Manual Drilled Borehole Consultancy Job Vacancy at Mercy Corps in Uganda

Job Title: Manual Drilled Borehole Consultancy – Uganda (218762-927)

Objective of This Assignment

To train selected businesses on MDB viability, technology, quality control and business development within East Acholi.

Specific Tasks/Deliverables of This Assignment

Chart the viability of MDB within greater East Acholi using desk research and drilling maps. A basic map of the region estimating and highlighting degrees of MDB feasibility will be produced.
Plot the viability of MDB within greater Pajule, doing so alongside four pre-selected businesses, all with some drilling experience, and so concurrently building their capacity to understand geological requirements and drilling needs. It is expected that a map of drilling potential and yields will be produced for greater Pajule other surrounding areas with feasibility. It is also expected that several test boreholes will be drilled. Driller interest will also be measured and weighed during this time, with recommendations on best business partners provided.
Develop training package, including:
Provide overview of training, including schedules and training plans and materials.
List all tools and materials required for drilling, with estimated costs. Should be provided in a list in advance, ensuring that procurement can be completed prior to the training. Note, the participants will be required to pay for their own equipment as part of training fee.
Deliver applied and practical training of selected businesses in all aspects of siting, drilling, and borehole completion for MDB technology and installation of appropriate pumps.
Deliver applied and practical training of selected businesses in service delivery for MDB, including cost estimating, contract writing, marketing and basic business acumen.
Monitor and rate selected businesses on skill level, business acumen and quality control capacity, completed in two phases: first, following the initial training and second, six weeks after the initial training has concluded. Provide a plan for ongoing and post-training monitoring, subject to support and approval from Mercy Corps.
Support participating businesses to kick-start their businesses in the following ways:
Helping businesses to understand materials and equipment needed for them to commence commercial drilling activity;
Linking businesses to suppliers and fabricators of the key materials and equipment in the drilling business;
Working closely with MC and businesses to develop business plans, strategies and other documentation;
Provide MC with training progress reports, evaluations of drilling teams and selected businesses and a post-training/monitoring report.
Develop with MC an overview of the ongoing and future support required to support the growth and development of trained MDB businesses.

Role of Mercy Corps

Mercy Corps responsibilities in this study include the following:

Provision of the necessary documents for review.
Provision of necessary supplies, agreed to at contracting phase.
Support consultant/company and the trained businesses to develop business models and strategies that can best reach and scale within East Acholi.
Avail Economic Development Team members in the planning and execution of activities.
Provide inputs and comments to assessment, report, work plan and recommendations, namely from the Economic and Market Development Manager and Economic Development Team.

Timeline
This work is expected to transpire in September, October and November 2013.

Skills Required

Extensive experience delivering MDB training and building MDB businesses.
Experience testing and plotting MDB feasibility.
Business development experience.
Proven ability to work independently, delivering high-quality end products.

The project outputs include:

a platform for climate change planning and programming;
capacity built to integrate climate change issues into regional development plans and actions;
an Integrated Territorial Climate Plan (ITCP) for the Mbale region;
a climate change policy and investment package formulated; and (v) synthesized and disseminated (within and beyond Uganda) of lessons learned and best practices.

The project will help to enable the Mbale region realize low carbon and climate change resilient development. Towards this objective, the project will assist the region to develop their Integrated Territorial Climate Plan (ITCP), which will integrate climate change adaptation and mitigation strategies into regional development planning. This will include developing a policy and investment plan that will identify appropriate regulatory and financial instruments for the implementation of the actions that have been selected by the ITCP and assist the region to access, combine and sequence a variety of financial resources needed to implement the ITCP.

Objective and scope

The Monitoring and Evaluation (M&E) policy at the project level in UNDP has four key objectives namely:

to monitor and evaluate results and impacts;
to provide a basis for decision making on necessary amendments and improvements;
to promote accountability for resource use; and
to document, provide feedback on, and disseminate lessons learned. A mix of tools is used to ensure effective project M&E. These might be applied continuously throughout the lifetime of the project – e.g. periodic monitoring of indicators, or as specific time-bound exercises such as mid-term reviews, audit reports and independent evaluations.

