Purpose of the Job:

Key Results Area/Accountabilities

• Receive and distribute all correspondences to and from procurement and disposal unit;

• Register all the requisitions that are received in procurement and disposal unit;

• Update the procurement action register on a daily basis;

• Issue solicitation documents to potential bidders in accordance with PPDA Law;

• Receive and register bid submissions from bidders using relevant forms;

• Monitoring of pre-bid meeting dates, bid closing/opening dates, expiry dates of bid validity period, bid securities and performance securities;

• Filling of procurement and disposal records;

• Prepare documents for payment to providers;

• Any other duties as maybe assigned from time to time.

Qualifications

• Bachelors’ degree in Procurement and Supply Chain Management, or its equivalent from a recognized University/Professional Institution

• Post graduate qualification in a relevant field is an added advantage.

Job Title:Project Officer, Building Resilience to Drought in the Karamoja Region
through Sustainable Natural Resources Management in the Okok Subcatchment
Position: Project Officer, BDR (Building Drought Resilience)

The Eastern and Southern Africa Regional Office (ESARO) of IUCN that coordinates the
implementation of the Eastern and Southern Africa Regional Program (ESARP) is based in
Nairobi under an Agreement between IUCN and the Government of Kenya. The BDR Karamoja
project is one of the projects within ESARP. The project is financed by European Commission
Humanitarian Aid and Civil Protection (ECHO) through Action Against Hunger (ACF). The
project is a response to an assessment carried out in 2011 that highlighted the need for the
completion and implementation of an Integrated Land and Water Resources Development and
Management Plan that was developed in order to sustainably respond to water demands in
agriculture, livestock production, human consumption and ecosystems. The project seeks to
improve understanding of the status of the natural resources, and the underlying causes of
vulnerability in the area of Okok sub-catchment, improve institutional capacity of local people to
develop and implement natural resources management plans to address the identified causes
of vulnerability and degradation, and advocate for integrated natural resources management
within policy forums and region-wide learning groups. The project will link with ongoing project
on building drought resilience in Kenya (Lower Tana sub catchment), and Uganda (the Upper
Aswa-Agago sub catchment) which is focusing on the improvement of water and land
management by local communities and government. In addition, it will also build on
interventions undertaken which provided the basis for further action in improving natural
resource management to improve disaster risk reduction.
Responsibilities
The Project Officer will coordinate and implement the project activities in the project operational
area in Uganda. He or she will link project activities to the Uganda country porgramme and the
Eastern and Southern Africa regional programme where relevant. Specific responsibilities entail:
1. Facilitate the development of integrated natural resources management (NRM) plans for
Okok sub-catchment through carrying out the following tasks:
 Design and conduct training and awareness sessions on natural resources
management and planning for the local communities and local government to build
capacity of traditional institutions and local government bodies in NRM,
 Facilitate community consultations to develop resources use maps for rangeland
planning purposes. The rangeland plans to identify risk reduction strategies,
ecosystem-based priorities and zoning of water resources for each type of activity,
 Strengthen multi-stakeholders dialogue between different natural resource users and
facilitating exchange mechanisms across sectors and governance levels to
strengthen diverse natural resources users to engage in negotiations on appropriate
and sustainable decentralized NRM governance systems.
2. Facilitate the implementation of ecosystem based priority actions within the management
plans that will strengthen social and ecological resilience.
3. Document the best practices and lessons from the project, through the production of
progress reports and a guideline summarizing the requirement for implementing integrated
NRM plans in Drylands catchment areas.
4. Carry out any other relevant tasks as required by, and mutually agreed with, Uganda Water
and Wetlands Programme Officer, Regional Water and Wetlands Coordinator and Regional
Drylands Programme Coordinator.
5. To operationalize the above mentioned duties under job the description framework, develop
and implement an annual work plan (performance agreement) as well as carry out the
appraisal as per the IUCN requirement.
Competencies
1. A minimum of an MSc. degree in Natural Resources Management, preferably Water
Resources Management, Dry lands or Rangelands Management
2. At least 7 years work experience in planning and implementing project activities in water
resource management or drylands management including project management,
monitoring and evaluation, and managing relationships with partners including the
government

