Key Duties & Responsibilities:

Contribute in EPI programme planning, implementation, monitoring and evaluation within the WHO Country Office; support UNEPI to develop national annual and multi-year plans of action and monitor progress of approved activities and indicators.
Provide technical Assistance to the Ministry of Health to strengthen routine immunization and evaluation and reach every district, with special reference to planning and management of resources, establishment of outreach services, supportive supervision, community links with service delivery and waste management plans.
Give technical support to UNEPI in accelerated immunisable diseases control, elimination and eradication; specifically the Polio Eradication Initiative, Measles Control and Elimination, and Maternal and Neonatal Elimination
Provide technical assistance to the Ministry of Health and districts in micro planning for immunization, with special emphasis on improving coverage, quality of service, and vaccine management, setting priorities based on evidence. and implementing immunization safety and waste management plans.
Monitor progress and constraints in the implementation of national EPI plans, through monitoring of coverage, drop-out rates, vaccine wastage and other indicators, especially in areas supported by grants for routine immunization provided through WHO.
Support UNEPI to plan, implement and monitor capacity-building activities for EPI at national, district and health sub-district levels.
Participate in the identification, planning and evaluation of operational research activities, and document lessons learnt and best practice, particularly from programmes with grant support provided through WHO.
Co-ordinate, prepare and submit technical and financial progress reports to donors as required, in particular for GAVI.

Any other duties assigned by the WHO Representative.

Prior experience in the World Health Organization and other United Nations Agencies and in the area of Immunization will be an added advantage.
English language proficiency i.e. written and spoken; working knowledge of French would be added advantage.

DUTIES AND RESPONSIBILITIES

Responsibilities

Under the direct supervision of Chief Air operations, Entebbe, Air Region, the Flight Following Assistant will be responsible for the following duties:

Ensure that all Radio log communications are recorded and filed accordingly.
Prepare departure Data and avail the necessary information to crew members for crew briefing regarding weather, Notam if any and mission clearance.
Prepare, update and upload backlogs to the intranet system for financial implications.
In case of delayed communication regarding the aircraft, declare an emergency and follow procedure applied to SAR operations.
Ensure that all radio communication with all operational UN Aircrafts are active while in flight.
Record the ATD,ETDETA,PAX, cargo and the Aircraft GPS  position ,at the stipulated time.
To keep an updated: plotting, tracking and flight following tote board.
Any other duties as may be directed by the supervisor.

Education:

At least (5) Five years of experience as an Air Traffic Controller and or flight dispatcher or Military equivalent positions.
Other Skills:

Basic computer skills. Ability to learn UN-specific computer applications.
Other: knowledge in aircraft refueling operations is desirable; valid driving permit is an advantage.
To understand and appreciate the prerequisite knowledge for flight following, have a sound knowledge and understanding of the air operations Emergency procedures as well as good radio communication skills
Languages:

Uganda has witnessed increasing and highly devastating disasters, both climate and human-induced that have exerted a significant human and economic toll on its population and which, to an extent affected the country’s ability to fully maximize the benefits from its economic growth and social development. The country remains vulnerable to a range of hazards that, if not prevented and/or mitigated, can result in disasters. To address this situation, the Government of Uganda (GoU) developed and approved a National Policy on Disaster Preparedness and Management in 2012 with the purpose of creating and promoting a disaster preparedness and management system that safeguards the country against disasters and ensures continued productive capacity of the people.

To respond to this challenge, the GoU in collaboration with UNDP is in the process of developing aprogramme dedicated to the strengthening of the capacity for disaster preparedness and humanitarian response, including mitigation of, and adaptation to, climate change and the provision of protection and other assistance to citizens and refugees affected by conflict or natural disasters. The programme entitled, ‘Strengthening Uganda’s Disaster Preparedness and Management Capacities’, will undertake this by strengthening the capacity of institutions to enhance community security and disaster risk reduction and establishing systems and mechanisms for disaster risk reduction.

