Job Title: MEDICAL DIRECTOR


Job Description
Applications are invited from suitably qualified Ugandans for the post of Medical Director with St. Charles Lwanga Buikwe Hospital under the umbrella of the Uganda Catholic Medical Bureau belonging to Lugazi Diocese and funded by Caritas Prague based in Buikwe District.

Job Purpose, Duties and Routine Responsibilities:
 The Medical Director is responsible for the organization,smooth implementation and supervision of all clinical activities (curative, preventive, promotive and rehabilitative) of the hospital, for the respect of policies and norms related to standards of clinical practice, hygiene and for the medio-legal aspects of health care.
 S/he should be responsible for all medical staff and allied professionals both junior and senior to him/her in the line of professional seniority and/or expertise; S/he shares with other members of the Management Team the overall responsibility of managing the Hospital and the corporate accountability to the Board of Governors .
 Requirement:

Qualification and experience:
 The applicant shall fulfill the following requirements:
 • a degree in medicine
 • a degree in public health is an asset
 • at least 5 years of clinical experience
 • ensures that job descriptions of medical officers and paramedical staff are known, understood and adhered to
 • arranges and/or approves working time schedules, duty rosters, leave rosters and allocation of duties for M/Os and ensures that the same is done by all paramedical staff.
 • Arranges the establishment of treatment schedule and work procedures
 • Works closely with Uganda Catholic Medical Bureau (UCMB)
 • Prepares an Annual Report as regards all medical activities for insertion in the Hospital Annual report.
 • Is the Chief professional Adviser to the BOG on all medical matters
 • strong managerial and communication skills
 • be ready to work in line with the catholic principles

Job Title: HEALTH SYSTEMS STRENGTHENING ADVISOR

Job Description
BACKGROUND: The goal of the Northern Uganda – Health Integration To Enhance Services (NU-HITES) project is to establish improved and sustained health and nutrition status of the northern Uganda population through a district-based integrated package of quality health services. NU-HITES will support and strengthen public and private sector health systems while at the same time improving integration of HIV/AIDS, TB, Malaria, MNCH, FP and nutrition services at facility and community levels.

POST: HEALTH SYSTEMS STRENGTHENING ADVISOR

RESPONSIBILITIES:

* The Health Systems Strengthening (HSS) Advisor reports to the Project Director on a day-to-day basis and to the IntraHealth Uganda Capacity Program Chief of Party representing IntraHealth.
 * The incumbent is responsible for overseeing implementation of NU-HITES Project Objective 2 Health Systems Strengthening, in collaboration with other staff and partner organizations.
 * H/she provides leadership on the project in developing strategies and implementation plans for meeting the HSS sub-objectives and oversees the activities that are designed to meet the sub-objectives.
 * H/she plays a key role in assuring that the specific deliverables assigned to IntraHealth on the project are achieved, with particular focus on strengthening systems for effective and sustainable delivery of quality health services.

Requirement:

EDUCATION/EXPERIENCE REQUIREMENTS

* Advanced degree in public health, a clinical discipline, or a social sciences field related to human resources for health (e.g., management, public policy)
 * Strong knowledge of, and experience in applying state-of-the-art interventions designed to address HSS challenges in developing countries
 * Familiarity and experience working with the Uganda health care system, the Ministry of Health, and other development organizations in Uganda is a plus
 * Minimum of five years’ experience implementing or managing HSS projects in/for developing countries, including involvement in several of the following areas

National HRH assessment; workforce policy and planning; human resource development and management; development and deployment of human resource information systems; leadership development; workforce projections and costing; performance improvement; delivering or evaluating education for health professionals; pharmaceutical logistics; and managing health-workforce programs at the national or international level.

* Experience with HIV/AIDS, TB, Malaria, MNCH, FP and nutrition initiatives highly desirable
 * Demonstrated interpersonal, leadership, and management skills and ability to manage and provide technical guidance to complex multi-site activities.
 * Experience working with a variety of sectors (e.g., public, NGO, private for-profit) preferred.
 * Experience advocating for and overseeing HSS intervention replication and scale-up.
 * Ability to achieve results in a timely manner and within a specified budget.
 * Experience working on USAID-funded projects highly desirable
 * Clear commitment and record of achievement to building the capacity of local partners.

Job Title : FINANCE ASSISTANT

Job Description
JOB PURPOSE: To assist the Finance and Administration Manager in carrying out day to day financial responsibilities of the Uganda Capacity Program.

KEY OUTPUTS: The job holder will assist the Finance and Administration Manager to accomplish the following key project outputs:

* Up to date, accurate and complete financial records and other reports for the Project prepared.
 * Accountability for financial resources maintained;
 * Timely financial guidance and back up support to all project staff provided.

KEY FUNCTIONS

* Assists in the development of monthly, quarterly and annual program budgets in consultation with Project management team
 * Assists in the maintenance of up to date, accurate and complete financial records of the program.
 * Assists in the preparation of financial reports in accordance with the required timelines
 * Manage and account for the program petty cash on monthly basis.
 * Assists in tracking of monthly expenses against the budget and monitor and communicate budget performance
 * Prepare bank reconciliations for all IntraHealth bank accounts in Uganda
 * Executing payment processes, preparing vouchers, recording payments, preparing cash advance requests, and preparing expense reports
 * Assists in the maintenance of the payroll system including tracking benefits and allowances and tax payments and processing of the staff payroll.
 * Assists in ensuring compliance with financial policies (e.g. travel policy, per diem policy, etc.)
 * Conducting analyses of financial data to inform project management as required
 * Handling other financial duties as may be required by the Finance and Administration Manager.

Requirement:

QUALIFICATIONS

Education:

* Minimum of five years of relevant financial management experience
 * Experience with accounting software such as QuickBooks and Microsoft office software
 * Experience working with USAID-funded projects is an added advantage

Competencies

* Excellent customer sen/ice skills
 * Excellent oral and written communication skills in English
 * Excellent administrative and organizational skills.
 * Excellent interpersonal skills and demonstrated ability to interact professionally with diverse people, clients and consultants.
 * Computer literacy in MS Office applications including Word, Excel, Power Point; Outlook
