SUMMARY
Pact seeks a Capacity Development Advisor for a five year anticipated USAID-funded human rights and rule of law program in Uganda focused on preserving rule of law in order to improve democratic governance and accountability. Responsibilities:
• Manage and oversee project design, implementation, and delivery for all capacity building-related activities targeted at capacity development of civil society organizations (CSOs), and local partners in areas such as civic participation and advocacy, peace building and governance, including the design and roll out of all capacity building approaches and tools.
• Provide lead technical direction/technical assistance in activity planning for capacity development components.
• Supervise and conduct organizational network analysis (ONA), Organizational Performance Index (OPI) with local NGOs and CSOs
• Develop training materials for specific areas/topics identified as needed for capacity development of CSOs and LNGO partners
• Supervise field testing new and improved technical methodologies, tools, and other products and services related to CD

• Remain up-to-date with latest methodologies, best practices, and donor requirements and ensure that the project CD results are consistent with the best practices of the industry
• Identify additional internal and external resources for capacity development

• Represent and serve as a liaison of Pact in Uganda in its CD-related work at conferences, agencies including government and donors, meetings and other fora as necessary.

The Grants Manager is responsible for monitoring the entire grant management process and ensuring proper compliance with USAID regulations and program objectives. This includes developing results, indicators, and targets as well as an annual work plan which reflect the objectives of the grants program. Working with the COP, component and financial managers, this position will oversee financial reporting and selection of applications to ensure conformity with the grants program criteria, including the implementation of partner capacity building (technical, organizational, and financial management). Strong candidates will have performed served in similar roles and have extensive experience with USAID rules, regulations, processes and procedures, preferably on rule of law projects in Africa.
Duties and Responsibilities:

Background
The Commonwealth Secretariat has been approached by the Government of Uganda through the Ministry of Trade, Industry and Cooperatives for technical assistance to develop a framework to establish an Electronic Single Window (ESW) for trade facilitation. The Ministry of Trade, Industry and Cooperatives is the main national focal point for trade facilitation in Uganda.
Uganda is a landlocked country whose development depends on transit solutions in neighbouring countries in order to access gateways to international markets.
According to data collected by Doing Business, exporting a standard container of goods requires seven documents, takes 37 days and costs $2880. Importing the same container of goods requires nine documents, takes 34 days and costs $3015. Globally, Uganda stands at 158 in the ranking of 183 economies on ease of trading across borders.
Key trade facilitation issues of concern include both at-the-border and behind-the-border processes. At-the-border measures include customs and trade documents, customs clearance procedures, border control and release of goods. Behind-the-border measures include product standards and conformity assessment measures, e-commerce, trade finance and transport and marketing logistics services.
This intervention will focus on addressing issues relating to the implementation of an electronic single window in support of establishing appropriate mechanisms to enable Uganda to participate effectively in the global trading system. As a result of this intervention, Uganda will be able to establish an efficient environment for the exchange and processing of trade-related documentation, and subsequently reduce time and cost for clearing and moving consignments by simplifying many of the steps involved in international trade systems.
Purpose of the project
The overall purpose of this project is to enhance the trade competitiveness of Uganda through improvements to its trade logistics systems and processes.
The main objective of the project is to develop a framework on establishing an Electronic Single Window for trade facilitation in Uganda. This will be done by assessing current procedures and information systems for international trade and developing an effective plan to implement electronic single window in Uganda. The intended output of the project will be in the form of an action plan, which will include recommendations for short, medium and long term strategies. These recommendations will aim to support Uganda in its efforts to implement electronic single window system to facilitate trade.
Scope of work
The consultant(s) will work closely with the Project Manager from the Special Advisory Services Division of the Commonwealth Secretariat and, using internationally acknowledged methodology, will perform the following tasks:
Mapping of trade related procedures- review and analyze current documentation, processing and clearance process Identification of ICT strategies necessary to establish an ESW Assessment of the e-readiness for establishing ESW Identification of legal and regulatory functions necessary to operate an ESW Recommendations on short, medium and long term strategies that should be put in place to establish an electronic single window for trade facilitation Conduct two stakeholder consultation workshops Preparation of detailed action plan, budget and strategy for implementation of a single window system Identification of key reforms necessary to implement an ESW

Framework to establish an Electronic Single Window for trade facilitation in Uganda Short, medium and long term strategies required to establish an electronic single window for trade facilitation Action plan, budget and strategy for implementation of a single window system
Expected project outcomes
Improved service levels from Government trade related agencies in the trade logistics supply chain Introduction of simplified and harmonized customs procedures Development of a successful business model to implement Single Electronic Window Reduction in bureaucracy and business facilitation delays
Key performance indicators
* All project deliverables produced within budget and schedules * Interim Outputs and final reports accepted by the Commonwealth Secretariat and the Ministry of Trade, Industry and Cooperatives and the other key stakeholders
Duration and project budget
The duration of this consultancy is expected to be 16 person weeks. The proposed project budget is an all-inclusive fee of £44,400.00 (includes fees, subsistence allowance, air travel expenses, applicable taxes including VAT, incidentals and any other project related costs).
Required expertise
Proven international expertise and minimum of 5 years’ experience in Trade Facilitation, Logistics and Customs 5 years proven international experience of conducting projects of similar nature Post graduate qualifications in transport economics, economics systems design and analysis, public policy, international business and law are desirable Excellent communication skills are essential, as is the ability to interface effectively at all levels

Job Title: Youth Advisor, Kampala
ActionAid International Uganda (AAIU) seeks an Advisor specified in the areas of YOUTH and GOVERNANCE to help improve the quality of public education for children and support youth to become drivers of change towards a poverty-free planet.
AAIU has national coverage through its Local Rights Programmes (LRPs) in ten districts. The Youth Advisor will work closely with the LRPs and the Youth in all districts. AAIU Human Rights Based Approach emphasis the building of civic competence to challenge injustices, empower the youth to practice their roles and responsibilities and be able to demand the fulfillment of human rights from their leaders.
Key result areas:
Build capacity in developing programs, planning and implementation of youth and children friendly focused interventions
Support the development of advocacy strategies to champion the youth agenda
Develop and enhance policy engagement and strategic development in the areas of governance and civic participation
Help strengthening meaningful participation of the youth in interventions at the LRP level to national, regional and global campaigns
Required qualifications:
Master's Degree in any social sciences, development studies or similar qualification
At least 4 years relevant experience working with youth development issues in developing countries
Good at Campaigns and advocacy with proven experience of managing and implementing successful campaigns with youth and other special interest groups
Experience of working with youth programmes (ideally in at least one area of youth in design, implementation and/or M&E)
Profound research, advocacy & lobby skills with knowledge on the use of ICTS, Social media for mobilization and advocacy
Strong strategic, research and policy analysis skills

Job Purpose
• Reporting to the Director of Emergency Security and Communication s ; the job holder is responsible for liaising with Save the Children staff , partiners and relevant external publics to originate and coordinate the production of informative and educative communication materials on issues about and of concern to Save the Children with the view of enhancing the profile of the organizations work.
• The specialist may be called upon as and when necessary to support the emergency team in cases of humanitarian crisis .
Specifications
• A minimum of Bachelors degree in Mass Communication , Social Sciences , Social Work and Social Administration ,Development Studies , Education, Post graduate training in a relevant discipline is an added advantage .
• At least five years progressive experience in communication and media relations in an international media and communication dynamics and the UN system.
• Accurate, punctual and quality driven , with strong ability to give attention to detail.
• Ability to document and transform experience from the field into lessons learnt.