To support the finalizationand implementation of the programme document, Strengthening Uganda’s Disaster Preparedness and Management Capacities, the GoU in partnership with UNDP seeks to deploy - an International DRM Advisor for an initial period of twelve (12) months to undertake the following specific assignments;(1) finalization of the DRM project document; (2) development of the Uganda DRM strategic programme and investment framework (SPIF); and (3) oversight and overall coordination of the DRM programme initiation phase and the implementation and attainment of the project expected outputs

Duties and Responsibilities
Provides policy and advisory services to determine optimised approaches for enhanced development effectiveness in support of DRM processes, focusing on the achievement of the following results:

Provide technical leadership in the development of a Strategic Programme and Investment Framework (SPIF) for Uganda that is participatory, inclusive, and which operationalizes the National Policy on Disaster Preparedness and Management;
Lead advocacy efforts related to mainstreaming of DRM into Government systems, the UN and other development partner supported development initiatives in the country;
Perform additional tasks as may be assigned.

Provides management support to DRM processes which is needs-based and conducted in an effective and principled manner in the best interests of affected and vulnerable populations, focusing on achievement of the following results:

Support the mainstreaming of the relevant CPAP strategic objectives within UNDAF operationalization where appropriate;
Analyze the UNDAF and ensure that a disaster risk reduction approach and risk reduction strategies are duly integrated into its operationalization;
Lead the finalization and implementation of the programme document " Strengthening Uganda’s Disaster Preparedness and Management Capacities";
Facilitate the presentation of the programme document to the Local Project Appraisal Committee and its approval and signing by the GoU and UNDP;
Oversee initiation of the programme "Strengthening Uganda’s Disaster Preparedness and Management Capacities";
Advise the OPM on DRM issues including: promoting the adoption of prevention and mitigation measures, linkages with climate change adaptation, utilization of emergency grants, post-disaster needs assessments, reorientation, as appropriate, of existing programs to meet risk reduction and recovery needs; and planning for longer term recovery;
Advise the OPM in the coordination and implementation of the National Policy on Disaster Preparedness and Management and it s complementation/link with the SPIF;
Provide technical support to the OPM in the running of the National Platform for Disaster Risk Management
Technically provide support in the design, development, and implementation of DRM initiatives in support of the National Policy and the DRM SPIF;
Identify specific needs and demands of the programme and help build partnerships at the national and sub-national levels to meet those needs. Where possible, serve as a broker in harnessing regional and global support to respond to such needs;
Advice and support the OPM in the coordination of programme efforts with the other system partners – government agencies, UN agencies, the World Bank, national and international NGOs, academic and research institutions at the country and international levels;
Support monitoring mechanisms and reporting of DRM activities in a timely, transparent and consolidated manner, identifying gaps and proposing alternatives.

Works with UNDP work planning, in the particular areas of Disaster Risk Reduction, including advocacy and resource mobilisation efforts, focusing on the achievement of the following results:

Advise and follow up on strategic partnership opportunities with Government, Development Partners, regional bodies and other relevant actors in successfully positioning the UNDP within the DRM environment;
Support DRM resource mobilization activities and oversees the management of fund requests and allocations from UNDP and other donors.

Ensures the establishment of a knowledge culture with effective advocacy tools, focusing on achievement of the following results:

Create synergies between relevant stakeholders involved in DRM efforts, while promoting national ownership of coordination processes through increased participation of national and local stakeholders;
Facilitate the flow of information between UN global systems, UNCT, Government and development partners on DRM issues Support to provision and application of the latest policy guidelines and technical standards;
Liaise with and participate in the Global Cluster Working Group on DRM, other relevant expert networks and derive lessons learned.

Background

Under the overall guidance of the Country Director and direct supervision of the Monitoring and Evaluation Specialist, the Programme Assistant supports the Management Support Unit (MSU) in facilitating the implementation of the Country Programme Document (CPD), and Country Programme Action Plan (CPAP), with its associated projects and programmes. The Programme Assistant supports the strategic direction of UNDP M&E programme focusing on achievement of the following results:

Facilitates and assists in the analysis of the political, social and economic situation in the country and collaborative preparation/revision of the monitoring and Evaluation frameworks of the CCA, UNDAF, CPD, CPAP, AWP and other related documents;
Supports the identification of strategic effective evaluation strategies for the programme;
Supports the operationalization of UNDAF/CPD monitoring and evaluation process in collaboration with the main partners and other UN Agencies. Facilitates the Identification of possibilities for joint programming;
Assists and supports the analysis and presentation of UNDP M&E policies and their implementation in the Country Office;
Supports the CO M&E process mapping and establishment of internal Standard Operating Procedures in Results Management, control of the workflows in the Programme Unit.

