Engineering Assistants (2 positions)

General Role

The main objective of the position is the management and inspections of quality road are constructed to the target beneficiaries as per the standard requirements.

Responsibility and Specific Tasks.

The construction of prototypes carried out, culvert installation and inspection.
 Carry out road condition assessment of community access roads together with district engineering department.
 Carry out monthly road condition assessment and report to the responsible authorities.
 Supervising of plant and opening of new roads, buildings and other infrastructures
 Carry out site supervision and preparation of bills of quantities.
 Take records of all infrastructures maintained and prepare monthly progress report.
 Take measurement of the work done, to certify quality by the contractors
 Ensure work is done according to the technical specifications & drawing during implementation
 Prepare completion report together with the Engineering Officer


Requirement:

Qualifications:
 Diploma in Civil Engineering from a recognized Institution.
 Have certificate in Roads inspection course Part 1 and Part 11.
 Must have a certificate in labour based works.
 The candidate must be skilled in road works and plant Management.
 The candidate must have Technical skills in Engineering.
 Must have good management skills and presentation skills
 Preparations and Reviewing of Quotations and Cost estimation of bulk procurements.

UETCL seeks a suitable qualified candidate to fill the vacant position of Manager, Internal Audit

Purpose: The purpose of the position is to provide an independent advisory function designed to add value and improve the Company’s operations, and promote the effectiveness of risk management, control and governance processes.

Key Performance Areas are?
 Provide an independent appraisal function within UETCL for the continuous review and evaluation of the adequacy and effectiveness of internal controls through ensuring:
 compliance with corporate objectives, policies, plans and procedures;
 compliance with external legislation and regulation.
 the reliability and integrity of financial management information and other controls.
 controls which ensure that risks are effectively managed and that UETCL  assets and interests are properly accounted for and safeguarded from losses arising through any reason including frauds; and
 value for money is obtained across all activities.
 Develop and direct comprehensive programmes of Audit assignments covering internal controls, risk management processes, regulatory compliance, reliability of financial and management accounts and investigations of sensitive and fraud related issues.
 Maintain a continuous and effective working relationship with the Audit Committee of the Board, Chief Executive Officer and Management to deal
 Develop comprehensive strategic and annual audit plans covering all the functions of the Company based on the risk assessment programmes.
 Develop and review policies, procedures and Audit programmes that help to guide the Audit staff.
 Advise Management on the programme of selecting appropriate human resources for Internal Audit in consideration of all technical aspects of the Company and manage all other Company resources within the department.
 Advise Management on new developments that affect controls and provide solutions in a proactive manner, including reviewing policies and procedures to ensure that they provide for adequate and efficient internal controls to mitigate associated risks.
 Assist the Company individual functions in developing their own risk management programmes including identification of risks inherent in UETCL business and technology systems that support Company business with current and major issues relating to improvement of internal controls, governance and risk management processes within the Company
 Keep the Audit Committee of the Board and Chief Executive Officer informed of the results of the Audits, significant risks associated with Company.
 And to carry out any other duties as may be assigned from time to time.


Requirement:

PERSON SPECIFICATIONS

The dashed parson should have the following essential requirements:
 A Bachelors (Hons) Degree or Its equivalent from a reputable University.
 A professional Accounting/Auditing qualification such as ACCA, CPA(U). CPA(K).
 Knowledge of Microsoft Packages.
 Membership to the Institute of Internal Auditors of Uganda will be an added advantage.
 Knowledge and experience of key computer Audit packages such as ACL, IDEA etc. will be an added advantage.
 Minimum 10 years of auditing/accounting experience. 5 years of which as Head of Section or Head of Department or Head of a Directorate/Division in a reputable organization.
 35 years of age and above.
 Familiarity with the electricity sector is an added advantage.
 Proven good management and interpersonal skills.
 Highly motivated, innovative and a committed team player.

Finance/Administrative officer in Moroto office (1 person)

General Role

The Finance/Admin is responsible for the daily operations and daily cash payments, maintains financial and Administrative documents according to the DRC/DDG Finance/Administration procedures.

Responsibility and Specific Tasks
 Responsible for the front desk, attends to clients and visitors and take minutes of meetings and have it ready for signing.
 Responsible for maintaining staff displine and cordial working relationship in the office
 Coordinate with staff for operational support,serves as a liason between operating units in resolution of day to day administrative and operational problems
 Perform general clerical duties to include and not limited to: photocopying.mailing and establishing good filling system for all the correspondences of the organisation.
 Responsible for payment of all utility bills and done on time in order not affect operations.
 Translate documents into English if not done by the supplier.
 Make flight bookings for international and National staff.

Finance
 Make cash and chegue payments in accordance with the DRC Financial guidelines and ensure that accountability/receipts are got accordingly for daily cash book entries.
 Ensure that the petty cash book ledger book is updated on daily basis and always ready for cash count every Friday by the Project Cordinator.
 Compile weekly cashbook into the monthly cash book for ongoing Moroto Projects and send them to the Accountant at Kampala office for verification complying with me deadline of 01 of the following Month.
 On monthly basis scan financial vouchers once booked cashbooks are returned from Copenhagen and send them to the Accountant in Kampala for Verification before sending tp CPH.
 Ensure that Rent for the office and Residence is paid two weeks before expiry dates and also ensure that their contracts are renewed before expiry.
 Responsible for managing the two House keepers(office and Residence)


Requirement:

Person Specification
 Bachelors Degree in Business Administration with related subjects of Finance/Administration.
 At least three (3) years of working in an NGO.
 Hands on experience of all three aspects Admin/Finance/Human Resource.
 A resident of Karamoja and speaking Karimo|ong language.
 Proven track record with at least 3 real time referees from the recent employers.
 Self motivated and ability to work limited supervision and able to make informed decision.

Logistics Officer (1 position)

General Role:

The post refers to a trained DRC person with extensive experience in Logistics systems and Advanced Knowledge in Logistics and Administrative procedures, Computer based inventories, procurements, able to drive with valid driving permit and donor reporting requirements. The Logistics Officer Supervises his Department maintaining a close cooperation and coordination with the Operations, Administration and Finance. The main Objectives are to run and maintain an efficient and transparent Logistics system, which responds to the Current financial situation within the Organisation

Responsibility and Specific Tasks.
 Manage and Control the Logistical Department and Material resources in the area of operations.
 Planning of Weekly and Monthly Procurement for the entire operations in DRC
 Responsible for the Maintenance, stock balance and appearances of all stores within the Organisation.
 Maintain full inventory Data base and update it continuously and report accordingly.
  Under take stock checks at Random times in a monthly basis and report accordingly.
 Compile monthly fuel consumption reports for all vehicles, motorcycles and the generators.
 Report the Current Logistic situation within the Organisation monthly to the Operations Manager/Country Director.
 Coordinate and Cooperate with Operations-Administration/ Finance Departments keeping them updated at all times with the changes to the overall Logistics Situation within the Program.
 Comply with the all requirements and reporting of Donors requirements in Logistics area.
 Ensure that stock does not run out completely.
 Conduct inspections on the Stores, Vehicles, office and Compound Equipment and the Operational tools and equipment according to plan agreed upon by the Program Manager.
 Plan vehicle movements and supervise the drivers and guards
 Perform any other tasks as instructed by the Program Manager Westnile.
