Job Title: District Natural Resource officer (Re advertised) (1)

Job Description

Scale: U1E,

Age: 30 years and above,

Reports to: Chief Administrative officer.

Main purpose: To coordinate, mange the sustainable exploitation and conservation of natural resources in the District

Duty and Responsibility:
• Enforcing the implementation of national policies , rules, regulations and council byelaws on sustainable exploitation of natural resources
• Managing the provision of extension services on natural resources
• Appraising work plans and technical proposals in regard to environment impact assessment
• Preparing and submitting work plans and budgets for natural resource subsectors
• Tendering technical advice to the District council and other stakeholders
• Managing issues of land Tenure ownership and lease holding in the District
• Appraising and ascertaining compliance to land use regulations and the District infrastructures designs. Initiating and advising council natural resources byelaws and ordinances
• Supervising and appraising the performance of departmental staff
• Preparing and presenting departmental performance reports to the District council and other stakeholders

Person specification:
• An Honors Bachelor of science degree in either Forestry, Wetlands management, Environmental studies, land management or any relevant science degree plus a postgraduate qualification in management studies from recognized Institution
• At least 9 years working experience, 3 of which at a principal level in Natural resource management or Environment

Reports to: Chief administrative officer.

Main purpose: To coordinate, manage and monitor the production and marketing programmes, project and activities in the District.

Duty and Responsibility:
• Coordinating the preparation of production and marketing budgets and strategic action plans for the District
• Coordinating the implementation o0fGovenment production and marketing policies, programmes, projects and regulations and District budgets and strategic action plans
• Coordinating the delivery of production and marketing extension services in the District
• Providing technical guidance and advice to the administration of the district and district council on production and marketing issues, programmes and projects
• Monitoring the detection and control of the threats and occurrences of pests, vermin and animals epidemics in the District
• Monitoring the use and management of Production and marketing facilities in the District
• Promoting appropriate production and marketing technologies and best practices in the District
• Identifying market potentials and advice the producers appropriately
• Providing and regulating veterinary and animal husbandry activities and related services to farmers

Person’s specification

• An Honors Bachelor of Science Degree in Fisheries or Agriculture or Veterinary science. Postgraduate qualification in any of the above fields is a must

• A Postgraduate qualification in management or Public Administration or an equivalent qualification from a recognized University or Institution is an added advantage

• Should have a minimum of9years working experience in agriculture or marketing sector, 3 of which should have served at a principal level in Government or equivalent experiences in a reputable organization
