Background

Background:
The UN in Uganda is implementing a 14m USD Peacebuilding Programme with funding from the Peacebuilding Fund (PBF).  The Programme consists of three joint programmes (JP) and one supporting project.

As part of the PBF guidelines, an independent mid-term review is to be carried out. In Uganda, the mid-term review will be used to assess relevance, effectiveness, efficiency and sustainability through a combination of a quantitative and qualitative assessment. The results of the mid-term review will be used by the Joint Steering Committee to make decisions concerning any necessary re-allocation of funds between programme components.

The objectives of the mid-term evaluation are:

    * To assess progress towards results within the established joint programme framework particularly from the perspective of impacting peacebuilding;
    * To complete a qualitative analysis of programme/ project impact and sustainability;
    * To review fund utilization and workplan completion rates;
    * To provide the Joint Steering Committee a basis for decision-making regarding needs for fund re-allocation.

This consultancy is to be carried out by a team of one National Consultant and one International Consultant. The International Consultant will be the lead consultant.

Duties and Responsibilities

The consultant will carry out the following specific tasks:

    * Desk review of quarterly reports of the agencies and JPs, monitoring reports, project documentation, meeting minutes, and other relevant documentation;
    * Review of the PMP framework from PBF headquarters and together with the Monitoring and Evaluation (M&E) Specialist in the RCO assess the applicability (and inclusion) of its indicators in the Uganda mid-term evaluation;
    * Develop and finalise based on comments from participating UN agencies, the Criteria for the Midterm Evaluation based on the following overall framework:
      Relevance - Did the plans actually address the context of recovery and conflict prevention against which it was developed (situation analysis and identified conflict drivers)? Are the ongoing/planned activities likely to have an impact on peacebuilding?
      Effectiveness – Were the programs implemented effectively (timely implementation, on track with plan for activity implementation and fund disbursement; building on synergies)?  Did the services meet the needs of the target beneficiaries (women and youth)? Were the services included in local government plans/ PRDP?
      Efficiency of the programmes:  Which services produce the best results? - especially when some services can be provided in a number of ways;
      Delivering as One - Was the UN able to maximize the comparative advantages of each agency and of the UN as a whole? What level of coordination was there within the joint programme; between the joint programme and other PBF components; within the joint programme and other UN/development partner programmes in the region; with the local government? Which percentage of activities within the joint programme was in the same Geographic area; have the same Beneficiary groups; involved the same Implementing partners? Extent of joint planning, monitoring adopted.
    * Sustainability – How feasible is the implementation timeline provided by the component including any proposal of corrective action to speed implementation that the agency proposes to take? Is the programme sustainable? Can and will the community/government continue the initiatives/ activities when the UN stops the programme? Present and finalize, based on comments from participating UN agencies, a detailed methodology and timeline for conducting the mid-term evaluation, including but not limited to:
      A Sampling Proposal, including a proposal of sampling methods (simple random, systematic random, purposive, snowball, etc.);
      A Proposal regarding Data collection procedures and instruments;
      Conduct and document the mid-term evaluation, including discussions with implementing partners, stakeholders and beneficiaries at the national and local levels;
      Draft and finalize a mid-term evaluation report based on comments from participating UN agencies.

Key Deliverables:

The consultants will produce the following:

    * Complete desk review of PBF JP plans, reports and other relevant documents;
    * Refined evaluation criteria, methodology and timeline;
    * Timetable and interview guides for KIIs and/or FGDs with relevant implementing agencies and stakeholders at the national and district levels;
    * Produce a draft evaluation report, to be refined based on comments from key stakeholders, including overview and recommendations for programme implementation;
    * Final evaluation report.

The National Consultant will work with the International Consultant who will be the lead consultant will ultimately be responsible for the delivery of the above.

Duration and timing:
Approximately 30 working days over 2 months (mid-August and mid-October 2011). The first week would be used to refine the strategy and criteria, after which five weeks would be used for the field work and report writing.

Reporting:
The consultants will report directly to the M&E Specialist in the Resident Coordinator’s Office in Kampala. Oversight for the work will be provided by the Head of the RC Office. Support will be provided by the Peacebuilding Coordination Officer in Gulu.
The planning of the consultancy, including the development of the tools, will be done in conjunction with the Technical Advisory Panel, and the implementation will be undertaken with the participating agencies’ deputies and Peacebuilding Programme managers.
The findings will be presented to the Technical Advisory Panel of the UN Peacebuilding Programme.

