Job Description

Post: Compliance Officer/ Standards (1)
Reports to: Specialist Broadcasting
Job Role: The role of the jobholder shall be to provide the requisite technical support in broadcasting matters and assist in the development and enforcement of broadcasting standards.

Key Results Areas:
• Establishment and enforcement of standards, procedures and ethics for broadcasting services;
• Evaluate and monitor technical standards and quality of broadcasting;
• Encouraging the development of broadcasting services in the country by consulting and coordinating with stakeholders on matters related to new developments in the broadcasting sector;
• Assist in the development and enforcement of the quality of service in accordance with defined standards;
• Coordinate data collection on activities related to audience profile, penetration of services and network coverage;
• Develop technical specifications and standards for new and emerging services in broadcasting sector;
• Evaluate and review technical data to support broadcast license renewals and applications;
• In collaboration with other departments and institutions, collaborate and conduct research on broadcasting with the objective of harmonising and promoting broadcasting technologies and standards; and
• Evaluate and develop broadcast frequency utilisation techniques in accordance with national as well as international best practices.

Qualifications Requirements
• A Bachelor’s degree in a field related to Electrical, Broadcasting, or Telecommunications Engineering from a recognised Institute or University;
• A minimum working experience of one (1) year in areas of broadcasting and telecommunications; and
• Knowledge in computer is a mandatory requirement.

Experience and knowledge
• Should be committed to undertake research, carry out survey and analyse data purposes on standards development or formulation as the case may be;
• Possesses effective interpersonal skills and not only relates well with his/her colleagues but also with external customers;
• Demonstrates honesty and willing to work with minimum supervision;
• Excellent analytical skills and report writing, and;
• Has a mutually appreciative and respectfully approach the work with enthusiasm.

Key Results Areas:
• Investigating cases on poor performance of the broadcasting stations from the technical perspective and propose remedial measures for necessary course of action;
• Conducting and reporting on broadcasting station inspections to ensure compliance with legislation, licence conditions and broadcasting standards;
• Assisting in development of broadcast licences and reviewing broadcast spectrum applications;
• Develop and maintain a register of all licensed broadcasters and broadcasting house for purposes of planning and managing the broadcasting sector in an orderly manner;
• Coordinate data collection on activities related to audience profile, penetration of services and network coverage;
• In liaison with the Compliance and Enforcement Unit in the Legal Department provided the necessary information and data to effect any enforcement on the illegal broadcasting stations and broadcasters;
• Ensure that terms and conditions stated in broadcasting and radio licences are complied with by the broadcasters;
• Scheduling and undertaking broadcast spectrum monitoring and management of broadcasting activities, and;
• Ensure that radio station inspections, monitoring and investigations are carried out in a timely manner and monitoring results analysed and recommendations are made for enforcement as appropriate.

Qualifications/Requirement
• A Bachelor’s Degree in a field related to Electrical, Broadcasting or Telecommunications Engineering from a recognised Institute or University;
• A minimum working experience of one (1) year in areas of broadcasting and telecommunications, and;
• Knowledge in computer is a mandatory requirement.