Ensures effective support to the management of the CO M&E programme and focusing on supporting quality control of the M&E process of the full cycle of programming from formulation to implementation achieving the following results:

Supports the effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results;
Supports the design and formulation of CO M&E programme within the area of responsibility, translating UNDP priorities into local interventions. Coordination of programme implementation with the executing agencies;
Supports the strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations;
Supports the effective monitoring, measuring the impact of the CO programme and evaluation. Constant monitoring and analysis of the programme environment, timely readjustment of programme;
Supports the implementation, in association with participating UN agencies, the Harmonized Approach to Cash Transfers (HACT), follow up on audit recommendations. And ensure that all exceptions are timely reported;
Assists in ensuring that reports are regularly prepared on activities, outputs and outcomes;
Supports the organization of cost-recovery system for the services provided by the CO to projects in close collaboration with Operations Manager;
Assists in ensuring the preparation of lessons learned reports from the monitoring and evaluation processes.

Facilitates the establishment and maintenance of strategic partnerships and supports the resource mobilization focusing on achievement of the following results:

Support the implementation of the CO partnerships and resources mobilization strategies through effective, high quality and timely financial and substantive reports on cost sharing resources and their programming to achieve programme outcomes;
Supports the creation and coordination of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.
Assists in the determination of programmatic areas of cooperation, based on strategic goals of UNDP and lessons learned from M&E processes, country needs and donors’ priorities;
Assists in the analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.

Supports the provision of top quality M&E advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

Supports the identification of sources of information related to M&E and policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals;
Assists and facilitates the coordination of development of policies and institutions that will address the country’s problems and needs in collaboration with the Government and other strategic partners;
Supports the establishment of M&E advocacy networks at national level and linked to international networks. Relevant, high-impact M&E advocacy campaigns are implemented with key partners;
Supports the provision of CO sound contributions to knowledge networks and communities of practice;
Supports and facilitates the organization of training programmes for the operations/ projects staff on Finance and M&E processes.

Background:
The United Nations Development Assistance Framework (UNDAF) for Uganda sets out the strategic focus of the UN’s collaboration with the Government of Uganda from 2010 to 2014. It articulates the jointly agreed development objectives between the UN and the Government of Uganda for a stronger harmonization and coherence of UN assistance in Uganda UNDAF adopts a Human Rights based strategy, in line with the principles of the Paris Declaration and the Accra Action Plan. UNDAF is a high level framework, implemented through the programming instruments of agencies, funds and programmes.

The Ugandan Government requested at the end of 2010 that the UN in Uganda becomes a self starter for the Delivering as One approach. The UNCT has set a priority for the development of a One Programme for the next UNDAF programme cycle (2015).

The 2012 mid-term review of the UNDAF is recommended:

As a venue for consultation and feedback with national development planning authorities;
To give strategic recommendations on how the UN in Uganda should start working towards Delivering as One with the current UNDAF and for the development of a One Programme for UN Uganda in 2015, and
Desk review of achievement of the two and half years of UN agencies toward the UNDAF

Objectives and Key Questions
The mid-term review will assess the continued relevance of the strategic framework and consider any reorientation. It is done to track progress of UNDAF results at the UNDAF outcomes and agency outcome levels. Agencies will track their progress and that of their Joint Programmes, against the specific agency level programming instruments. This will be used to inform the progress against the UNDAF outcomes, agency outcomes and outputs.