Mid-Term evaluations are beneficial for project implementation as they provide an independent in-depth review of implementation progress, thus is responsive to the need for transparency and better access of information during implementation.
The Mid Term Evaluation is going to cover the project period up to date and will be conducted according to the guidance, rules and procedures established by UNDP in the UNDP Evaluation Guidance.

Mid-Term Evaluations are intended to identify potential project design problems, assess progress towards the achievement of objectives, identify and document lessons learned (including lessons that might improve design and implementation of other UNDP projects), and to make recommendations regarding specific actions that might be taken to improve the project. It is expected to serve as a means of validating or filling the gaps in the initial assessment of relevance, effectiveness and efficiency obtained from monitoring. The mid-term evaluation provides the opportunity to assess early signs of project success or failure and prompt necessary adjustments.

The specific objectives of the MTE are to:

identify potential project design problems;assess progress towards the achievement of objectives;
identify and document lessons learned (including lessons that might improve design and implementation of other UNDP projects);
make recommendations regarding the remainder of the project;
analyze the project performance up to now in the context of the institutional framework and events in Uganda.

Evaluation approach and method

An overall approach and method for conducting project Mid Term Evaluations of UNDP supported projects has developed over time. The evaluator is expected to frame the evaluation effort using the criteria of relevance, effectiveness, efficiency, sustainability, and impact, as defined and explained in the UNDP Guidance for Conducting Terminal Evaluations of UNDP-supported, projects.
A set of questions covering each of these criteria have been drafted and are included with this TOR (See Annex C) The evaluator is expected to amend, complete and submit this matrix as part of an evaluation inception report, and shall include it as an annex to the final report.
The evaluation must provide evidence-based information that is credible, reliable and useful.
The evaluator is expected to follow a participatory and consultative approach ensuring close engagement with government counterparts, in particular the UNDP Country Office, project team, UNDP Regional Technical Adviser based in the region and key stakeholders including DFID and Danish Embassy who partly fund the TACC project.
The evaluator is expected to conduct a field mission to Mbale Region including the following project sites in Mbale, Manafwa and Bududa Districts.
Interviews will be held with the following organizations and individuals at a minimum: TACC Small Grants Beneficiaries, Representatives of the Integrated Territorial Climate Steering Committee and, Representatives of the Regional Climate Change Forum.
The evaluator will review all relevant sources of information, such as the project document, project reports – including Annual project reports, project budget revisions, progress reports, project files, national strategic and legal documents, and any other materials that the evaluator considers useful for this evidence-based assessment. Evaluation criteria & ratings

An assessment of project performance will be carried out, based against expectations set out in the Project Logical Framework/Results Framework (See Annex A), which provides performance and impact indicators for project implementation along with their corresponding means of verification. Duties and responsibilities of the National Consultant:

The National Consultant will support the Lead Consultant and work with stakeholders to deliver the agreed product.
In addition to the above the National Consultant is responsible for the following:

Review of documentation to be provided by the project (implementation/evaluation reports)
Conducting fieldwork together with the Lead consultant and interview of stakeholders, national and local Government officials, and communities (especially private forest owners) to generate authentic information and opinions.
Writing and compilation of the information and reports as needed.
Responsibility for presentation of key findings highlighting achievements and constraints, and making practical recommendations to decision makers and stakeholders.

Required Skills and Experience for the National Consultant:

Familiarity with Climate change related projects in Uganda and particularly the Mountain Elgon Region, either through managing or evaluating donor-funded projects.
Substantive knowledge of participatory M&E processes is essential, and experience with CBOs/community development processes, experience in landscape management and the design of ecological corridors, and country experience in Uganda are advantages.
Experience in the evaluation of technical assistance projects, if possible with UNDP or other UN development agencies and major donors, is required. A demonstrated understanding of UNDP principles and expected impacts in terms of global benefits is essential.
Excellent English writing and communication skills. Demonstrated ability to assess complex situations in order to analyse critical issues succinctly and clearly and draw forward-looking conclusions.
Experience in leading small multi-disciplinary, multi-national teams to deliver quality products in high stress, short deadline situations.