Job Title: ICT Manager
Overall purpose

The ICT Manager is responsible for the appropriateness of ICT (Information & Communication Technology) solutions. The position’s primary responsibility will be to plan and drive ICT Strategy , coordinate, manage and resolve issues that affect day-to-day business, and where appropriate to escalate to those concerned in a timely manner so as not to put IT services and projects at risk; to promote IT standards and best practices. The position is responsible for providing leadership and management to the ICT team in ensuring smooth day to day running of all ICT systems in the Bank to support its operations, working closely with other contracted vendors to provide and manage various ICT solutions timely and within budget.
Duties and Responsibilities

PLAN AND ORGANIZE – 20%

Review, develop and implement an ICT Strategy that is aligned to overall Business strategy of the Bank. Develop and implement ICT policies, procedures and guidelines to support the Bank’s operations and enable it achieve its strategic objectives.
Plan and coordinate all ICT development projects to support the achievement of the Bank’s business strategy.
Design and Implement controls and procedures that ensure accuracy and reliability in Data Capture, Data Processing and Dissemination of Information.
Design and implement information security procedures based on corporate ICT security policies covering information system applications and infrastructure.
Responsible for developing processes and assigning resources to provide support to the all users in a timely manner.
In collaboration with the Bank’s risk function, plan and design disaster recovery plans for the Bank to ensure service continuity in case of disaster.
Prepare annual ICT budget
Communicate on the regular basis ICT strategy and plans to management and key stakeholders.
Evaluate developments in the banking industry and suggest improvements in the ICT area to the management.

ACQUIRE AND IMPLEMENT – 20 %

Oversee implementation of ICT projects on time, scope and budget.
Provide support to the business systems implementations by working in close collaboration with the other business units, the project teams, and third party vendors to enable the systems to be implemented on time, on budget, and scope.
Manage acquisition and implementation of new hardware and software for the Bank.

DELIVERY AND SUPPORT – 50%

Take accountability for technology risk management. In liaison with the risk management department, identify and control risks in area of responsibility. Deliver improved governance, risk management, controls and compliance requirements to Contribute and continuously improve the department’s risk profile.
Initiate process documentation, training adherence and continuous process improvement to standardize ICT practices in EADB that meet its international stature.
Manage Vendor relations and in collaboration with the Legal department, ensure that all ICT Service Level agreements and Vendor contracts are up to date.
Take charge and ensure adequate IT Security coverage is maintained at all areas under the ICT domain including but not limited to data, infrastructure, networks etc.
Responsible for achieving the business targets related to the effectiveness and implementation of systems.
Ensure that ICT support to all country offices is in conformance with established SLAs (Service Level Agreement).
Coach and mentor staff on information systems support within the Bank.
Complete all other special projects and other duties as assigned.

MONITOR AND EVALUATE – 10%

Monitor performance of ICT within all the country offices using agreed upon metrics.
Monitor performance of annual ICT budget.
Monitor regional network connectivity and conduct improvement activities when needed.
Conduct routine reviews of the core banking system to ensure optimum interactions between the system and users.
Conduct quarterly appraisal of ICT staff performance and make recommendations on staff training.

PERSONNEL SPECIFICATIONS

Knowledge and Education

Bachelor of Computer Science degree, ICT, Engineering or related fields;
Possession of a relevant postgraduate degree and professional certificates such as MCSE, CCNA, ITIL, CISA,CGEIT, CISM

Professional Experience

Minimum of eight (10) years’ experience in a professional ICT environment, four (4) of which should have been in the role of IT Manager in a busy ICT environment;

