• Masters degree in Public Health

• A medical background is an added advantage.

• 5 years of progressive diverse experience in the direct implementation of SRH/ MCH projects, 3 of which should be at a senior Managerial level.

The project supports delivery of quality HIV prevention, treatment, care and laboratory services at selected referral and general hospitals. Job Summary
The Grants Compliance Officer is responsible for the financial and contract management of grants from the funds received under the SUSTAIN Uganda project.
Under the direction of the Finance Director, effectively administer sub-grants to supported hospitals to enhance SUSTAIN activities of systems strengthening in HIV/AIDS care, prevention and treatment.
Maintain well-organized and updated files and records on each sub-grantee
Routinely monitor and review sub-grantees progress in meeting targets/ deliverables and providing documentation of expenditures in line with sub-grant requirements
Review activities reports from sub grantees to ensure compliance.
Facilitate timely release of sub-grantees funding and reimbursement.
Provide orientation, regular feedback, coaching, and mentoring of sub-grantees related to grant financial management performance, business principles, appropriate management of grants, and USAID rules and regulations
Support improvement of sub-grantees financial capacity through regular coaching/monitoring.
Follow up and review of sub-grantee accountabilities and reports for direct site support activities
Provide regular feedback to Finance Director, COP and Deputy Chief of Party on sub-grantee progress.
Update and maintain SUSTAIN regular tracker for sub-grantee progress monthly.
Develops materials and provides training and oversight to facilitate the preparation of reports Participate in internal audits and reviews, as required, to ensure compliance with
URC standards, donor requirements, and generally accepted accounting practices.
Stay abreast of donor policies, procedures, rules and regulations; compile and update applicable local policies; and train URC’s.

Demonstrated ability to manage multiple projects concurrently under deadline pressure and changing priorities
Ability to solve problems creatively in order to meet the project objectives

The Position located at the UETCL office Lugogo reports to the Manager, Projects Implementation.

Purpose

In consultations with relevant Government agencies, donor partners and other primary stakeholders, develop the methodology and get consensus on analyses of the implications of Monitoring and Evaluation (M&E) data.

Guide the overall Monitoring and Evaluation strategy and implementation of related activities, providing timely and relevant information to project stakeholders.

Key Result Areas

? Monitoring & Evaluation

• Revise the project log frame matrix, particularly in the areas of the objective hierarchy, indicators and monitoring mechanisms.

• Develop the overall framework for project M&E, for example, annual project reviews, participatory impact assessments, process monitoring, operations monitoring and lessons-learned workshops.

• Guide the process for identifying and designing the key indicators for each component, to record and report physical progress against plan.

• Guide the process for identifying the key performance questions and parameters for monitoring project performance and comparing it to targets.

• Clarify the core information needs of central project management, the steering committee, funding agencies and the cooperating institution.

• Set out the framework and procedures for the evaluation of project activities.

• Review the quality of existing social and economic data in the project area, the methods of collecting it and the degree to which it will provide good baseline statistics for impact evaluation.

• Draw up the TOR for design and cost out a baseline survey and a needs assessment survey.

• Recruit, guide and supervise organisations that are contracted to implement special surveys and studies required for evaluating project effects and impacts.

• Ensure that all service provider contracts include specifications for the internal monitoring required of them, the reporting systems and the penalties for failure to report as specified.

• Develop a plan for project-related capacitybuilding on M&E and for any computerbased support that may be required.

• Organise and undertake training with stakeholders, including primary stakeholders, in M&E skills, including participatory aspects.

? Implementation of M&E

• Design the framework for the physical and process monitoring of project activities.

• Review monitoring reports, analyse them for impact evaluation and to identify the causes of potential bottlenecks in project implementation.

• Foster participatory planning and monitoring by training and involving primary stakeholder groups in the M&E of activities.

• Identify the need and draw up the TORs for specific project studies.

• Plan for regular opportunities to identify lessons learned and implications for the project’s next steps.

? Communication

• Prepare reports on Monitoring and Evaluation findings.

• Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed.

• Guide the regular sharing of the outputs of M&E findings with project staff, implementing partners and primary stakeholders.

