Job Title: Country Finance and Systems Manager
Job Description
Oxfam GB is a worldwide organisation that has been working in Uganda for over 40 years.  Oxfam GB is looking for dynamic, enthusiastic and committed persons to join its team in the capacity of Country Finance and Systems Manager based in Kampala.

Summary of the Role:
 ◦
Reporting to the Country Director, lead and mange all finance Operations for the country programme operating in three regions as well as at the national level with an average annual budget of about £5 million.


Line manage a team of 5 finance and IT staff and matrix manage other 4 staff.


As a member of the Senior Management Team, contribute to the overall leadership and management of Oxfam GB country programme in Uganda.


Lead financial planning and management of the country programme including strategic financial management (e.g. revision of financial policies and control measures, budgeting, budget monitoring, financial reporting, contribution to resource allocations decisions, funding, risks analysis and management, internal controls, etc.


Provide technical advice and strategic financial support to the Country Director and the Programme Management team on various issues including legal compliance;


Ensure that all finance and administration procedures are consistent with corporate and regional standards.

The Person:
 ◦
A holder of a post graduate degree or equivalent professional qualification in finance,


At least 5 years experience in a similar role.


Proven experience in the application of strategic financial management;


Experience in leading financial operations in a large / or complex organisation;


Proven leadership qualities and people management skills;


Experience and capacity in matrix management and capacity building of staff;


Excellent verbal and written communication skills and high-level interpersonal and representational capabilities.


A broad understanding of the work culture in the ‘development’ sector and commitment to humanitarian principles and action.

POSITION : ADMINISTRATIVE ASSISTANT

Duty Station : NATIONAL SECRETARIAT, KAMPALA

Reports to : ADMINISTRATION OFFICER

Major Responsibilities: Responsible for supporting the Administration Officer in handling the Administrative functions at the National Secretariat.

Specific Tasks:
 The successful applicant will support and assist the Administration Officer in the following functions;
 Coordinating and facilitating procurement processes as per the organizational procedures and policies.
 Maintaining a sound stores management system including preparing accurate periodic management reports on all office consumables.

Qualifications and Experience

 Good working knowledge and experience of Microsoft office applications is a must.
 Ability to work independently with minimal supervision and to maintain flexibility in working hours.
 Good interpersonal and communication skills including intercultural communication.
 Highly result-oriented.
 Age limit: 23-35 years

Major Responsibilities:

Implementation of field based activities to mobilise and empower children, families, communities and institutions to respond to the needs of deaf children.
Follow-up cases of abused children and mobilize communities to participate in child rights protection work.

Specific Tasks:
Participate in implementation of child empowerment activities.

Participate in operationalizing the approved monitoring and learning systems.

Support in assessment and coordination of capacity development programs to partners.

Engage households, community members and institutions to promote the rights of deaf children.

Provide support services (medical, psychosocial and other necessary support) to abused children and effectively link them to other services.
Participate in advocacy work at the district and community level.

Preparation of periodic narrative reports.
Document processes, lessons learnt, good practices and share them with stakeholders.
Participate in mobilization of resources for ANPPCAN’s programs


Requirement:

Qualifications and Experience the position holder must possess:
 A minimum of a Bachelors degree in Social Work and Social Administration, Development Studies, Community Based Rehabilitation, Community/ Social/ Counseling Psychology, Social Sciences with a minimum of 2 years experience working with children with disabilities, specifically deaf children.
 Good Understanding of audiology issues – sign language literacy is a must.
 Knowledge of development of language and communication in deaf children.
 Good working knowledge and experience of Microsoft Office applications.
 Basic understanding of child rights programming.
 Good interpersonal skills; ability to work in a multi-cultural, multi-­ethnic environment with sensitivity and respect for diversity.
 Demonstrated ability to coordinate tasks to meet deadlines.
 Ability to work independently with minimal supervision and to maintain flexibility in working hours.
 Age range of 23 – 35 years.