Experience and knowledge

Main Purpose of the Job
The Technical Advisor TB/HSS will be the primary point of contact for the Sub-recipients and service delivery points on TB/HSS issues. He/she will take responsibility to ensure overall coordination of the implementation of the Grants and monitoring and evaluation of TB/HSS activities and provision of related technical support, training and capacity building to the Sub-recipients!
The successful candidate will be responsible for the following tasks;
Liaise with relevant representatives from the Sub-recipients and health service delivery points to facilitate the implementation of work plans and activities and the delivery of programmatic results that meet or exceed the grant performance framework targets.
Ensure that sub-recipients and health service delivery points are provided directives, support, and training in the areas of program implementation, monitoring and reporting in compliance with Grants Management Unit requirements and” proper guidance on programmatic and financial reporting.
Identify bottlenecks to implementation and propose solutions, and develop specific capacity building interventions for the sub-recipients and staff at health service delivery points.
Oversee the delivery of appropriate inception training programmes to strengthen the capacity of Sub Recipients and health service delivery points to understand and comply with all aspects of the Grants Management Unit grant implementation and reporting requirements.
Monitor, review, and provide feedback to sub-recipients and staff at health service delivery points on work plan implementation, results achieved, utilization of grant funds and relevance of expenditure to work plan activities.
Liaise with the Finance Manager and his team, Program Administrator, M&E Manager and M&E officers to ensure proper implementation and interpretation of approved financial and accounting system and monitoring and evaluation guidelines.
Review all periodic programmatic reports submitted by the sub-recipients and staff at Service Delivery Points and prepare consolidated programmatic progress updates, including supporting documentation, and in liaison with the M& E Manager, prepare programmatic reports for submission to the Grants Management Unit.
Promote policies and best practices that enable effective prevention of HIV and TB treatment of the same among the target population.
Coordinate the capacity building of Sub-recipients in relation to the implementation of and reporting on program activities and organize orientation and review workshops
Ensure compliance to the set national standards, procedures and guidelines in the delivery of TB/HSS services
Acquire, review, roll out and ensure adherence to up to date Standard Operating Procedures during the implementation of programme activities
Ensure effective participation of the project in relevant existing and potential networks and fora and attend collaborative meetings in the field of TB/HSS and M&E as required

Requirement:
PERSON SPECIFICATIONS: Technical Advisor – TB/HSS Academic QualificationsS Required Skills
Bachelor of Medicine and Bachelor of Surgery (M.B; Ch.B); and advanced degree in Public Health
Minimum of 5 years’ experience in public health or related field in programme/project management; at least 3 years’ experience in HIV/AIDS and TB is a must.
Experience working with Civil Society Organizations or Government health programs.
Excellent leadership and management skills coupled with the ability to work under pressure and with limited supervision.
Demonstrated experience in the design of M&E programs and data collection instruments
Proven experience in preparation and analysis of work plans, complex programmatic and financial reports.
Proven interpersonal, communication and negotiation skills.
Excellent analytical, financial management and evaluation skills.
Adaptability and flexibility in working in a complex/dynamic environment.
A team player with excellent planning and organizational skills.

To provide support to the Director Human Resources & Administration in the management of the Human Resource function, with special focus on recruitment/appointments, terms and conditions of service, staff welfare management, and compensation management.

Disseminate, and where necessary interpret human resource policies and regulations to staff

Provide administrative support in conducting periodic salary reviews
Monitor expiry of staff contracts, and make arrangements to keep them valid
Manage leave schedules for Headquarters staff in line with HR policies.
Participate in the development of TASO human resource policies

7. Job Title : Resource Mobilisation Officer
Department/Location : Executive Director’s Office
Directly Reports to : Executive Director

Main Purpose of the Job
To identify possible partners who can provide technical, financial or other support to TASO, prepare proposals for mobilizing such support, and follow up the proposals to their logical conclusions.

Also to maintain liaison with donors
The successful candidate will be responsible for the following tasks;
Identify opportunities for funding and other support from development partners and other sources
Prepare draft project proposals, get them discussed and endorsed by TASO management, and produce the final versions for submission to prospective development partners and other parties
Develop and implement resource mobilization strategies according to terms agreed upon in consultation with TASO management
Draft reports to donors in conformity with reporting requirements
Collect and record all data related to donor funds, the activities they finance, produce accountability statements to donors, and submit them through the appropriate authorities
Keep donors promptly informed of all developments in TASO that are relevant to them
Attend Donor/TASO meetings.