Deliverables:

An Inception Report (within 3 working days of signing the contract), this should provide details of the methodological approach to be used by the consultants to undertake the study.
A Mid-Term Evaluation Report of approximately 40 pages, excluding annexes, according to the attached detailed breakdown. The report will be in English and will be prepared and submitted in MS Word, with tables in Excel where necessary.
A PowerPoint presentation (10 – 15 slides) covering the key points of the MTE with the main findings and recommendations will also be provided.
A draft of the Mid-Term Evaluation Report and the PowerPoint presentation should be submitted within one week of the end of data collection and meetings. The final copy will be submitted within a week of receiving written comments on the drafts from UNDP and partners.
If there are any significant discrepancies between the impressions and findings of the evaluation team and stakeholders these should be explained in an Annex attached to the final report.

Implementation arrangements

The principal responsibility for managing this evaluation resides with the UNDP Country Office in Uganda. The UNDP CO will contract the evaluators and ensure the timely provision of travel (including per diems) arrangements within the country for the evaluation team. The Project Implementing partner will be responsible for liaising with the Evaluation team to set up stakeholder interviews, arrange field visits and coordinate with Government. The planning and the administrative arrangements for the MTE will be done in collaboration with the UNDP Head Quarters

Logistical Support:

UNDP will provide a vehicle for field visits and appointments with key interviewees.
UNDP Kampala and the Project Office will coordinate the study and keep abreast of the mission’s activities during the consultants stay.

Reporting Arrangements

The consultants will report to the UNDP Resident Representative in Kampala, Uganda on all technical and contractual obligations.

Evaluators' ethics

Evaluation consultants will be held to the highest ethical standards and are required to sign a Code of Conduct (Annex E) upon acceptance of the assignment. UNDP evaluations are conducted in accordance with the principles outlined in the UNEG 'Ethical Guidelines for Evaluations'.

Duties and Responsibilities:
The Ugandan National consultant will be required to develop a Knowledge Management System (KMS) for the Mbale region Integrated Territorial Climate Plan through the following tasks:-
Undertake an analysis of local institutions and other options to determine the most appropriate host for the Mbale TACC ITCP knowledge management system.
Assess the suitability of GeoNode[1] as a platform for sharing TACC ITCP spatial data, compared to other options (notably ArcGIS Reader) [2].
Using the project experience as captured in reports, evaluations and studies from the TACC and other relevant projects, synthesize this experience into knowledge products for dissemination.
Present proposals on the best knowledge management system(s). This may be a single solution or several solutions (more likely) to PMU / UNDP.
Review, catalogue and consolidate the data and information gathered during the TACC project including vulnerability assessments and mapping, capacity needs assessment for climate change adaptation and mitigation, adaptation and mitigation option analysis as well as Improved Cook Stoves AE, EcoTrust, the Small Grants and Welsh Assembly Government activities. This will involve the need to also collect and upload metadata along with the raw data itself. This will ensure that the KMS is very clear about how the data was collected, what its applicability is, and terms for reuse once accessed.
Whichever the agreed platform for sharing TACC ITCP spatial data (under b), upload the spatial data and other spatially-related data from the other consultancies to the website / chosen host computer and customise for the project (inter alia adding logos, changing colours, descriptive text). Also set-up access to the TACC site for all project and associated staff.
Prepare and facilitate hands-on training for a selected group of key local staff to use and up-date the KMS.
Fully document data, metadata and information on accessing data.
The National Consultant shall be responsible for delivering the final products and provide liaison with the Project Manager / ITCP Steering Committee / Mbale Regional Climate Change Forum, the Senior Technical Advisor, experts at the Global TACC Facility and the Welsh Assembly Government, also the other project consultants.
Deliverables:
A comprehensive final report is required, including all elements of the consultancy.

