JUNIOR BUSINESS ADVISERS (2POSITIONS)
Provide support to small business/entrepreneurship development activities for the Women Mean Business Phase II – Monitoring & Implementation (WMB) project in Uganda. The Junior Business Advisor will work closely with the Business Advisor (BA), Senior Business Manager (SBM) and clients as well as respective country and regional management. S/he will be responsible for timely and effective implementation of project activities and achievement of a portion of the project’s goal to train 750 women entrepreneurs to build their business skills and increase their revenues and profits. S/he will be responsible for client support, on site visits and data collection.
DUTIES & RESPONSIBILITIES

Identify and recruit qualified women SMEs for the program;
Make regular client visits to business premises to assess business/client challenges, needs assessments and progress;
Provide post-training support to clients and enable adoption of the new practices from the trainings;
Monthly data collection and tracking business performance (core indicators) and success stories;
Regular reporting on client progress during the term of the program;
Support BA and program team in program activities as required;
REQUIREMENTS

Degree qualifications in business-related studies required;
Strong business management and financial analysis skills;
Minimum of one year field and technical experience with business development/entrepreneurship in Uganda is required;
Experience working with business women (SMEs) preferred;
Excellent interpersonal and oral and written communication skills a must;
Ability to develop well-written, cohesive analyses and reports;
Ability to build and maintain strong client relationships;
Ability to generate innovative solutions in work situations;

NATIONAL CONSULTANT TO UNDERTAKE FIELD-BASED RESEARCH AND DEVELOP ANALYTICAL REPORT ON STATUS OF CASES WITHIN THE COURT MARTIAL SYSTEM, CURRENT GAPS AND APPROPRIATE TRANSFER STRATEGY

Background:
In 2006, the Constitutional Court in Uganda Law Society V. AG (Constitutional Petition No. 18/2005) declared the trial of civilians in military court martial unconstitutional, a decision that was subsequently upheld by the Supreme Court on appeal in AG V. Uganda Law Society (Constitutional Appeal SCCA No. 1/2006) in 2009. Recently in September 2011, UPDF Defence and Army Spokesperson announced that a directive had been issued by the UPDF administration to cease the trial of civilians in court martial. On this basis, the Uganda Human Rights Commission whose mandate is to protect and promote human rights as guaranteed by the Constitution and other binding human rights instruments, in collaboration with the United Nations Office of the High Commissioner for Human Rights-Uganda office whose mandate includes providing technical assistance to the competent authorities in relation to measures to promote and protect human rights in the country, will undertake a joint project to monitor the operation and process of transfer of civilian cases from court martial system to ordinary civilian courts to assess the effective implementation of the UPDF directive, the operation and functionality of the court martial system to determine the extent of compliance to established standards of fair trial and due process with a view to identify capacity gaps and recommend appropriate procedural and institutional reforms.
Objectives/Purpose

Uganda Human Rights Commission in collaboration with the United Nations Office of the High Commissioner for Human Rights in Uganda (OHCHR) seek to engage a national consultant to implement specific activities under this project and in particular the following:

Conduct research on the operations of the court martial system in Uganda in order to assess the military courts’ compliance with the national, regional and international human rights instruments and principles of fair trial guarantees and the due process of the law.
To monitor and ensure that the applied transition process and procedure of transfer of civilian cases to the ordinary court system conforms to established principles of fair trial and due process.
The consultant in close collaboration with UHRC/OHCHR will also assess the Court martial trials where military personnel are tried and prosecuted for human rights violations in response to the right to effective remedy with a view to inform necessary institutional reforms and strategies.

Scoping study for Strengthening Sustainable Environment and Natural Resource Management, Climate Change Adaptation and Mitigation in Uganda

Brief Project Description:
The Government of Uganda (GoU) and the United Nations Development Programme (UNDP) has agreed on a Country Programme Action Plan (CPAP) 2011 to 2014 to guide the development and delivery of projects that responds to the National Development Plan 2010/11 – 2014/15. Central to these plans are the focus in the areas of sustainable environment, natural resource management, climate change adaptation and mitigation.

To intervene in these areas a project entitled “Strengthening sustainable environment and natural resource management, climate change adaptation and mitigation in Uganda”, with an overall budget of US$ 4,500,000 was developed with focus on strengthening the efforts and capacities of local governments, Civil Society Organisations (CSO) and communities to sustainably manage and utilise natural resources, integrate climate change adaptation and mitigation in their activities and build climate change resilient societies.

The will be achieved through developing, piloting and implementing initiatives in biodiversity and ecosystem management, sustainable land management, efficient energy technologies and reduction in Green House Gas GHG emissions, and building climate change resilient communities. Implementation arrangements seek to contribute to a systematic demonstration and scaling up of experiences in sustainable environment and natural resource management (ENRM), climate change adaptation and mitigation (CCA/M) pilot initiatives and recommend an evidence-based framework to guide relevant institutions at national and local government levels, including CSOs.

