The EAC is a regional organization mandated by the governments of Burundi, Kenya, Rwanda, United Republic of Tanzania, and Uganda to spearhead the East African economic, social and political integration agenda so as to create wealth in the region and enhance competitiveness through increased production, trade and investment.
The Treaty for the establishment of the East African Community was signed in November 1999 and entered into force in July 2000.
Terms and Conditions of Service:
Except for the EAC/AU Liaison Officer (one year), all other posts are tenable on a five (5) year contract term renewable once upon satisfactory performance and are subject to the application of the EAC Quota System.
In line with the provisions of the EAC Staff Rules and Regulations, Candidates whose age will be Fifty five (55) years at the time of appointment will not be eligible.

Research Associate: Cassava Breeding (1 position)
The general objective of the job is to provide support to the team working on Cassava breeding Project in carrying out research. The successful candidate will be based at Namulonge Research station, working on fieled trials in Sendusu, and field travel assignments to Serere, in Soroti. The candidate will be expected to collaborate with NARO and a range of partners across the region and Advanced Research Institutes across the world.
Responsibilities:
• To support research on mainly but not limited to cassava breeding activities
• Supervise the design and laying out of field experiments
• Supervise routine data collection and entry into spreadsheets
• Analyze data recorded in multiple locations across seasons using appropriate statistical software packages, prepare reports and draft manuscripts for publication in scientific journals.

Education requirements and experience: The successful candidates should have;

Overall Responsibility: The successful applicant will be the Chief Executive of the Public Agricultural Research Institute (PARI) and will provide professional, technical and administrative guidance to the management committee and staff.
Tasks and Responsibilities:
Tendering advice to the Management Committee in respect to the business of the institute.
Provide policy advice on appropriate technologies and information for responsible agricultural practice;
Develop and implement a strategy on Resource Mobilisation to enable the institute have additional funding for research and staff remuneration;
Develop and implement strategic plans, research programmes and annual budget in line with approved government policies;
Implement effective financial management policies and systems for track¬ing, monitoring and reporting financial performance against budget to ensure proper management and accountability of funds; o Implement effective human resource management policies and systems;
Develop effective communication, publicity and advocacy programmes to ensure that role of the Institute is recognised by the public; Putting in place participatory approaches and methods to monitor and evaluate the performance and impact of the Institute’s research activities and technologies;
Working with private sector to bring technology and research applications to the marketplace with a view to enhancing commercialization and avail¬ability of appropriate technologies to a wide array of stakeholders;
Monitoring challenges in the operating environment to ensure that the
Institute complies with relevant legislation as well as agricultural and environmental laws including other relevant policies and guidelines; o Ensure that research projects and programme comply with National and sector development plans and strategies;
Participate up to 25 percent of his/her time in scientific research activities
Required Qualification and Experience:
• A Masters Degree in the field of Agricultural sciences, natural sciences or agricultural economics. A PhD will be a decisive factor.
• At least 10 years experience of agricultural research management. Management experience in similar institutions is acceptable.
• A proven record in agricultural research or research in other related fields evidenced by peer reviewed publications.
• Clear understanding of the role of agricultural research to poverty reduc¬tion.
• Excellent leadership, negotiations and communication skills including demonstrated ability to work collaboratively in teams.
• Proven ability to influence and motivate staff towards the achievement of strategic objectives and goals.
• Excellent working relationships with national, regional and international research institutions as well as development partners and private agencies.
• Must have served in a research or academic institution at Principal level or its equivalent in a reputable organisation.