Objective and scope
The Monitoring and Evaluation (M&E) policy at the project level in UNDP has four key objectives namely:
to monitor and evaluate results and impacts;
to provide a basis for decision making on necessary amendments and improvements;
to promote accountability for resource use; and
to document, provide feedback on, and disseminate lessons learned. A mix of tools is used to ensure effective project M&E. These might be applied continuously throughout the lifetime of the project – e.g. periodic monitoring of indicators, or as specific time-bound exercises such as mid-term reviews, audit reports and independent evaluations.
Mid-Term evaluations are beneficial for project implementation as they provide an independent in-depth review of implementation progress, thus is responsive to the need for transparency and better access of information during implementation.
The Mid Term Evaluation is going to cover the project period up to date and will be conducted according to the guidance, rules and procedures established by UNDP in the UNDP Evaluation Guidance.
Mid-Term Evaluations are intended to identify potential project design problems, assess progress towards the achievement of objectives, identify and document lessons learned (including lessons that might improve design and implementation of other UNDP projects), and to make recommendations regarding specific actions that might be taken to improve the project. It is expected to serve as a means of validating or filling the gaps in the initial assessment of relevance, effectiveness and efficiency obtained from monitoring. The mid-term evaluation provides the opportunity to assess early signs of project success or failure and prompt necessary adjustments.
The specific objectives of the MTE are to:

An overall approach and method for conducting project Mid Term Evaluations of UNDP supported projects has developed over time. The evaluator is expected to frame the evaluation effort using the criteria of relevance, effectiveness, efficiency, sustainability, and impact, as defined and explained in the UNDP Guidance for Conducting Terminal Evaluations of UNDP-supported, projects.
A set of questions covering each of these criteria have been drafted and are included with this TOR (See Annex C) The evaluator is expected to amend, complete and submit this matrix as part of an evaluation inception report, and shall include it as an annex to the final report.
The evaluation must provide evidence-based information that is credible, reliable and useful.
The evaluator is expected to follow a participatory and consultative approach ensuring close engagement with government counterparts, in particular the UNDP Country Office, project team, UNDP Regional Technical Adviser based in the region and key stakeholders including DFID and Danish Embassy who partly fund the TACC project.
The evaluator is expected to conduct a field mission to Mbale Region including the following project sites in Mbale, Manafwa and Bududa Districts.

Deliverables:
An Inception Report (within 3 working days of signing the contract), this should provide details of the methodological approach to be used by the consultants to undertake the study.
A Mid-Term Evaluation Report of approximately 40 pages, excluding annexes, according to the attached detailed breakdown. The report will be in English and will be prepared and submitted in MS Word, with tables in Excel where necessary.
A PowerPoint presentation (10 – 15 slides) covering the key points of the MTE with the main findings and recommendations will also be provided.
A draft of the Mid-Term Evaluation Report and the PowerPoint presentation should be submitted within one week of the end of data collection and meetings. The final copy will be submitted within a week of receiving written comments on the drafts from UNDP and partners.
If there are any significant discrepancies between the impressions and findings of the evaluation team and stakeholders these should be explained in an Annex attached to the final report.
Implementation arrangements
The principal responsibility for managing this evaluation resides with the UNDP Country Office in Uganda. The UNDP CO will contract the evaluators and ensure the timely provision of travel (including per diems) arrangements within the country for the evaluation team. The Project Implementing partner will be responsible for liaising with the Evaluation team to set up stakeholder interviews, arrange field visits and coordinate with Government. The planning and the administrative arrangements for the MTE will be done in collaboration with the UNDP Head Quarters
Logistical Support:
UNDP will provide a vehicle for field visits and appointments with key interviewees.
UNDP Kampala and the Project Office will coordinate the study and keep abreast of the mission’s activities during the consultants stay.
Reporting Arrangements
The consultants will report to the UNDP Resident Representative in Kampala, Uganda on all technical and contractual obligations.
Evaluators' ethics
Evaluation consultants will be held to the highest ethical standards and are required to sign a Code of Conduct (Annex E) upon acceptance of the assignment. UNDP evaluations are conducted in accordance with the principles outlined in the UNEG 'Ethical Guidelines for Evaluations'.
Competencies
Fluency in written and spoken English.
Ability to communicate effectively in English order to convey complex technical information to general audiences.
Ability to deliver on time.
Skills in negotiating effectively in sensitive situations.
Skills in achieving results through persuading, influencing and working with others.

Required Skills and Experience
Required skills and experience of the Ugandan National Consultant:
At least a MSc degree and at least 10 years experience in natural resources/forest management, protected area management, socio-economic development or related fields.

The Association for Strengthening Agricultural Research in Eastern and Central Africa (ASARECA) has received a Grant from the World Bank, acting as administrator of grant funds provided by various donors under the Multi Donor Trust Fund (MDTF), toward the cost of the Support to Agricultural Research in Eastern and Central Africa and intends to apply part of the proceeds for hire of consultant for recruitment services.