The mid-term review will address the specific concerns and questions:

Progress towards expected results: What progress was realized and how has this contributed towards the realization of UNDAF Outcomes, Agency Outcomes and Outputs? What are the main factors that contributed to the realization or non-realization of the UNDAF outcomes, Agency outcomes and outputs (issues and challenges)? Assess the efficiency and effectiveness of implementing UNDAF 2010-2014 and the extent to which its goals, expected results and strategies are being met. Showcase specific districts where UN made strong impact on indicators at district-level.
Relevance of expected results: To what extent are the UNDAF Outcomes, Agency Outcomes and Outputs still relevant to Uganda? What are the other areas of concern/issues that are within the UN mandate but are not reflected in the UNDAF that should be considered by the UN in Uganda, if any (agency/JP activities and results)? What are the best practices and success stories in the realization of the UNDAF from 2010 to mid-2012? Assess the contribution of the current joint programmes to the achievement of the UNDAF. How have the joint programmes maximized the comparative advantage of the UN in effectively and efficiently delivering the UNDAF? Asses and provide recommendation on necessary revisions to the Outcome, agency outcomes, outputs and indicators. Identify new opportunities for convergence and synergies across agency programmes, joint programmes and M&E activities.
Design and implementation strategy: To what extent have the cross-cutting strategies, with a special focus on human rights-based approach; partnerships, resource mobilization and allocations, sustainability mechanisms and the UNDAF M&E Plan been implemented?
Review the risks and assumptions of the UNDAF and recommend adjustments, if necessary. Are there any necessary revisions to UNDAF results, programme approach, cross-cutting strategies, partnerships, resource mobilization and allocations and the UNDAF M&E Plan?
What are the recommendations for follow-up in the remaining period of the current UNDAF and towards a development of a One programme in the following UNDAF cycle? What are the specific milestones towards DaO?

Consulting Team
This assignment will be done by a team of two people: one international consultant and one national consultant. The International Consultant will be the primary applicant for this job, and as such is required to choose a national counterpart/partner based on the required qualifications. Proposal for this assignment to be submitted by the international consultant should represent the team’s proposal following format and requirements stated below under the application preocedures.

Duties and Responsibilities

The consultants are expected to:

Present and discuss an Inception Report with the Joint UN M&E Team. This report should include, but not limited to:

Interpretation of the Terms of Reference
Detailed Work Plan Schedule – based on the draft schedule prepared by the M&E Team
Detailed Data Collection Methodology – based on the draft methodology and MTR road map prepared by the M&E Team
Data Collection Tools – based on the draft data collection prepared by the M&E Team

Conduct desk review - collect and analyze:

Data submitted by UN agencies and programmes through the tools
Agency and programme annual work plans, reports, studies and other pertinent documents
Progress against the UNDAF results (Outcomes, Agency Outcome, Outputs) and indicators.
2010 and 2011 UNDAF Annual Review Reports and other related documents

Conduct participatory processes in the review:

Meet with the JUNT M&E group members, other programme staff and heads and deputy heads to solicit input and feedback into the review
Conduct field visits to validate reported results in the 2010 and 2011 UNDAF AR reports in specific area
Conduct agency, programme and thematic workshops with UN agencies and partners at Kampala and field levels to validate the road map for the DaO.
Get the perceptions of Government, development and civil society partners on UN in Uganda (relevance, effectiveness, efficiency, comparative advantage).

Analyze the links, synergies and convergence based on the mapped out activities of UN agencies and programmes,

Involve senior management of the UN to:

Discuss findings with the RCO during the review process
Present and discuss findings with the PMT and the UNCT

Document best practices/success stories from agencies on how they have increased efficiency and effectiveness in UN development activities such as, but not limited to:

Achieving collective UNDAF results
UNCT engagement in the national development strategy
Effectiveness of joint programmes and joint programming in achieving UNDAF results, etc.

Provide options for One programme road map and options from other contexts on DaO befitting Uganda

Key Deliverables
The consultants will submit the following written products:

A draft Inception report as outlined above in responsibilities
One or two success stories to be included in the Resident Coordinator’s Annual Report 2012 as separate Annexes to the final report according to a given format that show cases specific districts where UN made strong impact on indicators at district-level.;
Road Map for Delivering as One with recommendations on how to realign the second term of the current UNDAF to achieve the road map based on the annual reviews already done for 2010 and 2011 and the current 2012 agencies activities
A final UNDAF Midterm Review Report according to the standard format and a report for the UNCT. The proposed outline of the report is as follows:

Duration and timing:
The Consultants will be engaged for a total of 80 working days over a four month working period (June to September 2012). The consultancy is residential; the international consultant is required to stay in the country for the duration of the assignment.

