The Program Manager, Basic Education will work under the direct control and supervision of the Program Director.

Job Purpose:

The Programme Manager Basic Education will take the lead in developing and managing Save the Children’s Basic Education technical portfolio of education programs in the country and will be responsible for achievement of program goals and objectives, and for reportng on program implementation and outcomes. The Programme Manager Basic Education, with specific expertise in Basic Education, will be responsible for overall management of Basic Education projects, coordination of all project activities and the completion of all Basic Education requirements in Uganda. The Programme Manager Basic Education will also provide line management supervision to education partnership managers in the-field.

In addition, the Programme Manager Basic Education will be responsible for working with the Education Leadership Team to develop the overall Education strategy, increasing staff capacity to deliver high quality programmes and advocacy at a national and regional level to be the voice for children in Uganda. This will include overseeing effective implementation of planned objectives for Education, the provision of technical guidance to on-going programmes, assistance to and leadership of fundraising efforts and proposal development activities, and representation of the Basic Education portfolio to external stakeholders.

Academic back ground, Experience & Person Specifications;

•    A minimum of Bachelors degree with a focus on in a field such as Social Sciences, Education, Development Studies, or another relevant field. Graduate or post-graduate training in project

-    planning & management, monitoring and evaluation, community development & research or related field is an added advantage

•    A minimum of 8 years relevant working experience with at least 3 years at management level in an international NGO.

•    Thorough understanding and demonstrated commitment to child rights issues, and the direct link between children’s rights and laws and policies of government.

•    Commitment to gender equity, child rights, community empowerment, and grassroots development approaches

•    Working knowledge of Basic Education (formal, non formal, vocational ed. and emergency ed.) programming and policy development.

•    Understanding of national government policy frameworks on Education and how to contribute to child development with political analysis skills, sensitivity and diplomacy.

Academic back ground, Experience & Person Specifications;

•    A minimum of a bachelor’s degree in social sciences, social work and/or related fields or the equivalent ac accrued working experience in a related position. A post-graduate qualification is an added advantage.

•    At least three years’ demonstrable working experience (preferably in an NGO context) in grassroots projects in managing community-based disaster risk reduction, climate change adaptation, livelihoods and /or food security processes, with demonstrated experience in project planning and management including ability to handle multiple tasks.

•    Ability to organize and lead large stakeholders’ trainings in many regions of Uganda.

•    Experience in facilitating organizational capacity building and development for local government technical staff, local NGOsI CSOs and local community groups.

•    Experience in program design, implementation, monitoring, evaluation and grant report

•    Excellent communication skills in English (additional knowledge of local languages and operating    context of Karamoja are preferred).

•    Willingness to work and live in Karamoja.

Back ground

In 2006, the Constitutional Court in Uganda Law Society V. AG (Constitutional Petition No. 18/2005) declared the trial of civilians in military court martial unconstitutional, a decision that was subsequently upheld by the Supreme Court on appeal in AG V. Uganda Law Society (Constitutional Appeal SCCA No. 1/2006) in 2009. Recently in September 2011, UPDF Defence and Army Spokesperson announced that a directive had been issued by the UPDF administration to cease the trial of civilians in court martial. On this basis, the Uganda Human Rights Commission whose mandate is to protect and promote human rights as guaranteed by the Constitution and other binding human rights instruments, in collaboration with the United Nations Office of the High Commissioner for Human Rights-Uganda office whose mandate includes providing technical assistance to the competent authorities in relation to measures to promote and protect human rights in the country, will undertake a joint project to monitor the operation and process of transfer of civilian cases from court martial system to ordinary civilian courts to assess the effective implementation of the UPDF directive, the operation and functionality of the court martial system to determine the extent of compliance to established standards of fair trial and due process with a view to identify capacity gaps and recommend appropriate procedural and institutional reforms.

Objectives/Purpose

Uganda Human Rights Commission in collaboration with the United Nations Office of the High Commissioner for Human Rights in Uganda (OHCHR) seek to engage a Ugandan National consultant to implement specific activities under this project and in particular the following:

1.    Conduct research on the operations of the court martial system in Uganda in order to assess the military courts’ compliance with the national, regional and international human rights instruments and principles of fair trial guarantees and the due process of the law.

2.    To monitor the status of the proposed transition process and procedure of transfer of civilian cases to the ordinary court system and ascertain whether it conforms to established principles of fair trial and due process.

3.    The consultant in close collaboration with UHRC/OHCHR will also assess the Court martial trials where military personnel are tried and prosecuted for human rights violations in response to the right to effective remedy with a view to inform necessary institutional reforms and strategies.