The project intends to use lessons learnt to inform policy and strengthen decentralized governance mechanisms and institutions and practices that empower local governments and CSOs in ENRM and climate change adaptation and mitigation.

The project components are summarised in four key actions which include:

Mechanisms for enhancing biodiversity conservation and restoration of degraded ecosystems demonstrated;
Key successful sustainable land Management practices identified and replicated;
Mechanisms for enhancing efficient utilisation of biomass energy, renewable energy technologies, and green house gas emission reduction identified and promoted;
Climate change resilient development promoted.
WWF is commissioning a Scoping Study to identify a focus for the project in terms of areas/sites, stakeholders (local governments, CSOs and communities), and approaches to strengthen capacities to sustainably manage and utilise natural resources, to integrate climate change adaptation and mitigation in activities, and to build climate change resilient societies.

Job Description

The United Nations Human Settlements Programme, UN-HABITAT, is the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. It is the coordinating agency within the United Nations system for human settlements and focal point for coordinated implementation of the Habitat Agenda, as well as the human settlements chapter of Agenda 21, and the MDG Goal 7 Target 11 of significantly improving the lives of at least 100 million slum dwellers by the year 2020.
UN-HABITAT was mandated under a resolution GC 19/13 to work closely with local governments and representatives of civil society to raise awareness and improve national policies and local strategies to reduce urban poverty as well as to enhance social inclusion and social justice. Under this mandate, UN-HABITAT is to establish resource centres that would act as One Stop Youth Centre, a centre where youth can access skills and information related to their development needs.
The UN Joint Programme on Population (UNJPP) developed four outcome areas where different UN agencies were required to provide interventions geared to realizing the developed outcomes. UN-HABITAT is expected to contribute towards outcome 3 which is “Youth and Vulnerable groups have competitive skill and opportunities to participate in the economy including urban development”. This outcome aims at contributing to building youth skills and opportunities to actively participate in the economy for sustainable livelihoods.
Therefore, UN-HABITAT having implemented One Stop centre models in other parts of the world including Kampala, City Council – Uganda, is replicating the model in Arua municipality.  The aim of the project is to enhance the capacity of the Government of Uganda- the municipality of Arua to empower vulnerable urban youth for socio-economic inclusion and development. Through the establishment of a One Stop Youth Centre (OSYC) in Arua the Municipality will enhance the capacity of youth and youth organizations to acquire and promote entrepreneurship skills for income generation and livelihoods and governance . It will also strengthen the capacity of Arua municipality to undertake youth development activities.
Under the overall supervision and guidance of the Habitat Programme Manager, the   Programme Coordinator will provide technical assistance to the HPM as well as relevant partners for guaranteeing a smooth and coordinated implementation of Arua One Stop Youth Centre project, Kampala One Stop Youth Centre and the youth programme in Uganda. The Programme Coordinator who will be based in Kampala, would primarily be responsible for guiding, facilitating, managing, and coordinating the implementation of UN-Habitat and youth programme in Uganda.
Duties and Responsibilities
Provide and develop a model for guiding development and replication of new youth centres in other municipal/town councils
Implement the goal of the UN-Habitat Global Partnership initiative for Urgan Youth Development.
Coordinate the organisation of training and capacity building activities, including workshops, expert meetings, Youth Assemblies etc as may require.
Ensure development and implementation of work plans and monitoring of programme activities.
Facilitate and monitor youth groups that have benefited from the UN-HABITAT youth.

MAIN RESPONSIBILITIES
? Ensure that there is an acceptable framework for macroeconomic modeling;
? Monitor closely and advise on staff in the Division on potential areas of improvement in
modeling;

Research and Policy and by the Director, Research; and,
? Deputize and/or assist the Director, Research Department on modeling and technical

MAJOR ACTIVITIES
? To provide empirically based policy advice in support of monetary, exchange rate and
financial policy formulation;
? Undertake long term macroeconomic modeling and forecasting;
? Produce high quality empirical research through regular reports and research papers
? Develop a large macroeconomic model of the Ugandan Economy;
? Develop small and medium term models to support the macro models;

MAIN RESPONSIBILITIES
? Advising Director Research on appropriate policy strategies related to macroeconomic
management in Uganda;
? Ensuring that the Division regularly advises on monetary, financial, external and real
sector policy issues, and those areas of structural policies that may affect the conduct of
monetary policy;
? Accountable for the policy and technical aspects of the Department; and,
? Assist the Director in the day-to-day administration of the Division, including
assignment of duties to staff within the division.