A work plan/inception report will be submitted by 08 June 2012 and presented to JUNT M&E on the 15th of June 2012 (as basis for first payment of 20%).
The first draft of the UNDAF mid-term review report will be submitted by 31 August 2012 and presented to the JUNT M&E (and other programme staff) by 07 September 2012 (as basis for second payment of 40%).
The second and third drafts may be submitted within a week and two weeks after the first draft. A semifinal draft will be presented and discussed with the PMT and/or UNCT by 19 September 2012 for final comments and endorsement.
The final UNDAF Annual Review report (as basis for final payment of 40%) with complete annexes: success stories and updated M&E matrix, and the updated M&E Calendar Tracking tool will all be due on the 01 October 2012.

Reporting:
The UNDAF annual review will be led by the JUNT on M&E, which reports to the UN Programme Management Team. The consultants will be directly supervised by the RCO M&E Specialist.

Background

A Project Preparation Grant (PPG) has been approved by the GEF Secretariat to prepare a Full-Size Project (FSP) document for submission under the Global Environmental Facility Phase 5, System of Transparent Allocation of Resources (GEF-5 STAR). In this context an International expert on Biomass energy (with specific experience in applied technology transfer) is required to support the team achieve the components proposed in the PIF, and expected outcomes to be achieved, as outlined in the approved Project Identification Form (PIF).

The Key Stakeholder groups include Government–Ministry of Energy and Mineral Development (MEMD), the National Forestry Authority (NFA), National Environment Management Authority (NEMA), National Agricultural research Organization (NARO), Ministry of Agriculture, Animal Industry and Fisheries (MAAIF), Ministry of Water and Environment (MWE) and Uganda National Council for Science and Technology (UNCST). The resources being requested for this project will be targeted towards piloting low carbon emission sustainable charcoal technologies and broader sustainable land and forest management practices within a targeted landscape.

Expertise will be sought from FAO for the transfer of technologies in agro-pastoral areas through use of farmer field schools. The project will have local ownership through Ministry of Energy and Mineral Development which has the overall responsibility for implementing the vision of the Government of Uganda depicted in the Renewable Energy Policy (2000) and the National Development Plan, 2010-2015.

Objective

The objective of project is to secure multiple environmental benefits by addressing the twin challenges of unsustainable utilization of fuel wood (including charcoal) and poor land management practices common in Uganda’s woodland through technology transfer, enhancement of the national policy framework and promotion of SLM and Sustainable Forest Management (SFM) practices. The project will be developed within the context of the National Development Plan (NDP) to promote a low carbon emission development path, the National Forestry Policy (2001) that seeks to promote the rehabilitation and conservation of forests, soil and water resources, the National Action Plan (NAP) to combat desertification under the UNCCD and other relevant national policy and legal frameworks. In order to address the main barriers to transforming the current charcoal production practices into sustainable business, the project proposes the following approach:

Establish a supportive policy, legal and institutional framework to govern the biomass energy sector
Establish relevant baselines on the basis of charcoal trade
Pilot efficient carbonization technologies (to reduce GHG emissions).
Strengthen stakeholders’ capacity in SLM/SFM to ensure access to renewable biomass stocks
Establish a functional production-supply chain extending incentives for producers to adopt more sustainable practices
Incubate small, medium and micro-enterprises in form of a sustainable charcoal sub-sector

Technical Steering Committee:

The Steering Committee (SC) will be set up comprising of high level representatives of the key Ministries related to Renewable Energy, Civil Society and the Private Sector. It will provide high-level policy guidance and orientation to the project. The representative of the Ministry of Energy and Mineral Development will chair the SC. Representatives from the following organizations/entities will form part of the Steering Committee:

Principal Tasks of the Steering Committee

Ensure collaboration between institutions and free access on the part of project actors to key documents, land information systems, remote sensing imagery, etc.

