Job Title : Project Officer

 
Job Description

War Child Holland is an international NGO aiming at providing psychosocial relief to children in (former) war and/or conflict zones. War Child invests in the peaceful future of children affected by war. War Child’s goal is the empowerment of children in war-affected areas, through psychosocial, education and child protection programs in which creative and sports activities are used to reinforce the psychological and social development, the welfare of the children and to create public awareness of the problems of children in (former) war zones.

Since 2004 War Child Holland (WCH) has been working in Northern Uganda and currently operates in Acholi, Lango and Karamoja (Abim) with a country office in Kampala. The programme aims at improving psycho-social wellbeing of children and youth in former war and/or conflict zones, through education, child protection and psychosocial support interventions, to this end War Child seeks to empower children and youth and promote a supportive and protective environment.

War Child Holland (WCH) seeks to fill the following position:

Purpose: The Project Officer oversees projects in the respective district. This involves planning, managing, implementing and monitoring the programme and its activities in order to achieve the set goals and objectives as effectively and efficiently as possible. The role also includes supervision and providing support to Social Workers.
Reports to: Field Location Manager
The FLM is a member of the country management team.
The Field Location Manager manages the PC’s/PO’s and PA’s at their field location.

Essential functional relations: Country Director (for Security), Programme Development Manager & Programme development Unit (for programming quality), Operations Support Manager & Human Resource Coordinator (operational control) and Field Location Managers from other locations.
Key result area’s:
Responsible for the appropriate implementation of the projects at the district within the project work plan;
Participate in developing annual work plans including activity budgets.
Facilitate monthly and weekly activity planning
Monitors the budget and makes sure that all administrative procedures are followed strictly and effectively with the support of PA – consistency in cash requisition levels by staff.
He/She is the focal person in protection/education/ livelihood/psychosocial issues and should be the responsible person for consistent attendance of coordination meetings at the district
Takes the lead role in Community Based Approaches at the district
Monitors project progress according to set time and activity planning and adjusts where necessary.
Writes reports as per requirements – 4M, 8M and 12M and enters all data to PAS regularly.
Takes lead in documentation and lessons learning; and shares with other PCs/POs
Put forward idea’s, activities and target groups for developing proposals and most relevant activities and monitors, responds & acts on local needs, developments
He is a role player in strategic programme planning, and a facilitator in the implementation of agreed programme development strategies.
Participate in the development of proposals, Fundraising strategies and building strong linkages with other like-minded organizations for effective lobby and advocacy on strategic issues.
Regularly advises War Child Holland on new developments in the field of expertise and on any other emerging issues.
Is the focal person on education and Psychosocial issues and should be the responsible person for consistent attendance of coordination meetings
Supervision and support to Social Workers
Supervises and supports staff under his responsibility.
Guides, coaches and monitors staff in the project.
He is responsible for teambuilding in the location
Conducts Performance planning and appraisals
Liaison and working with partners
Liaise with government institutions, Development Partners, and Donors in the Districts.
Participate in coordination meetings with other Agencies and Government stake holders on protection, education etc.
Works closely together with WCH project staff in other fields and liaises with project staff at other locations for exchange and mutual learning
Participating in the local, national and regional networks for child rights promotion (only for protection) when required.
Any other duties assigned by the FLM in her line of duty
Requirements:
Knowledge
Degree in International Relations, Social Sciences and management, Business Administration or any relevant discipline.
Knowledge of participatory planning and programming methods;
Knowledge of finance and HR administration and tools & systems;
Highly computer literate (spread sheets, pivot tables, accounting software, electronic communication, etc.).
Experience
2 – 3 Years of relevant experience as a Project Officer or Equivalent
The candidate should have experience in networking and ability to work closely with the District, rural communities and other partners
Thorough understanding of community based approaches
Skills ,Attitude and Competencies:
Strong social and communicative skills for coaching and managing of staff and frequent internal and external contacts;
Fluent in English with strong written and verbal expressions skills for writing reports;
Capability to decide in tactical and operational issues;
Good Planning and organisational skills;
Able to assess social/ political situations and able to act in a diplomatic way in delicate situations;
Able to organise means & staff to reach goals.
Poses strong policy analytical skills and a good understanding of broader development themes such as Protection, Gender, livelihoods, Human rights, and conflict transformation
Ability to network, lobby and advocate on behalf of War Child Holland.
Knowledgeable in context and culture of Northern Uganda
Valid riding permit
Based in the Field Location (Pader or Lamwo)

Job Description

The Association for Strengthening Agricultural Research in Eastern and Central Africa is a not-for-profi t sub-regional organization of the National Agricultural  Research Institutes of eleven countries: Burundi, D.R. Reporting to the Executive Director, the DED will be responsible for leading and coordinating the technical programme arm of the ASARECA Secretariat which  entails planning, coordinating, implementing, monitoring and evaluating regional agricultural research programmes for the development portfolio.

Candidates will be expected to hold a PhD qualifi cation in Agricultural Sciences or any other agricultural related fi eld and at least fi fteen years technical agricultural  research experience, 5 of which should be in a senior management and coordination role.The initial term is a two-yearcontract, renewable on performance, with a  basic salary package of $66,420-80,544 per annum plus allowances including housing, transport, security and education assistance for school-going children up  to fi rst degree as well as a medical cover for staff and dependents.
