Job Description
Management Sciences for Health (MSH) is an international non-profit, public health organisation with headquarters in USA, whose purpose is to strengthen health programs worldwide. MSH Uganda is currently running a number of USAID and other donor funded projects including SURE, both in Kampala and other parts of the country.

Reports to: Logistics Coordinator
Overall Responsibility:
The Logistics Officer will provide technical assistance in collaboration with the Pharmacy Division to the ministry of health’s National Malaria Control Program (NMCP) to strengthen the pharmaceutical management of malaria commodities for both public and private not for profit (PNFP) sectors. This technical assistance is also aimed at improving the capacity of the NMCP in performance monitoring of the malaria commodities supply chain. In addition the Logistics Officer will:
• Support the strengthening of the malaria commodities supply system for both public and PNFP sector.
• Assist NMCP to monitor and analyse malaria commodities pipeline at all levels of the supply system.
• Support the NMCP and quantification and procurement planning unit (QPPU) in conducting annual quantifications and procurement plans for malaria commodities.
• Support PMI in coordinating pre storage in-country logistics for PMI supported malaria commodities.
• Support the preparation and monitoring of the Global Fund for AIDS Tuberculosis and Malaria (GFATM) Procurement and Supply Chain Management (PSM) plans for malaria commodities.
• Support the collection and analysis of supply chain management data on indicators for malaria commodities and prepare periodical performance reports.
Qualifications:

The IRC in Uganda is actively seeking a dynamic individual who will provide leadership and direction to the logistics function of the agency. He/ She is responsible for managing all logistics activities and the analysis and documentation of all logistics information with regards to procurement, assets and inventory, fleet management and ICT. The Logistics Manager reports to the Deputy Director, Operations and is a key staff member in the management of the country office logistics. Responsibilities • Develop in-country logistics policies and procedures, initiate and lead the roll-out of new policies in all locations. • Monitor compliance to global and in-country policies and protocols in the country program. • Ensure reduction of operational costs and wastage in the logistics functions and procurement of quality supplies and services by IRC. • Lead the process of identifying and documenting contracted and authorized suppliers in all locations and ensure market and contract reviews are carried out as appropriate. Submit annual overview of contracted and authorized suppliers to IRC HQ. • Monitor the IRC fleet management in all locations, ensuring efficient and responsible vehicle allocation and use. • Ensure the proper management and documentation of assets & inventory and asset disposal and act as focal point for asset insurance matters (in-country and IRC HQ Global Insurance) • Ensure IT systems are safe and in good working order, data are backed-up regularly and IT support is provided to staff as and when needed. • Liaise with Global IT department for technical support to the country program in general and the IT officers in particular. • Manage the contract with the security guard service provider, including but not limited to compiling, reporting and following up on incidents occurring at guarded IRC premises throughout the country. • Ensure implementation of the IRC Uganda Security Management Plan
Requirements • At least 5 years of experience in Logistics management with NGO’s. In-depth knowledge of logistics policies and procedures. Overall Responsibility:
The Logistics Coordinator, Technical Programs support has overall responsibility for planning and coordination of SURE Program assistance to Ministry of Health technical programs. S/he promotes collaboration and best practices in supply-chain management of program commodities with priority on essential system change, harmonization/integration, logistics information management and building program capacity to reduce wastage, optimize resource use and achieve increased availability and supply-chain efficiency of program commodities. He is responsible for maintaining effective communication with the SURE program team, key stakeholders and the relevant Ministry of Health departments particularly Pharmacy Division and the technical program management teams. The position reports to the technical Advisor – Supply Chain Operations.
• Contribute technical and administrative inputs into the design and implementation of assessments of commodity supply chain management systems to identify resources and gaps which can be addressed by SURE Program.
• Take leadership in the development and implementation of work plans and reporting on the status of implementation of technical assistance activities
• Support the Quantification and Procurement planning unit (QPPU) to efficiently respond to program requests for supply-chain management assistance, seek opportunities for collaboration and provide technical expertise to key stakeholders in the collection and analysis of information needed to make Supply Chain Management decisions particularly to assist with quantifications, Procurement and Supply chain Management (PSM) planning of program commodities and in other areas which can be addressed by SURE.
• Support the establishment and management of systems to monitor program commodity supply-chains whilst assuring data quality and utilization particularly at central level
• Contribute to the writing of Quarterly and Annual progress reports for the SURE Program and effectively manage communication with key Ministry of Health partners including reporting requirements for the Ministry of Health.
• Advise the Ministry of Health on policy changes affecting supply chain for technical programs, including evaluating evidence for decision making and managing transition periods for essential medicines and health supplies
• Support the Ministry of Health to integrate vertical supply and information systems into integrated National pharmaceutical management and Information systems
• Manage performance of the program support team, identify capacity gaps, mentor and equip staff with the skills and knowledge required to accomplish their responsibilities.
Qualifications
1)Basic degree in a health area; such as pharmacy, medicine, public health; a masters degree in public health or business majoring in health systems management and supply chain management.
2) 5 to 10 years of work experience in providing pharmaceutical management technical assistance especially in supply chain management, at central and health facility level in a developing country preferably sub Saharan Africa. Experience in pharmaceutical/health systems strengthening is preferred.
3) Demonstrated analytical skills with computerized packages including Microsoft office packages, internet research and familiarity with common PSM tools.
4) Excellent presentation skills
5) Working experience in Uganda with comprehensive understanding of the Uganda public health system is an advantage. Previous work experience with USAID supported programs is also an added advantage.

Danish Refugee Council/Danish Demining Group in a bid to ensure sustainable achievement our mission is seeking to recruit dynamic and experienced person to fill the positions of;
Logistics Officer (1 position)
General Role:
The post refers to a trained DRC person with extensive experience in Logistics systems and Advanced Knowledge in Logistics and Administrative procedures, Computer based inventories, procurements, able to drive with valid driving permit and donor reporting requirements. The Logistics Officer Supervises his Department maintaining a close cooperation and coordination with the Operations, Administration and Finance. The main Objectives are to run and maintain an efficient and transparent Logistics system, which responds to the Current financial situation within the Organisation
Responsibility and Specific Tasks.
Manage and Control the Logistical Department and Material resources in the area of operations.
Planning of Weekly and Monthly Procurement for the entire operations in DRC
Responsible for the Maintenance, stock balance and appearances of all stores within the Organisation.
Maintain full inventory Data base and update it continuously and report accordingly.
Under take stock checks at Random times in a monthly basis and report accordingly.
Compile monthly fuel consumption reports for all vehicles, motorcycles and the generators.
Report the Current Logistic situation within the Organisation monthly to the Operations Manager/Country Director.
Coordinate and Cooperate with Operations-Administration/ Finance Departments keeping them updated at all times with the changes to the overall Logistics Situation within the Program.
Comply with the all requirements and reporting of Donors requirements in Logistics area.
Ensure that stock does not run out completely.
Conduct inspections on the Stores, Vehicles, office and Compound Equipment and the Operational tools and equipment according to plan agreed upon by the Program Manager.
Plan vehicle movements and supervise the drivers and guards
Perform any other tasks as instructed by the Program Manager Westnile.
Requirement:
Person Specification
Degree in Procurement/ Logistics/ Store Management.
Minimum of 3 years working experience in similar position.
Good computer skills-Ms Excel and other Microsoft Office Program.
Must have good management .writing, communication skills and presentation skills.
At least three (3) years of working in an NGO.
Must have valid Driving Permit.
