MINIMUM QUALIFICATION AND WORKING EXPERIENCE:
Applicants should be Ugandans holding an Honors Bachelor’s Degree in Arts/Social Sciences
[Economics/Policy Option) or Development Studies or Economics or Statistics or Mathematics or any
relevant Humanities plus a minimum of a postgraduate Diploma in monitoring and evaluation or project
planning and management or quality assurance or related discipline from a recognized University.
Applicants should have a minimum of 5 years working experience in monitoring and evaluation or quality
assurance work of which 3 years must have been gained at supervisory level in Government or equivalent
level of relevant working experience from a reputable organization.
He/she should have the following Key competences: data collection, documentation and reporting writing
skills; quantitative and qualitative data analytical skills; excellent Information Technology skills; ability to
lead and supervise others , guiding and developing subordinates; good Intra/ interpersonal,
communication, child care and protection skills; proven integrity confidentiality; ability to put up a high
performing, and ability to work well under pressure meet deadlines and with limited supervision.
DUTIES:-
The incumbent will be responsible to the Manager Welfare & Community Services for performing the
following duties:-
Coordinating the development of systematic and realistic monitoring plans that capture quantitative
and qualitative data to report on
Monitoring and evaluating programs and projects supported by the directorate.
Ensuring that programs and projects implemented meet the quality standards.
Coordinating implementation of baseline surveys, monitoring and evaluation and quality assurance
exercises for programs and projects and impact assessments.
Coordinating the documentation and report of assessments, program data, and lessons learned and
best practices for dissemination.
Ensuring that the M&E databases are updated routinely and systematically.
Providing support and develops competencies in M&E and quality assurance of supervised staff.
Advising urban councils on matters regarding monitoring and evaluation and quality assurance.
Coordinating and providing support supervision to NGOs, Community-Based Organizations and other
stakeholders on matters regarding M&E.
Any other duties as may be assigned from time to time.