Duties and Responsibilities

Scope of Services

The overall purpose of the consultancy is the preparation of a UNDP/GEF compliant FSP, which will involve a detailed assessment of the applicability, efficacy and operational arrangements for deployment of the proposed biomass energy technologies and SFM schemes can be assured over their life time. This will be done by performing the following principal tasks:

Assess the potential applicability, efficacy and operational arrangements of proposed biomass energy technologies and SFM schemes (community woodlots) to provide biomass for the chosen carbonization technologies
Advise on appropriate design, deployment, training and maintenance of SFM schemes
Advise on the best set-up and model for the piloting of improved kilns to demonstrate efficient carbonization processes
Promote the formation of charcoal workers cooperatives, establishment of community wood lots and organized marketing
Advise of best practices for the training of communities on sustainable forestry management
In conducting the consultancy, the International Consultant is expected to:
Work with the Lead Consultant by providing expertise on the design of the Full Size Project (FSP) taking into account international best practices and lessons learnt in Land Use and Land Use Change and Forestry projects elsewhere.
Select the most appropriate four districts for piloting the selected interventions
Provide technical inputs and recommendations on all relevant SLM, forestry, biomass technology, financial issues and indicators
Provide an analysis and pro-forma validation of the GHG reduction estimates for the kilns and SFM activities, considering both methane capture and emissions reductions from a switch to renewable biomass
Consult relevant stakeholders, which will include Government, private sector, multilateral development partners, UN organizations, non-governmental organizations, local communities, and others
Participate in 1 or 2 missions, as needed.
Be available for any final modifications prior to and following submission to GEF

Deliverables:

Generating a report on the potential applicability, efficacy and operational arrangements of proposed biomass energy technologies and SFM schemes and how deployment, training and maintenance of SFM schemes can be assured over their life time (report #1)
Generate a report on the recommended sites selected for the pilots and the activities done at the sites in relation to the PIF requirements (report #2)

 Liaise with other sectors, particularly health and education, to plan, implement and monitor WASH activities in health facilities and schools.
 Jointly with the technical staff of the implementing partners, update detailed needs and resource assessments and revise designs of technical plans as necessary, taking into account practical aspects of implementation, and relevant technical specifications and guidelines.
 Establish sustainability mechanisms and structures in all settlements that will emphasize community participation and reduce regular costs to UNHCR.
 Actively participate in the plans for any new refugee settlement or settlement extension identified.
 Undertake other duties as required.

Education:
 University degree in Civil Engineering, Environmental Studies, Hydrology or Water Resources Development.
 Minimum of 4 years of relevant professional working experience.

Background

The United Nations (UN) Peace Building Joint Programme on Livelihoods and Local Economic Recovery for Acholi Sub region (JP3) commenced its full implementation in 2011. JP3 is one of the three Peace Building Programmes that are implemented by the UN Agencies in Northern Uganda, specifically the Acholi Sub Region. Programmatically JP3 targets interventions in the area of livelihoods and economic recovery. The joint programme primarily aims is to contribute to rebuilding of a strong economy within the context of a post-conflict, post-displacement development scenario. JP3 is jointly implemented by International Organization for Migration (IOM), World Food Programme (WFP), United Nations Capital Development Fund (UNCDF), Food and Agriculture Organization (FAO) and United Nations Development Programme (UNDP) as the lead agency. UNDP’s component in the Joint Programme focuses on: assessment of cross-border trade patterns of the region and developing strategy to promote trade and integration into the district development plans, building capacity for youth, women and vulnerable groups in business, entrepreneurial and value addition skills, strengthening capacity of Micro Finance Institutions (MFIs) to address specific needs of youth and women. A combination of these activities contributes to enhancing productivity patterns within the region, enhance diversification of the agricultural economy and improve market access.

One of the outputs for the UNDP component in JP3 is to develop a Trade Promotion Strategy for Acholi sub-region and an action plan for integration into the district development plans of the districts of the region. Key genesis of this activity stems from three factors: Acholi sub-region borders with South Sudan and there is already trade links (especially informal trade) developed; opportunity provided by the formation of a new state – South Sudan and ongoing government and donor interventions that explicitly aim to strengthen production capacities of the region. A key development objective of PBF is to ensure poverty reduction. This activity has been devised to achieve this objective by using trade as an instrument for poverty reduction. Hence trade promotion strategy should be developed with a strong focus on poverty reduction and specifically targeting women and youth traders, and other entrepreneurs. The strategy will address the challenges for the demobilized and unemployed youth and women in generating wealth to improve their livelihoods. The trade promotion strategy for the region will feed into and should be in line with national trade promotion agenda.