Competencies

    * Knowledge of peacebuilding and recovery programming;
    * A strong academic and professional background/experience in research and programme/project evaluation, including participatory research/evaluation;
    * Extensive practical knowledge/skills and experience on various quantitative and qualitative research methods, including use of relevant statistical software;
    * Proven track record to conceptualise, undertake independent work and produce high quality reports with minimal supervision;
    * Excellent analytical and communication skills (ability to convince based on analytical clarity and rigour);
    * Knowledge sharing skills.

Required Skills and Experience

Education:
•Advanced academic degree in the social sciences, especially social science research and programme/project evaluation .  A bachelor’s degree combined with at least seven years of work experience can be considered in lieu of a higher degree.

Experience:

    * Minimum of seven years research experience using quantitative and qualitative methods in a hands-on, lead/independent role capacity;
    * Availability and willingness to travel to remote areas and personal initiative for quality assurance;
    * Knowledge of peacebuilding issues, the UN operational framework and the region (Northern Uganda) essential

Language Requirements:

    * Fluency in written and spoken English;
    * Knowledge of Acholi.

Background

The UN agencies have developed a United Nations Development Assistance Framework (UNDAF) 2010-2014 which is aligned with the National Development Plan. Gender equality and women’s empowerment is an area of special focus in the UNDAF because of the need to ensure that all proposed UN actions identify and address inequality and social exclusion. It is in that regard that the UN agencies developed a UN Joint Programme for Gender Equality and Women’s Empowerment. For purposes of realizing this commitment, the UN agencies developed the UN Joint Programme for Gender Equality and Women’s empowerment.

UN WOMEN is the managing agency of the UN Joint Program on Gender Equality (JPGE) for a five-year collaboration period from 2010 to 2014. One of the components of the programme has been conducting participatory gender audits amongst UN Agencies and select government institutions in Uganda, to ensure gender mainstreaming within these institutions, and establish baselines for future monitoring and evaluation of the JPGE. The UN Agency managing the implementation of Participatory Gender Audits (PGAs) is the United Nations Development Programme (UNDP).

In this framework, the Ministry of Gender, Labour and Social Development (MGLSD) has requested UNDP to support the Ministry’s diagnosis of gender mainstreaming implementation in its Directorates and therefore, it has volunteered to undergo a PGA of its programmes, processes, operations and results. The PGA of MGLSD aims to: assess the extent to which MGLSD’s Directorates implement gender mainstreaming in their work, as well as identify gaps and good practices; contribute to an ongoing process of benchmarking the execution of gender mainstreaming in the Ministry, so as to inform the JPGE’s monitoring and evaluation frameworks; and inform the ongoing process of developing a Strategic Coordination Framework for MGLSD, in order to strengthen its coordination role of the gender-related initiatives in the country.

In order to accomplish this assignment effectively, UNDP is intending to hire an international consultant. The Consultant will work with 5 national PGA facilitators. National PGA facilitators will be selected with the guidance of the Ministry of Gender Labour and Social Development (MoGLSD) from a pool of government PGA facilitators that were trained last year at the Nile Resort Hotel-Jinja. These will be guided by the consultant to do the literature review, conduct the Focus Group Discussions (FGDs), facilitate during the participatory workshops and carry out the in-depth individual interviews with key respondents.

The Objective of the assignment is to undertake the Participatory Gender Audit of the MGLSD. The consultant will act as a team leader of the Gender Audit Facilitators Team.

Duties and Responsibilities

Phase 1: Desk Review (5 working days):

    * Network with UNDP and MGLSD PGA focal persons to collect relevant documents for the Gender Audit File and ensure access of the PGA facilitation team to all relevant documents;
    * Conduct a desk review of relevant documents;
    * Guide the PGA facilitation Team throughout the desk review process;
    * Finalize the PGA work plan and key milestones in close consultation with the MoGLSD;
    * Conduct a preparatory meeting with the PGA team members (in Kampala).

Phase 2: Conduct the Participatory Gender Audit exercise (15 working days):

    * Lead the implementation of the PGA exercise, according to the ILO methodology;
    * Organize periodic PGA team meetings to coordinate PGA activities and guide the PGA facilitation team throughout the delivery of the PGA activities;
    * Lead the preparation and delivery of the PGA activities, i.e. briefing and de-briefing sessions, participatory workshops, interviews, focus groups and desk review;
    * Guide the PGA facilitation team throughout the process of conducting individual interviews, Focus Group Discussions (FGDs) and debriefing sessions in Kampala;
    * Consolidate and prepare draft documentation arising from desk reviews, FGDs, field interviews and Workshops and from all the PGA facilitation team;
    * Prepare and co-facilitate four 1-day workshops for technical staff in Ministry of Gender, Labour and Social Development;
    * Prepare and co-facilitate two focus group discussions with MGLSD’s key partners and stakeholders;
    * Consolidate initial PGA findings and de-brief with MGLSD staff accordingly.

