Chief of Party, Uganda

We are currently seeking a Chief of Party for an anticipated USAID-funded Feed the Future activity in Uganda titled START-VC. The Value Chain development (START-VC) will contribute to increasing the quantity and improving the quality of output produced and marketed by smallholder farmers. The START-VC project will also generate jobs (both on- and off-farm) and stimulate rural enterprise development. This project will focus on the three value chains identified in the Uganda Feed the Future (FTF) Strategy- coffee, maize, and beans.

Responsibilities: • Provide technical leadership in one or more of the following program areas: producer group development, post-harvest handling, value chain competitiveness, market development. • Assume responsibility for overall contract management ensuring quality control and timeliness of all deliverables. • Serve as principal liaison with USAID staff, institutions and client country partners to exchange information and develop professional relationships. • Ensure effective finance, progress, and donor reports, compliance with donor and ACDI/VOCA regulations, and efficient utilization of program staff and resources. • Make verbal or written presentations as requested by the COTR to varied audiences

Qualifications: • Previous experience in one or more of the above mentioned project technical areas as well as knowledge of one of the three targeted sub-sectors: maize, beans and coffee.
• Minimum of 10 years of relevant and progressive work experience in developing countries. • At least five years of project management experience. Previous USAID COP experience preferred. • MS, MBA, or other post-graduate degree in a relevant field. • Fluency in English is required.

International – Monitoring and Evaluation (M&E) systems and processes require definition, discipline and training. The Program Development Unit (PDU) Advisor for Monitoring and Evaluation will provide clarity, definition and system synchronism across all Samaritan’s Purse (SP) field office locations. The individual serving as the Advisor for Monitoring and Evaluation will work closely with the Program Management Advisor, Regional Directors, Country Directors, and Program Managers as well as within the Program Development Division (PDD) in general. The M&E Advisor will seek to establish meetings with key implementers in the critical start-up phase of programs to ensure the best possible chance of success. Along with the Technical Advisors, this person will promote the best practices of the organization both internally, by capturing the critical lessons learned as well as externally, by writing and presenting programming results to the international community.

The location of where this position will be based is still to be determined.

QUALIFICATIONS:

• Maintains a personal relationship with Jesus Christ. Is a consistent witness for Jesus Christ. • Master’s Degree (MSc.) or equivalent in statistics or similar subject; or ten years related experience and/or training; or equivalent combination of education and experience. • Commitment to the Samaritan’s Purse statement of faith, and experience in working with cross-cultural and cross-denominational Christians. • Technical writing skills including developing logical frameworks, monitoring and evaluation plans and evaluation reports. • Field experience in relief and program development, program implementation and proposal development. • Working knowledge of donor monitoring and evaluation requirements (UN, CIDA, DFID and USAID etc) and best practice in the field. • Experience of conducting project evaluations including using survey methodologies of Cluster and LQAS. • Proficiency and proven track record with using EPI Info and statistical software such as SPSS, STATA or other packages.

12 month contract with the potential for renewal.

MINIMUM QUALIFICATION AND WORKING EXPERIENCE:
Applicants should be Ugandans holding an Honors  Bachelors  Degree in Civil or Structural
Engineering from a recognized university/awarding institution
Applicants should have a minimum of 2 years relevant working experience gained at the officer
level in Government or equivalent level of  working  experience  in a reputable construction
organization
He/she should have the following Key competences: Ability to work as part of a team and to
develop subordinates; excellent interpersonal skills, oral and written communication skills; ability
to work and produce accurate results in an environment with multiple and challenging tasks;
high level of integrity, and ability to work extended hours. Computer literacy is a must.
DUTIES:-
The incumbent will be responsible to the Supervisor Building Management for performing  the
following duties:-
 Conducting project design with the Engineering team.
 Performing specific design tasks as directed by Team Leader.
 Working closely on construction plans with clients, architects, contractors and other professionals.
 Investigating the properties and suitability of materials.
 Assessing the loads and stresses on different parts of structures.
 Using computer simulations to predict how structures will react under different conditions
 Inspecting unsafe buildings and recommending options for repairs or demolition.
 Preparing bids for tenders, supervising project teams and giving progress reports to supervisor.
 Any other duties as may be assigned from time to time
