The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 17 countries and at 4,700 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States. With a growing global staff of nearly 1,300—nine of 10 who work in the field—the Foundation’s global mission is to implement prevention, care, and treatment; further advance innovative research; and to execute strategic and targeted global advocacy activities to bring dramatic change to the lives of millions of women, children, and families worldwide.
The Foundation received funding from USAID/Uganda for a five-year cooperative agreement in 13 districts in the south-western region of Uganda with the goal of increasing access to, coverage of and utilization of quality comprehensive tuberculosis (TB) and HIV/AIDS prevention, care and treatment services. We are therefore seeking most suitable candidates to fill the following positions.
Job Title: District based Program Officer (3) Location: Mbarara Department: Clinical services.
Reporting Relation:
The District Based Program Officer report to the Director Clinical Services
Job Summary:
The District Based Program Officer will help to expand the comprehensive TB and HIV/AIDS Program. The Program Officer will work with the country team and will travel extensively to provide technical advice to the areas in which STAR SW/EGPAF is working. He/she will provide direct technical support and guidance to implementing partners at the regional, district, sub-district and community levels.
Core Duties and Responsibilities:
Provides technical guidance for comprehensive TB and HIV/ AIDS programs by updating implementing partners on technical advances and lessons learned around the world.
Assists team Leaders and District Based Officer in the development of overall TB and HIV/AIDS Care &Treatment partner strategy to support-the-National Strategy to provide national expansion of EMTCT, C&T, TB and associated care and support services in Uganda.
Assists in setting up and running HIV clinical services and track progress at individual sites through site visits and district reports, in collaboration with M.O.H and the EGPAF program team.
Provides technical guidance to the district teams for work plan development
Provides technical guidance during the development of STAR SW/ EGPAF’s annual work plan.
Coordinates technical reporting according to defined reporting schedule, writes regular monitoring and technical reports as required and contribute to EGPAF’s reports
Assists in identifying, documenting, disseminating and scaling up best practices in PMTCT and C&T.
Represent EGPAF and STAR SW project in the supported districts and at national level.
Any other duties as assigned by the supervisors.
Requirement:
The qualified candidate will have a medical degree and/or a master's degree in Public Health with at least:
5 years of professional experience working in HIV/AIDS prevention, care & treatment.
Hands-on knowledge and skills in designing, planning, implementing and monitoring PMTCT, clinical care and Pediatric care programs.
Practical experience in managing ART Services at district levels.
Experience in mentoring and coaching of health workers at TB DTU and ART sites in provision of comprehensive HIV/AIDS and TB services.
Sound understanding of current issues and developments in the field of HIV/AIDS and especially PMTCT, ART and VCT.
Strong skills in teamwork and networking.
Excellent verbal communication and writing skills.
Willingness to work and travel in rural settings in Uganda.

Key Responsibilities:

Coordinate USAID | DELIVER PROJECT activities with NADDEC as indicated below:

• Provide overall coordination and technical leadership in the implementation of agreed upon assessment and activities with partner organizations

• Provide technical advice to the USAID | DELIVER PROJECT country director on issues related to veterinary laboratory services in Uganda including the management of veterinary laboratory waste

• Conduct desk review of technical and policy documents on existing veterinary laboratory services and supply chains

Qualifications and Skills

• A degree in medical laboratory sciences and/ or biomedical sciences, health sciences, or veterinary sciences, or equivalent experience.

• At least five years of experience working in a biomedical, clinical, or research laboratory in Uganda

• Experience working with local and international partners at various levels to provide technical and administrative coordination of health programs in Uganda

• Knowledge of animal and zoonotic diseases of epidemic potential that commonly affect communities in Uganda

• Strong organizational and communication skills

• Fluency in English; reading, writing and speaking and able to write high quality technical reports

Highly desirable:

• Basic knowledge and/or experience working in supply chain management of health commodities in Uganda

• Laboratory management experience and understanding of technologies used in veterinary labs in Uganda

Job Title: Monitoring and Evaluation (M&E) Specialist


 
Job Description

CHF International’s mission is to be a catalyst for long-lasting positive change in low- and moderate-income communities around the world, helping them to improve their social, economic and environmental conditions.

CHF International is seeking a Monitoring and Evaluation (M&E) Specialist for the proposed USAID-funded Governance, Accountability, Participation and Performance (GAPP) Program in Uganda. This 5 year project will focus on increasing participation, accountability and local governance for more effective service delivery. GAPP shall focus on three key components to enhance accountability, improve local governance, and support Civil Society Organizations (CSOs) participation in seeking improved services: support and strengthen national level government accountability institutions in their interaction with local governments; strengthen local government revenue, procurement, financial and planning systems; and strengthen CSOs and other non-state actors to improve voice and accountability.

The M&E Specialist will develop and manage the M&E system for the program. In particular, the M&E Specialist will be responsible for: implementing and updating the Performance Management Plan to ensure consistent data collection and management; and tie program objectives to broader USAID Strategic Objectives; managing the data collection process to include schedules, logistics and methodologies in coordination with data collection teams and other staff; analyzing and interpreting qualitative and quantitative data; and reporting on activities, accomplishments, and results for USAID deliverables and reports including weekly, quarterly, annual, and other ad hoc reports.

Qualifications: •Bachelor’s degree in relevant field. •5+ years of experience in donor-funded international development. •Experience with rigorous quantitative and qualitative research methods, tools, and techniques. •Excellent knowledge of advanced statistics and research methodology, including skills in sampling techniques and methodologies, professional use of computer software for statistical and other relevant applications (such as SPSS, STATA and spreadsheets). •Experience with impact assessment and change management. •Prior experience on donor funded projects addressing public health preferred. •Advanced working knowledge of MS Word, Excel, ACCESS and/or other database programs. •Excellent presentation/training skills, including experience in the design and facilitation of short- and long-term training programs; •Ability to establish and maintain effective working relations in and outside CHF; and ability to work effectively in multi-cultural environment. •Fluency in English required.