• Check that monitoring data are discussed in the appropriate forum and in a timely fashion in terms of implications for future action.

• Participate in external missions and facilitate mission team members’ access to M&E data and to stakeholders.

The desired person should have the following essential requirements.

• University degree in Engineering or Business Administration.

• At least five (5) years of proven experience with:

- the logical framework approach and other strategic planning approaches;

- M&E methods and approaches (including quantitative, qualitative and participatory);

- planning and implementation of M&E systems;

- training in M&E development and implementation;

- facilitating learning-oriented analysis sessions of M&E data with multiple stakeholders;

- Information analysis and report writing.

• Must have theoretical knowledge and understanding of evaluation methodologies and methods and the results-based management approach.

• Must have strong analytical skills, good problem-solving skills and ability to think creatively.

• Must have a solid understanding of Infrastructure projects, with a focus on participatory processes and joint management

• Leadership qualities, personnel and team management (including mediation and conflict resolution).

• Experience in data processing with computers.

• Knowledge of modern computer applications and software.

Job Description

 

Successful candidate will have an initial one year intensive on-the-job training during which period the person will rotate in relevant departments of the Company to get acquainted with the functioning of the Company.

The desired person should have the following essential requirements.

• Higher Technical Diploma (HTD) in Electrical/Electronics Engineering or its equivalent from a recognised Technical Institute.

• Not above 28 years of age.

Job Title: Principal Projects Engineer

Job Description

The position located at Company Head Office reports to Manager, Projects Implementation

Purpose

The purpose of the position is to assist the Manager, Projects Implementation coordinate the projects and implement transmission plans to meet the future demand in line with Company strategic objectives.

Key Result Areas

• Participate in the procurement of consultancy services contracts

• Co-ordinate all activities related to supply and installation of equipment for ongoing proposed projects

• Study and implement the plans for designs of physical transmission lines and substations including their protection, control and related power systems communication.

• Implement designs and develop technical specifications for ongoing and proposed transmission line and substation projects

• Supervise and co-ordinate all engineering works on transmission lines and substations to achieve quality and economy of works

• Supervise various consultants and contractors contracted by UETCL to design, supply and construct transmission lines and substations

• Monitor transmission line and substation projects in respect to agreed milestones and performance indicators

• Participate in preparation and reviewing of contracts, designs and documentation carried out by consultants and contractors

• Participate in tender evaluations processes and contract awards as outlined in PPDA rules and multi lateral agency guidelines.

• Co-ordinate and supervise all transmission lines and substations project designs and

• execution in order to achieve Company projects in a timely and economic functions.

• Budget for all section activities and projects

And to carry out any other duties as may be assigned from time to time.

THE PERSON

The desired person should have the following essential requirements.

• University Degree in Electrical Engineering or equivalent professional qualification.

• Post Graduate Diploma in Project Planning or Management or Business Administration will be added advantage.

• At least three years of work experience in supervision of works and projects.

• Significant experience with donor funded projects and reporting practices.

• Computer literacy and familiarity with Ms Projects and Ms Excel computer packages.

• Must have good supervisory and interpersonal skills.

• Must have good analytical and communication skills.

• Must be able to withstand stressful work situations and have willingness to work for long hours outside the official working hours.

• A person of high integrity, motivated, innovative and a committed team player.

• Must possess a valid National Driving Permit.

• Support the Company in the performance of its single buyer mandate.

• Oversee the protection and management of the Company’s wayleaves.

• Provide support to the company in the acquisition of security services that shall safeguard all Company resources.

THE PERSON

The desired person should have the following essential requirements:

• University Degree in Law or Business Administration or the Institute of Chartered Secretaries and Administrators (ICSA) professional qualification.

• At least 10 years of work experience of which 5 years should have been at management level in a reputable organisation.

• Significant experience in managing legal, security and procurement functions.

• Significant experience in handling Power Purchase Agreements (PPA) and Power Sales Agreements (PSA).

• Significant experience in managing land related matters.

• 35 years of age and above

• Familiarity with the electricity sector is added advantage.

• Proven good management and interpersonal skills

• Computer skills

• Can demonstrate a background of personal and strategic leadership.

• Highly motivated, innovative and a committed team player.
