Job Description

RTI INTERNATIONAL IS RECRUITING FOR THE FOLLOWING JOB POSITIONS for the USAID/Uganda School Health and Reading Program, a five-year, USAID-funded program that aims to improve early grade reading outcomes for children in primary grades and collaborate with the government of Uganda to develop sustainable health education systems that support national HIV/AIDS prevention efforts.

Deputy Chief of Party (DCOP) will provide will play an integral role in overseeing financial and administrative activities and providing managerial supervision for all aspects of the program.

S/he will provide guidance and support to financial, administrative and support staff to implement program components, including support for early grade reading and mathematics instruction, teacher training, HIV/AIDS education, district support, and social advocacy initiatives.

The DCOP will interface with both USAID and other counterparts regarding the overall direction of the project in the absence of the COP.  S/he will oversee general office operations, financial management, monitoring and evaluation, communications, and information technology support.

Provide oversight to budgets, grants, operational plans, reporting, and procedural and financial compliance.

The DCOP will establish and maintain cooperative relationships with key stakeholders, including government counterparts. S/he will be accountable for the timely submission of all required contractual deliverables and expected results.

Qualifications:

Master’s or higher degree education, business administration, or  in a related field; 12 years of experience in education program implementation, early grade learning, teacher professional development and/or district and school management support programs;

Demonstrated experience supporting Ministries of Education to improve their education systems, working in the education or human capacity building sector for education management and service delivery;

Experience as a senior-level manager of similar education programs; Prior experience and familiarity with donor project management policies, procedures and reporting requirements, particularly USAID.

Job Summary:

The MFSI Research Coordinator will work with the AppLab team to manage all research related activities in the field, support the development of the research plan for the incubator and determine product ideas that could be tested. He/she will also support the dissemination of research findings.

Essential Job Functions:

Manage all research related activities in the field
Hire and manage research team in field
Support research disseminator on developing methodology for data collection
Conduct interviews in the selected sites
Ensure that all research activities are completed on schedule
Write-up research findings in the form of short briefs and reports
Support research disseminator on the dissemination of research outcomes
Facilitate in the development of a monitoring and evaluation framework
Support data collection for monitoring and evaluation
Required Knowledge, Skills, and Abilities:

Deep commitment to eradication of poverty and alignment with Grameen Foundation’s mission
Experience working in developing countries
Understanding of both qualitative and quantitative research methods
Experience in the dissemination of research findings, both through formal (academic publications) and informal (blogs etc.) channels
Strong writing skills
Understanding of technology, particularly mobile applications.
Experience managing fieldworkers
Belief in the potential to leverage information and communication technology (ICTs) for the benefit of poor people –with practical experience.
Knowledge of the mobile money space
Education and Experience:

At least post-graduate degree (Master’s preferred)
5 years experience in research management role
