Job Title: Senior Programme Office Environment and Natural Resources (SPO-ENR)
Job Description
Environmental Alert (EA) is a Ugandan Non-Governmental Organisation established in 1988 and promotes sustainable agriculture and natural resources management for sustainable livelihoods through supporting community development and policy lobbying and advocacy.

EA seeks to fill two vacant positions: Senior Programme Office Environment and Natural Resources (SPO-ENR)

Senior Programme Office Environment and Natural Resources (SPO-ENR)

Duty station: EA’s Kampala Office (Located in Kabalagala) with frequent (40% of time) travel to EA’s programme areas in the rest of the country

The SPO-ENR is responsible for the technical implementation of EA’s Environment, Natural Resources and climate change programme and reports to the Programme Manager. S/he is responsible for guiding, supervising and supporting the Programme and project Officers, Programme and Project Assistants in implementing the environment and natural resources programme. The SPO-ENR will specifically:

* Lead the implementation of the EA’s Environment, Natural Resources and Climate Change Programme.
 * Facilitate linkages in with government and non-governmental institutions and programmes.
 * Design and lead policy engagements in the Environment and Natural Resources Sector at local and national government levels.
 * Plan and implement an efficient environment and natural resources programme monitoring and evaluation regime.
 * Play an active role in developing EA’s Environment, Natural Resources and Climate Change programme.
 * Assist the Programme Manager in planning and resource mobilisation for the Environment, Natural Resources and Climate Change programme.

Requirement:

Essential requirements:

* Relevant Masters of Science Degree ( agriculture or natural resources) or a Bachelors Degree and long experience in environment and natural resources is a minimum requirement.
 * At least 5 years’ experience in programme implementation, with two years successful experience working with rural communities in management of natural resources.
 * A good understanding of Uganda’s environment and natural resources policies and policy process and excellent skills in policy analysis.
 * Strong conceptual ability, excellent writing and communication skills.
 * Experience in monitoring and evaluation.
 * Computer literacy and skills is a MUST.

Job Description
MJAP is a program under Makerere University School of Medicine and is a collaborative partnership amongst Mula- go and Mbarara University Teaching-hospitals, the School of Medicine of Makerere University & the Faculty of Medicine of Mbarara University of Science and Technology. Estab­lished in November 2004 with funding from the US Presi­dent’s Emergency Plan for AIDS Relief (PEPFAR) and techni­cal assistance from Centers for Disease Control (CDC), MJAP provides quality HIV testing, care and treatment at Mulago and Mbarara Teaching Hospitals and their catchment areas. Reports to: Finance & Operations Manager

Main Purpose of the Job: To oversee partner sub-grants, support partners to account & ensure their compliance to donor regulations & requirements including overall responsibility for the contractual management of Sub-partner grants. Development of the program’s cost applications (budgets ac­companying resource mobilization proposals).

Key Duties and Responsibilities

* Develop Memoranda of Understanding/Agreements be­tween MJAP & Sub-partners
 * Administer sub-partner grants in line with Donor regulations & requirements
 * Monitor sub-partner financial activities to ensure compliance with MoU terms & conditions
 * Review sub-grantee budgets in line with their technical work plans
 * Assist sub-grantees to requisition -funds, track expense and prepare reports
 * Review sub-partner Accountabilities before submission to the Accountant
 * Ensure that sub-grantees comply with donor reporting requirements
 * Monitor sub-grantees by visiting their activity sites as necessary to assess performance and identify areas of weakness that require action on the part of the grantee or that require external technical assistance and follow up to ensure that appropriate action is taken.
 * Work closely with the M & E Coordinator as well as the Sub-partner technical contact to ensure disbursement of funds based on adequate technical reporting.
 * Prepares reports for grants related activities as necessary and any other information as required by the Finance & Operations Manager.
 * Develop budgets/cost applications for new program proposals.
 * Participates in Program Implementation Team meetings.

Requirement:

Person specifications:

* Degree in a financial discipline- B.Com, BBA OR its equiv­alent from a recognized University.
 * Significant experience in grants management and financial/operational systems is essential;

* Experience with performance based granting is strongly preferred.
 * Substantial experience working with CDC funded projects and knowledge of CDC regulations and procedures strongly preferred.
 * Principles of Accounting and Auditing
 * Knowledge of National taxation policies and regulations
 * Donor requirements and regulations
 * Interpersonal, communication and Negotiation skills
 * Computer skills with hands-on-experience using various accounting packages
 * Attention to detail
 * High integrity
 * Ability to meet tight deadlines.