BASIC FUNCTION OF POSITION

REQUIRED QUALIFICATIONS

1. Education Required: Completion of secondary school is required.

2. Work Experience: Three to five years of progressively responsible experience in USG Financial Management Policies, regulations and procedures, project financial analysis, design, implementation or management and evaluation.
3. Language Requirement: Level IV fluency in written and oral English is required.
4. Knowledge: The EFM should have knowledge of USG policies and procedures such as the ADS, FAM, FAR, OMB Circular and GAGAS. The EFM should be proficient with common office software suites and the operation of office equipment.
5. Skills and Abilities: 1. PC operations including word processing and spreadsheet analysis, email, and USG software platforms. 2. Current knowledge of US federal financial management policies, regulations and procedures. 3. Proven effective management experience, including experience in teamwork, team building, and team leadership is required. 4. Must have excellent interpersonal skills, high degree of professionalism, direction, and sound judgment in representing the U.S. Government. 5. Demonstrated ability to write and present information clearly and concisely in English.

Normally, candidates for employment are hired at the first step. In some instances, candidates may be hired at a higher step when exceptional qualifications or previous government service and pay level warrant. SELECTION PROCESS

After an initial application screening, applicants will be invited to a testing process that may include a written examination and oral interviews. The selected candidate must pass pre-employment medical and security investigations before beginning work. The initial appointment period is one year, subject to renewal.

Normally, candidates for employment are hired at the first step of the designated pay grade. In some instances, candidates may be hired at a higher step when exceptional qualifications or previous governmental service and pay level so warrant. The Human Resources Officer will make the decision with the concurrence of the employing section.

4. Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their appointment.

5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.

DEFINITIONS

1. Eligible Family Member (EFM): An individual related to a US Government employee in one of the following ways:
• Spouse or same-sex domestic partner (as defined in 3 FAM 1610);
• Child, who is unmarried and under 21 years of age or, regardless of age, is incapable of self-support. The term shall include, in addition to natural offspring, stepchildren and adopted children and those under legal guardianship of the employee or the spouse when such children are expected to be under such legal guardianship until they reach 21 years of age and when dependent upon and normally residing with the guardian;
• Parent (including stepparents and legally adoptive parents) of the employee or of the spouse, when such parent is at least 51 percent dependent on the employee for support;
• Sister or brother (including stepsisters and stepbrothers, or adoptive sisters or brothers) of the employee, or of the spouse, when such sibling is at least 51 percent dependent on the employee for support, unmarried, and under 21 years of age, or regardless of age, incapable of self-support.

2. US Citizen Eligible Family Member (USEFM): For purposes of receiving a preference in hiring for a qualified position, an EFM who meets the following criteria:
• US Citizen; and,
• EFM (see above) at least 18 years old; and,
• Listed on the travel orders of a direct-hire Foreign, Civil, or uniformed service member assigned to or stationed abroad with a USG agency that is under COM authority, or at an office of the American Institute in Taiwan; and either:

1. Resides at the sponsoring employee's or uniformed service member's post of assignment abroad or at an office of the American Institute in Taiwan; or
2. Resides at an Involuntary Separate Maintenance Allowance (ISMA) location authorized under 3 FAM 3232.2.
3. Appointment Eligible Family Member (AEFM): EFM (see above) eligible for a Family Member Appointment for purposes of Mission employment:
• Is a U.S. citizen; and
• Spouse or same-sex domestic partner (as defined in 3 FAM 1610) or a child of the sponsoring employee who is unmarried and at least 18 years old; and
• Is listed on the travel orders or approved Form OF-126, Foreign Service Residence and Dependency Report, of a sponsoring employee, i.e., a direct-hire Foreign Service, Civil Service, or uniformed service member who is permanently assigned to or stationed abroad at a U.S. mission, or at an office of the American Institute in Taiwan (AIT), and who is under chief of mission authority; and
• Is residing at the sponsoring employee's post of assignment abroad or, as appropriate, office of the American Institute in Taiwan.
• Does not receive a Foreign Service or Civil Service annuity
4. Member of Household (MOH): An individual who accompanies a direct-hire Foreign, Civil, or uniformed service member permanently assigned or stationed at a U.S. Foreign Service post or establishment abroad, or at an office of the American Institute in Taiwan. An MOH is:
• Not an EFM; and,
• Not on the travel orders of the sponsoring employee; and,
• Has been officially declared by the sponsoring USG employee to the COM as part of his/her household.

A MOH is under COM authority and may include a parent, unmarried partner, other relative or adult child who falls outside the Department’s current legal and statutory definition of family member. A MOH does not have to be a US Citizen.
4. Not Ordinarily Resident (NOR) – An individual who:
• Is not a citizen of the host country; and,
• Does not ordinarily reside (OR, see below) in the host country; and,
• Is not subject to host country employment and tax laws; and,
• Has a US Social Security Number (SSN).

NOR employees are compensated under a GS or FS salary schedule, not under the LCP.
5. Ordinarily Resident (OR) – A Foreign National or US citizen who:
• Is locally resident; and,
• Has legal, permanent resident status within the host country; and,
• Is subject to host country employment and tax laws.

EFMs without US Social Security Numbers are also OR. All OR employees, including US citizens, are compensated in accordance with the Local Compensation Plan (LCP).
