The IRC in Uganda is actively seeking a dynamic individual who will provide leadership and direction to the logistics function of the agency. He/ She is responsible for managing all logistics activities and the analysis and documentation of all logistics information with regards to procurement, assets and inventory, fleet management and ICT. The Logistics Manager reports to the Deputy Director, Operations and is a key staff member in the management of the country office logistics. He/ She links with the IRC Uganda Field Offices, the New York HQ, regional logistics and ICT personnel.

Responsibilities • Develop in-country logistics policies and procedures, initiate and lead the roll-out of new policies in all locations. • Monitor compliance to global and in-country policies and protocols in the country program. • Ensure reduction of operational costs and wastage in the logistics functions and procurement of quality supplies and services by IRC. • Lead the process of identifying and documenting contracted and authorized suppliers in all locations and ensure market and contract reviews are carried out as appropriate. Submit annual overview of contracted and authorized suppliers to IRC HQ. • Monitor the IRC fleet management in all locations, ensuring efficient and responsible vehicle allocation and use. • Ensure the proper management and documentation of assets & inventory and asset disposal and act as focal point for asset insurance matters (in-country and IRC HQ Global Insurance) • Ensure IT systems are safe and in good working order, data are backed-up regularly and IT support is provided to staff as and when needed. • Liaise with Global IT department for technical support to the country program in general and the IT officers in particular. • Manage the contract with the security guard service provider, including but not limited to compiling, reporting and following up on incidents occurring at guarded IRC premises throughout the country. • Ensure implementation of the IRC Uganda Security Management Plan

Requirements • At least 5 years of experience in Logistics management with NGO’s. In-depth knowledge of logistics policies and procedures. Hands-on experience in Field Offices strongly preferred. • Qualification in Logistics or Supply Chain Management or similar field. • High level of familiarity with computer word-processing, spreadsheet and database packages essential. • Demonstrated excellence in training and capacity-building of staff in logistics management. • Strong team-player, excellent leadership, communication and inter-personal skills, ability to work independently. • Demonstrable experience in human resources, financial and operations management of large teams .

 Developing  strategies for the maintenance, security and implementation of spatial record
 Developing  collaborative networks with internal and external stakeholders for the effective
monitoring and evaluation on government policies on land mapping and spatial data
infrastructure.
 Coordinating  and managing  the analysis of spatial data and prepare analytical reports
 Developing  and maintaining  the City’s computer generated land based databases

DUTIES:-
The incumbent will be responsible to the  Manager Compliance for performing the following
duties:-
1. Detecting acts of crime and fraud by staff in all the Authority’s Directorates.
2. Recording internal and external complaints against KCCA Staff. Receive and provide
reports on any other complaints from the Public.
3. Monitoring, Inspecting and Evaluating of the utilization of the Authority’s properties.
4. Detecting and investigating all manner of fraud pertaining to KCCA operations and assets.
5. Preparing and submitting  progressive reports to  Management
6. Coordinating the operations of all security agencies within the Authority’s staff by developing
and implementing a system were investigations are carried out by competent security
agencies in a given field.
7. Liaising with Police and the DPP to ensure that cases are handled to a logical conclusion
without partiality.
8. Managing the performance and development of staff in accordance with the performance
management guidelines.