Phase 3: Report writing and Validation Workshop (10 working days):

    * Prepare draft PGA validation report;
    * Hold validation workshop on draft PGA validation report;
    * Prepare final PGA report (based on comments received from PGA validation workshop).

Deliverables:

    * Inception report that details how the PGA exercise shall be conducted;
    * 4 Workshops and 2 focus group discussions with technical officers from the MoGLSD and key stakeholders;
    * Draft PGA validation report and validation workshop;
    * Final PGA Report .

Reporting Arrangements:
The consultant will work closely with the Ministry of Gender, Labour and Social Development and the UNDP Focal Point for Gender JP. The consultant will report to UNDP Team Leader for Accountable Democratic Governance and work under the overall guidance and leadership of the Country Director of UNDP.

Payment Schedule:
The consultant shall be paid 20% upon delivering the inception report and signing of the contract. 40% shall be paid after the validation workshop of the consolidated report. The final 40% shall be paid upon delivery of final PGA report.

Background

The Government of Uganda through the Ministry of Water and Environment, Ministry of Local Government, the districts in the region of Mbale, and UNDP developed a project titled “Territorial Approach to Climate Change in Mbale Region”. The project addresses the need for a holistic approach to climate change adaptation and mitigation and aims to support Mbale Region to realize low carbon and climate resilient development.

This project is in line with the UNDP/ Government of Uganda Country Programme Action Plan (2010-2014) that is guiding implementation of UNDP support to interventions geared towards achievement of the National Development Plan. Some of these interventions will address key challenges to growth and poverty reduction, such as environmental/ natural resources degradation and the negative impacts of climate change and disaster risks at both national and local levels.

In particular, the project aims to: a) develop an integrated territorial climate change plan for Mbale region; b) establish a coordination platform for climate change planning and programming; c) build local capacity to integrate climate change issues into regional development plans and actions; d) develop a climate change policy and investment package as well as; e) compile and disseminate best practices and lessons learnt. The project is being implemented by Mbale District Local Government in collaboration with the Ministry of Water and Environment and the districts of Manafwa and Bududa. The project offices are located in Mbale town.

Duties and Responsibilities

    * The project is seeking the services of a Senior Technical Advisor who will undertake the following roles and responsibilities:-
    * Provide technical and strategic assistance to the Project Management Unit and the overall project throughout the duration of the project, in particular, the climate profiling exercise, quality assurance for feasibility studies, quality assurance for community-based projects supported by the small grants scheme, development of project concepts  for potential carbon financing, e.t.c;
    * Liaise with international partners together with UNDP CO to be informed about their strategy for support to Uganda and keep them informed about the progress in Mbale Region;
    * Provide backstopping in developing the Integrated Territorial Climate Plan and its associated investment and policy packages;
    * Provide any other assistance / guidance to the Project Management Unit and Mbale Region during  project implementation;The TA is expected to liaise directly with UNDP Technical Advisors – Climate Modeler, Mitigation Economist and Adaptation Economist - when advising the project.

Expected outputs

    * Development of  Terms of Reference for consultants to undertake project activities including:

(i ) Capacity needs assessment towards low carbon and climate change resilient development  in the region and development of a capacity development plan;

 (ii) Development of a climate profile for Mbale region based on inventory of regional development priorities and initiatives, localized climate change forecasting, risk and vulnerability assessment and creation of vulnerability maps and low carbon budgeting based on GHG emissions and energy needs assessment;

(iii) Analysis of climate change mitigation and adaptation options based on identification of low carbon development and adaptation options and opportunities, economic analyses and comparison of options and opportunities, identification of priority adaptation and mitigation options and opportunities and analysis of potential synergies and trade-offs between priority adaptation and mitigation measures;

(iv) Development of an Integrated Territorial Climate Change Plan for Mbale region based on institutional governance and financial analysis to implement actions related to climate change mitigation and adaptation, prioritization of adaptation and mitigation options ( in the order of no regret, negative cost, no cost and low cost), capacity development action plan developed, policy and investment plan developed and identification of the implementation arrangements and development of the M & E framework;