Main objective of the consultancy.

The objective of this consultancy is to provide recruitment services for the following positions:

Scope of work

The contracted consultant/organization will be responsible for the following tasks:

1. Design a suitable advertisement based on the agreed job description for placement in the media
2. Receive profile and develop a long list of qualified candidates while demonstrating transparency in the process of approaching potential candidates.
3. Prepare an initial report on the long list to be shared with management and participate in developing a shortlist.
4. Conduct psychometric tests and other relevant tests that will bring out the strengths and any capacity development gaps of the shortlisted candidates
5. Prepare appropriate interview questions for review by management
6. Present the shortlisted candidates for interview
7. Conduct background check on the shortlisted candidates
8. Prepare a detailed final report after the interviews

Purpose of Sustainability Plan:
The main purpose of developing the sustainability plan is to ensure continuous promotion of equalisation of opportunities for Persons with Disabilities in the country. This is only possible where organizations activities are made sustainable.
Key roles of the consultant:
a) Facilitate the process of establishing the sustainability goalsforthe organization in relation to social (Maintain a relevant, reputable and vibrant organization; improving understanding of sustainability within and outside), economic (Maintain and enhance the Asset base, ensuring ongoing economic viability plus maintaining and maximizing the utilization of
resources in the organization) and political aspects.
b) . Establish the current sustainability position of the organization by using the relevant sustainability assessment tools.

d) Develop strategies to address the sustainability position of the organization.
Expected Outputs:
1. A sustainability strategy, detailing out the key actions to undertake including cost/benefit calculations, targets, budgets and other requisite resources.
2. Monitoring, and Evaluation and reporting framework for the sustainability strategy.
3. Produce a process report on the exercise
Methodology:
The consultant will among other methods use workshops and interviews to generate ideas and reach consensus on strategic direction of the organizations sustainability.
Timeframe:
The assignment is estimated to take 30 calendar days including preparations, delivery of the consultative workshop of 3 days, submission of a draft strategy and final strategy.
Skills:
The consultant should demonstrate practical skills in developing sustainability strategies for national organizations particularly membership organizations or organizations of similar nature. The consultant must have at least five years experience in organizational development or in a related field.

Back ground

In 2006, the Constitutional Court in Uganda Law Society V. AG (Constitutional Petition No. 18/2005) declared the trial of civilians in military court martial unconstitutional, a decision that was subsequently upheld by the Supreme Court on appeal in AG V. Uganda Law Society (Constitutional Appeal SCCA No. 1/2006) in 2009. Recently in September 2011, UPDF Defence and Army Spokesperson announced that a directive had been issued by the UPDF administration to cease the trial of civilians in court martial. On this basis, the Uganda Human Rights Commission whose mandate is to protect and promote human rights as guaranteed by the Constitution and other binding human rights instruments, in collaboration with the United Nations Office of the High Commissioner for Human Rights-Uganda office whose mandate includes providing technical assistance to the competent authorities in relation to measures to promote and protect human rights in the country, will undertake a joint project to monitor the operation and process of transfer of civilian cases from court martial system to ordinary civilian courts to assess the effective implementation of the UPDF directive, the operation and functionality of the court martial system to determine the extent of compliance to established standards of fair trial and due process with a view to identify capacity gaps and recommend appropriate procedural and institutional reforms.

Objectives/Purpose

Uganda Human Rights Commission in collaboration with the United Nations Office of the High Commissioner for Human Rights in Uganda (OHCHR) seek to engage a Ugandan National consultant to implement specific activities under this project and in particular the following:

1.    Conduct research on the operations of the court martial system in Uganda in order to assess the military courts’ compliance with the national, regional and international human rights instruments and principles of fair trial guarantees and the due process of the law.

2.    To monitor the status of the proposed transition process and procedure of transfer of civilian cases to the ordinary court system and ascertain whether it conforms to established principles of fair trial and due process.

3.    The consultant in close collaboration with UHRC/OHCHR will also assess the Court martial trials where military personnel are tried and prosecuted for human rights violations in response to the right to effective remedy with a view to inform necessary institutional reforms and strategies.