Regional Learning and Advocacy Programme for vulnerable dryland communities
(REGLAP)
The Regional Learning and Advocacy Programme (REGLAP) for Vulnerable Dryland
Communities is a consortium that promotes lesson learning and good practice on strengthening
dryland resilience in the Horn of Africa and advocates to governments, NGOs and other
stakeholders for improved policy and practice. The REGLAP consortium currently includes:
CARE, Cordaid, Dan Church Aid, IUCN, Oxfam GB and Save the Children, and collaborates
with a range of local CSOs and networks, governments, research organisations and ECHO
partners. The REGLAP programme has been operating since June 2008 and is funded by
ECHO. It is now in its 4th phase of programme and focussing on 3 result areas:
1. Evidence based Disaster Risk Reduction (DRR) good practice is identified or developed
for, and disseminated to, governments, NGOs and other stakeholders.
2. National governments and key stakeholders are including DRR good practice in their
strategies/plans.
3. Increased agreement by ECHO partners and other key organizations on priorities for
building resilience for joint advocacy and implementation.
IUCN is the REGLAP Learning Group Lead for Water Development for Disaster Risk Reduction
(DRR). Within this role IUCN aims to:
1. Ensure that humanitarian response in the dryland areas has increased awareness of
implications of poor water development on dryland ecosystems and livelihoods and
considerations for good practice;
2. Ensure that good practice models of integrated water and land development in drylands
areas that promotes resilience are collected, developed and disseminated; and
3. Ensure policy opportunities for influencing water development in the dryland areas are
identified and strategies for engagement recommended.
Responsibilities:
The focal person for the REGLAP Water Learning Group will link project activities to the broader
REGLAP objectives and activities where possible. He or She will also provide technical
backstopping and guidance to dryland projects in Uganda. Specifically, the REGLAP focal will
do the following:
1. Project implementation and management
Support the implementation and management of IUCN’s role as REGLAP’s Learning Group
Lead for water development for DRR ensuring performance monitoring and efficiency,
effectiveness and quality outputs.
a. Oversee and manage a research consultancy on best practices in water planning
and development in the drylands
b. Disseminate good practice case studies to identified targets through appropriate
means: briefs, seminars, videos, face to face meetings, website postings, etc.;
c. Based on the development of good practice examples and principles, generate key
policy messages related to water development for DRR for national and regional
level stakeholders to feed into REGLAP Country Core Groups and Regional
Consortium activities;
d. Manage the communications between the Water Learning Group members and
support information sharing, and collaboration.
e. Provide technical, managerial and administrative support and facilitation to project
activities and ensure quality outputs that meet the satisfaction of project partners;
f. Assist in information management and correspondence; and
g. In consultation with relevant IUCN Officers and collaborating partners, develop and
implement tools, systems and procedures for effective planning, monitoring,
evaluation and reporting of project activities;
2. Assist in managing IUCN’s relationship with key project partners

ASB Foreign Aid Department provides both direct emergency relief to people hit by man-made or natural disasters (through supplying food, medical equipment and/or emergency shelter) and longer-term rehabilitation projects designed to promote recovery and to rapidly help restore the livelihood of refugees, internally displaced persons and other vulnerable people. ASB implements its Foreign Aid activities in Asia, Eastern Europe, Central America and Africa. Creating sustainable and durable solutions to problems is a core principle of ASB’s work and convinced of the importance of providing emergency assistance to vulnerable IDPs, ASB has made the decision to focus its intervention on returning IDPs, provided the essential freedom of movement and protection for the displaced population was guaranteed. ASB activities in Uganda range from food security projects, child protection, prevention of GBV, return and reintegration of IDPs and water and sanitation.