A key input into the development of a trade promotion strategy is an assessment of the existing situation - especially cross border trade. This assessment has been carried out in 2011/2012 and informs the strategy formulation exercise.

Some key messages of cross-border trade assessment

Predominance of exports of manufactured goods from Uganda to South Sudan
National level statistics show a strong pattern of exports of manufactured goods to South Sudan than agricultural goods. Specific to the region – since economy of the districts is predominantly agrarian – there is a greater scope for supply of agriculture based products as demand for the same exists across the border;
Production and value addition of agricultural products
Agricultural output of the region is limited to take full advantage of the comparative position of being border districts with South Sudan. Agricultural production capacities of the region are limited as nearly three quarters of arable land is uncultivated. There is thus large scope for increased agricultural output. Value addition on farm is limited meaning that farmers cede a lot of profit to operators higher up in the value chain;
Technology, quality and standards
Application of latest technology in agriculture is limited. Adherence to quality parameters both on farm and buying centers (especially rural) needs to be further enforced. Both these areas assist in enhancing output and sustaining demand for better quality products.
Land wrangles and impact on production
Land conflicts have increased in the recent past and this continues to be a key threat to the production capabilities of the region.
District policies
Trade promotion is not accorded a priority, especially with a view for greater cross border trade. There is a need for providing clarity on the interpretation of role of districts vis-à-vis external trade. However presence of a committed leadership and presence of District Commercial Offices are seen as critical entry-point for developing institutional mechanisms that can promote trade.
Trade and health nexus
Trade, especially cross-border trade, involves travelling long distances and this increases risk of exposure to STDs and HIV/AIDS.

Assessment report also notes some key conclusions, policy implications and recommendations that can help strengthen the trade (especially cross-border trade).

In order to take forward the findings of the cross border trade assessment for Acholi sub region, a trade promotion strategy and an action-plan for district administrations of the 7 districts needs to be formulated. The trade promotion strategy will be integrated in the District Development Plans and implemented accordingly.

In view of the above, UNDP in collaboration with Enterprise Uganda wishes to hire services of a highly competent trade expert to develop a Trade Promotion Strategy. The Trade Promotion Strategy will take into account the existing trade comparative advantages of the respective districts, un-tapped potential and opportunities for Acholi in view of its geographical location bordering South Sudan.



Duties and Responsibilities

Objectives of Assignment

Overall objective of the assignment is to develop a trade promotion strategy for district administrations of the Acholi sub region. The trade promotion strategy will provide Acholi sub region with a plan for both formal/informal trade, for both services and goods taking advantage the opportunities as identified during the cross border trade assessment. The strategy will, among other issues focuses on, institutional, policy requirements for promotion of trade and investment in Acholi sub-region. In addition, second key objective of the consultancy is to develop a trade promotion strategy action plan for the district administrations which clearly spells out the implementation and timeframes for roll out of the strategy along with the necessary coordination mechanisms that needs to be considered.

Scope of Assignment

The Trade Promotion Strategy and action plan will be for all the seven districts of Acholi sub-region in Northern Uganda and is expected to be developed keeping in view the comparative advantages, current development context and current programmes of the different donor agencies. Consultant is expected to engage a very participatory approach and involve key stakeholders in the design of the strategy and action plan. Some of the key stakeholders identified include: district administration, elected leadership of districts, key relevant Ministries Departments and Agencies (MDAs), non-state players especially private sector agencies and umbrella bodies.

Consultant is expected to work in close day-to-day supervision of Implementing Partner for the joint programme – Enterprise Uganda and Responsible Party – Uganda Chamber of Commerce. Given the technical nature of the strategy and the need to ensure involvement of a cross-section of stakeholders, Enterprise Uganda has put in place a technical team to provide technical support to the consultant for the duration of the assignment of the consultant. This technical team will be chaired by a representative from the 7 districts of Acholi and it will be co- chaired by the top leadership of Enterprise Uganda and Uganda Chamber of Commerce with membership from the district administrations (all the seven districts of Acholi), key and relevant MDAs, private sector bodies.
