit a sample of previously written work in one of the above mentioned policy and program areas).
5. Applicants must be willing and able to travel across the East Africa region for the purpose of policy and program development and
implementation.
6. Experience with donors, private voluntary organizations, national governments and other regional and international institutions is
required.

PROGRAM/DEPARTMENT SUMMARY:

The Deputy Chief of Party (DCOP) will play a key leadership role in the implementation of a proposed five-year $50 million program to support agriculturalists, agro-pastoralists, and pastoralist households living across the target districts of Abim, Kotido and Kaabong (Karamoja).

GENERAL POSITION SUMMARY:

The DCOP will assist the COP in projects oversight, technical, administrative, operational, and logistical management of the project. In absence of the COP; the D/COP will undertake some of the responsibilities. The D/COP with the assistance of other personnel will primarily provide support and technical assistance in livelihood development through improved productivity, market access and business opportunity. Beyond livelihood strengthening, the D/CoP will also support Health/Nutrition and Governance objectives. The DCoP will also assist in the management of the sub-grantees under the award.

ESSENTIAL JOB FUNCTIONS:

Program Implementation:

Provide leadership and strategic vision to the Economic Development a component of the MYAP program including workplan, market analysis, Arid Land management, pastoral/agro-pastoral development, partnership selection and management, and overall sector strategy.

Monitoring & Evaluation (M&E) and Reporting:

Facilitate the achievement of program targets and objectives and lead efforts to design effective M&E systems. Oversee the scheduling and production of formal and informal reports on all aspects of the program in a timely and efficient manner. Ensure that M&E staff focus on assisting programs to generate practical information that can be used for ongoing program decision-making while also capturing results at the impact level.

Staff Management, Professional Development and Team building:

In close partnership with the COP, create a work atmosphere conducive to professional growth and development of excellent personnel at all levels. Implement, and ensure all staff are effectively using, the performance planning and management system, establishing performance expectations and regularly providing constructive feedback. In 2011, ACTED expands its disaster preparedness interventions, responds to early signs of a drought in North Pokot, consolidates DEWS, continues publishing timely and useful drought bulletins, pilots a SMS-based health reporting system in Karamoja, while continuing interventions focused on increasing market access, and capacity building of farmers and pastoralists to strengthen livelihoods. In addition to these long-term development activities, ACTED will maintain an emergency response capacity and will use its experienced and recognized expertise to advocate sustainable cross-border solutions in Karamoja and Pokot, as well as in Northern Uganda.

III. Position Profile

The position of International FLAT Intern in Uganda will be 50-40% based in Kampala and 50-60% based in the cross border Karamoja-Pokot Area (KPA). While in Kampala, the FLAT intern will be detached to the Country Finance Department under the supervision of the CFM. In Karamoja-Pokot, the FLAT intern will provide support to the Area Coordinator on all FLAT functions depending on priorities identified by the Area Coordinator. As KPA contains 7 bases, the FLAT intern will be expected to undertake extensive travel to fulfill his/her duties.

Kampala Duties: • Preparation/cross check of Allocation tables • Preparation /cross check of Project Budget Follow Up • Preparation /cross check of Monthly running cost • Preparation/cross check of ATROCE: project cash requirements follow-up • Cross-check PRATIC • Cross-check of Cash request • Cross-check of Contract Follow Up and HR TITANICS • Support the country finance team as otherwise required by the Country Finance Manager. • Support the capital HR officer in updating the national staff contracts’ database, staff personal files and leave follow up.