Requirement:
PERSON SPECIFICATIONS – Resource Mobilisation Officer
Academic Qualifications
Degree, preferably B.Com (Accounting or Finance) or BBA, plus Post-graduate qualifications in Project Planning and Management or Development Studies or Investment Analysis

Minimum Experience and Exposure
4 years in a senior position, with substantial technical responsibilities in project/grant proposal writing

Special Knowledge
Project planning and management, Project proposal writing with
attendant financial flow projections, Report writing, Negotiation
skills, Communication Skills, and Public Relations skills

Main purpose of the Job:
Advocate with a strong PLHIV voice on relevant aspects of healthcare policy, and human rights with the aim of influencing health agendas and policies.
The successful candidate will be responsible for the following tasks;
Translate evidence into sound policy -linking policy, research and practice on HIV/AIDS to promote more effective health care services in line with HIV/AIDs and health policies.
Disseminate key policy issues of concern to PLHIV and PLHIV organizations, and how TASO is addressing them through proactive and reactive policy-making, policy statements, collaborations, organizing and participating in key events
Promote advocacy and policy work through strong coalitions and networks
Develop and communicate policies that are consistent and transparent to help promote PLHIV voice effectively
Provide quick access to TASO’s views on addressing key policy issues of relevance to PLHIV and PLHIV organizations in Uganda.
List and share all upcoming events relevant to PLHIV-centered healthcare, especially those which may be of interest to PLHIV organizations.
Promote the fundamental right to PLHIV centred healthcare that respects their unique needs, preferences and values, as well as their autonomy and independence
Take up the responsibility of healthcare policy-making through meaningful and supported engagement to ensure that they are designed with the PLHIV at the centre
Engaging PLHIV in health policy decision-making Process to ensure that policies reflect patient and caregiver needs, preferences and capabilities
Liaise with the TASO training Centre in developing the advocacy training curriculum
Build the capacity of PLHIV organizations to enable them be well-informed and effective PLHIV representatives and advocates. Train and help organise young PLHIV groups
Develop consistent and compelling messages to promote sustained advocacy and produce publications that focus on policy-research-practice gaps and resource flows.
Serve as delegate and a link to PLHIV meetings, forums and coalitions, social media and human rights networks
Promote PLHIV Rights as in the charter of patients
Identify, review and synthesize the most accurate evidence literature to provide accessible information to promote evidence-based programming, advocacy and policy positions.

NB:
The PO-Advocacy and Policy Must be a person living with HIV/ AIDS with a strong self confession of HIV status and females are particularly encouraged to apply

Requirement:

5 years experience in a HIV/AIDS related work, 2 of which should have been in advocacy, policy and networking positions.

Department : Finance
Reports to : Chief Accountant
Supervises :None

Main Purpose of the Job
To ensure that all financial records within the given areas of
responsibility are accurately written, properly maintained and
regular/periodic returns properly compiled and submitted to the
Chief Accountant

The successful candidate will be responsible for the following
tasks;
Reconciling funds disbursed with actual receipts at the Centre
Ensure that Centre payrolls are properly prepared, statutory deductions made and remitted to the relevant authorities.
Provide technical support to Regional Offices and Centre Accountants.
Assist the chief Accountant in process of the consolidation of financial statements
Ensure proper utilization and accountability of funds by all Centres.
Ensure that the Centre manual records are up to date and reconciled with the computerised information.
Monitor Centre expenditure against budgets to ensure adherence to set financial policies.
Prepare and submit reports as required.
Ensure that established internal controls are implemented.
Ensure that monthly, quarterly, annual and other necessary financial reports are prepared and submitted to Headquarters in time.
Review all the monthly, quarterly, annual and other necessary financial reports before being submitted to the Chief Accountant

Requirement:
Academic Qualifications: 1st degree preferably in B.Com (Accounting) or BBA, and 2nd Part of professional qualification such as ACCA or CPA or ACA
Minimum Experience and Exposure: 4 years in a position with heavy accounting responsibilities in a reputable organisation preferably an NGO
Special Knowledge: Knowledge of financial accounting procedures, Knowledge of planning, budgeting, reporting and auditing, Supervisory skills, Hands-on-computer skills in MS Word, Excel and relevant accounting packages (including NAVISION)