The Position
The Technical Advisor will need to be involved with the set up of the programme in Karamoja for both districts. This will include project design and recruitment of qualified staff as well as collaborating with the local authorities to ensure that the Karamoja programme starts efficiently and runs effectively. Karamoja Region is considered insecure due to the activities related to the pastoralist population which includes armed cattle raiding by warriors. The Towns of Moroto and Kotido are safe and house several other international and national NGOs. Conditions are basic although most commodities can be accessed. Karamoja is a non-family duty stations though the potential candidate can bring family to Kampala at his/her own cost and risk. Tasks: Under the over- all supervision of Country Director, the Technical Advisor will oversee and give leadership to the quality production and rehabilitation of infrastructure and livelihood aspects through strategic application of labor intensive works through cash for work programming 1. Set –up the infrastructure (roads and civil works) and livelihoods project in Karamoja, North Eastern Uganda. 2. Monitoring technical implementation of infrastructure and livelihoods projects by developing systems and procedures for quality implementation, monitoring and reporting and developing common understanding among staff about project goals, outcome and strategies in consultation with Project Managers 3. Procurement: Oversee the procurement of bulk supplies related construction and infrastructure rehabilitation in coordination with the logistics department. 4. Supervises a team of infrastructure and livelihood staff including civil and road engineers, livelihood officers ensuring outputs are reached and overall objective achieved through work planning and monitoring and evaluating. 5. Oversee the training and capacity building of committees related to infrastructure rehabilitation and livelihoods including but not limited value addition to produce, market accessibility, etc. 6. Provides technical advice to ASB on road construction techniques, the development of livelihood applications, through strategic application of cash for work methodologies 7. Donor reporting: Write donor reports as per the requirement of the project and preference with EU familiarity 8. Proposal development: Give technical input developing concept notes and project proposals for infrastructure and livelihoods related follow up projects, including monitoring of work plans and budgets 9. External relations: Maintain good relation with the donors, assist project managers to develop and maintain good working relationship with district administration and other NGO through frequent visits. 10. Coordination meeting: Attend coordination meetings in the livelihoods and infrastructure sector at sub county and district levels. PERSON SPECIFICATION
• Master degree in Engineering / Agriculture or related degree and with experience with livelihoods and rural infrastructure • Experience in multi sector approach including livelihoods programming at Household and institutional settings using basic materials and improving asset formation at community level • Experience in training and forming Village Management Committees (participative approach) • Experience with Village Savings Loans Associations (VLSAs) • Above five year experience in coordinating the development of livelihoods and civil works activities in harsh condition (Karamoja) • Fluency in English is essential • Hands on mentality, hard and flexible worker with strong managerial skills • Strong social communication and experience in project management • Experience of at least 5 years working in a similar position with an INGO • Familiar and willing to work in hardship locations • Basic knowledge of Word and Excel Specific Outputs of the project: The key outputs of this project are: a. Undertake the maintenance of physical integrity of files; Attend to requests for records;

Ensures the accuracy of registers;

Assist with scanning procedures;

Secure archives at all times and safeguards against unauthorized entry;

Assist in periodic transfer of scheduled records from offices to RMU;

The HR Officer is a member of the Country Management Team and is responsible for HR support for all country based staff; implements HR policies for all personnel in the country; carries out personnel administration and provides HR advice to the Director and Portfolio Coordinators.

The position hierarchically and functionally reports to the East and Southern Africa Regional Human Resources Manager, based in Nairobi while providing HR services to the country.
Key tasks

 Works with the Country Management Team and Regional HR Manager to develop country HR strategy
 Responsible for implementing country HR polices in line with corporate and regional strategies under the five pillars of Recruitment & Selection, Human Resource Development, Organisational Development, Health and Safety and Compensation and Benefits;
 Solves HR questions for all country based staff;
 Responsible for the completeness and accuracy of personnel data for all Uganda based staff;
 Manages payroll of all staff and the administration of all benefits for staff.
 Provides relevant reports to the Head of Administration Centre in Nairobi on the basis of HR data;
 Performs analysis of administrative bottlenecks or deficiencies and reports this to the Head of Administration Centre;
 Provides monthly HR reports, mid-year and annual HR country report and any ad hoc report as requested by Country and Region.

Candidate profile
 Post graduate qualification in Human Resources Management
 Minimum of 5 years work experience in Human Resources at a senior management level
 Active member of Human Resources Association/Networks in Uganda
 In-depth knowledge of HR tools/models under the five HR pillars mentioned above
 Knowledge on and proven experience in Performance Management
 Experience in implementing HIV/AIDS Work Place and gender policies
 Strong Computer skills (MS Word, MS Excel, Powerpoint, e-mail)
 Strong communication skills in English (written and oral) and organising abilities
 A person of high integrity
 Experience in building solid working relationships and teams