(v) Development of a climate change policy and investment package for Mbale region based on pre feasibility studies for priority project ideas and generating a list of climate change project ideas including identification of project-level emissions mitigation and /or sequestration activities, identification of options for introduction of legal and financial instruments to address climate change, identification of potential sources of funding for project ideas , preparation of project proposals  for carbon financing  as well as undertaking project concept marketing and partnership building;

    * Assist  Mbale region  to  develop climate change scenarios for impacts assessments, vulnerability assessments (Vas);
    * Provide guidance on the most appropriate methodological framework for the VA studies, including the modeling tools needed, consistent with the scope of work, the characteristics of project area, technical expertise required, resource constraints and data availability;
    * Provide technical guidance in the use of climate change related information for designing appropriate responses for low emission climate resilient development at regional and local government level;
    * Backstop Project Management Unit and Mbale regional  authorities and technical staff, through on-line and on-site technical assistance, procurement of information, and learning and knowledge sharing management services;
    * Assist the project in addressing the key technical and policy issues of the VA studies, including the design of adaptation options and development of adaptation strategies at the local level;
    * Provide substantive guidance to the project and project beneficiaries in the identification and application of most appropriate climate change modeling tools and techniques available for developing climate scenarios to support physical and economic climate change impact assessments;
    * Assist the project to identify  and synthesize best practices and lessons learned from the project for organizational sharing and learning and promote project results and replications

Contractual and reporting arrangements

    * The consultant will provide a written report to the Project Manager upon the completion of each of his requested assignment. The report will highlight the status of each of the expected outputs as per the above.

Background

UNDP Uganda is looking for a suitably qualified Ugandan to fill the post of Procurement Associate.

Under the guidance and supervision of the Procurement Specialist, the Procurement Associate ensures execution of transparent and efficient procurement services and processes in Uganda CO. The Procurement Associate promotes a client-focused, quality and results-oriented approach in the Unit.

   
The Procurement Associate works in close collaboration with the Operations, Programme and projects’ staff in the CO and UNDP HQs staff for resolving complex procurement-related issues and information exchange.

Duties and Responsibilities

      Ensures implementation of the operational strategies focusing on achievement of the following results:

      ·         Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control.

      ·   CO Procurement business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in Procurement and Logistics in consultation with the direct supervisor and office management.

      

      Organizes procurement processes for CO, NEX/DEX projects and at the request of other Agencies focusing on achievement of the following results:

      

      ·         Preparation of procurement plans for the office and projects and their implementation monitoring.

      ·         Organization of procurement processes including preparation and conduct of RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations.

      ·         Preparation of Purchase Orders (POs) and contracts in and outside Atlas, preparation of Recurring Purchase orders for contracting of services, vendors’ creation in Atlas. . Buyers profile in Atlas.

      ·         Preparation of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP).

      ·         Implementation of the internal control system which ensures that POs are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems.

      ·         Presentation of reports on procurement in the CO.

      ·         Preparation of cost-recovery bills in Atlas for the procurement services provided by UNDP to other Agencies.

      ·         Implementation of joint procurement processes for the UN Agencies in line with the UN reform.

      

      Ensures implementation of sourcing strategy focusing on achievement of the following result:

      

      ·         Development and update of the rosters of suppliers, implementation of supplier selection and evaluation.

      Ensures proper control of CO Assets focusing on achievement of the following result:

      

      ·         Preparation of inventory reports in collaboration with the Assets focal point.

      ·         Implementation of Inventory and physical verification control in the CO and projects.

      

      Ensures organization of logistical services focusing on achievement of the following results:

      

      ·         Organization of travel including purchase of tickets, DSA calculation, PO preparation; arrangement of shipments; vehicle maintenance; conference facilities arrangements in collaboration with the Assistant Administrative in charge of travels and protocol.

      ·         Timely conducted DSA, Travel Agencies, vehicle maintenance, hotel and conference facilities surveys in collaboration with the Administrative Associate.

      

       Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

      

      ·         Organization of trainings for the operations/ projects staff on Procurement.

      ·         Synthesis of lessons learnt and best practices in Procurement.

      ·         Sound contributions to knowledge networks and communities of practice.

UNDP Procurement Certification programme

Required Skills and Experience

Secondary Education with specialized training in procurement. University Degree in Business or Public Administration would be desirable, but it is not a requirement.

6 years of progressively responsible administrative experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc), advance knowledge of automated procurement systems, experience in handling of web based management systems.

Fluency in the UN and national language of the duty station.