MAJOR ACTIVITIES
? Ensure that the Bank's monetary policy is formulated within a well-coordinated
Financial Program from month to month;
? Advise on the Financial Policy aspects needed for the effective conduct of monetary
policy;
? Ensure that there is an acceptable Framework of the Monetary Program for Uganda from
time to time, which can be negotiated with the Government of Uganda, the World Bank
and International Monetary Fund Missions to Uganda;
? Advise Director Research on harmonizing monetary and financial policy with fiscal
policy;
? Represent the Bank on the Government Cash flow Committee; the Balance of Payments
working Group; and the Macroeconomic Monitoring Committee;
? Closely monitor and advise on potential areas of harmonization of monetary, financial
and external sector policies with member countries of Regional Economic Blocks to
which Uganda is a member, multilateral agencies and other bilateral agencies;
? Advise the Director Research on trade policy issues that are likely to affect the balance of
payments position and overall macroeconomic management;
? Regularly advise on macroeconomic policies and developments in other regional
partners that may affect the overall macroeconomic policy environment in Uganda and
the regional integration agenda;
? Ensure the implementation of decisions made by various regional integration organs,
continuously monitor and review the progress of implementation of past decisions, and
facilitate the coordination and dissemination of information within the bank, and
between the bank and line ministries, ministries responsible for regional cooperation and
the regional Secretariats;
? Represent the Bank as an alternate member in local preparatory and coordination
meetings with government line ministries and other stakeholders and in other regional
fora;
? Deputize and/or assist the Director Research on the policy and technical aspects of the
Department;
? Ensure that the policy aspects of the monthly, quarterly, and annual reports of BOU are
presented in a coordinated manner; and,

JOB PURPOSE:

Gender-based violence programming and coordination is multi-sectoral, involving multiple organizations and actors, including NGO and government partners, UN agencies, and other national and international organizations to engage in comprehensive prevention and response initiatives. The job duties include overall program development/strategic planning, staff/volunteer management, training and sensitization, liaison and coordination with other organizations, capacity building and, monitoring and evaluation. The Senior GBV Coordinator will use internationally recognised standards (such as the IASC Guidelines for SGBV Interventions in Humanitarian Settings) and companion materials (orientation and training guides, planning worksheets, etc.); as well as national policies, documents and standards to develop context specific plans, tools, forms, formats, and guides that will facilitate development, implementation, and monitoring/evaluation of GBV programs and GBV prevention mainstreaming in development, conflict recovery, peace building and refugee settings as well as for emergency preparedness. The Senior GBV Coordinator will report to the UNFPA Representative.

DUTIES AND RESPONSIBILITIES:

Technical Leadership 1. Provide programmatic coordination and policy guidance and related tasks to strengthen integration of gender-based violence prevention, response and coordination issues into national frameworks and multi-sectoral development plans and budgets . 2. Develop/strengthen GBV conflict recovery, peace building and development coordination mechanisms and ensure planning and monitoring linkages with district and regional level structures, and integration into relevant government sector strategies, planning and programming frameworks. 3. Promote through advocacy and policy dialogue, and facilitate the inclusion of GBV into National, conflict recovery/peace building and emergency planning instruments, processes and documents and initiate other resource mobilization efforts for GBV programming in response to agreements on international and regional frameworks, such as the International Conference on the great Lakes Region and CEDAW. 4. Consolidate existing assessments on the GBV situation in conflict recovery, peace building, refugee and development settings and/or organise and conduct relevant participatory analyses, rapid needs assessments, etc. of GBV. Use this information to develop/update GBV action plans in collaboration with various sectors/clusters. 5. Develop and/or revise training materials according to local context. Work with national partners to implement relevant training sessions for multi-sectoral prevention and response actors. 6. Provide technical support to the development of relevant advocacy and policy documents to address GBV and broader gender issues through various key ministries. 7. Promote male involvement strategies in GBV programming andsupport the identification of promising practices on male involvement in GBV prevention and responses to be scaled up Partnerships and Coordination 7. Catalyze, strengthen, and assist to facilitate inter-agency, multi-sector GBV working groups (coordination groups) at national, regional, and local levels, as necessary. 8. Network with GBV staff, sector and district focal points, and gender advisers in other agencies and organizations (including governments, national and international NGOs and women’s groups) and in peacekeeping missions in country. 9. Lead/guide the effort to develop a comprehensive package for prevention and response to GBV through a multi-sectoral and inter-agency program to include referral and reporting mechanisms, information sharing, coordination, and monitoring/evaluation. Lead/guide efforts on developing GBV standard operating procedures and related policies and practices, including support to the development and roll out of a number of safe haven centres for survivors of GBV. 10. Foster the development of skills and abilities among district community development and gender/GBV focal points.

Management, Monitoring and Evaluation. 11. Supervise GBV coordinators in UNFPA Uganda’s three decentralised offices (Dos) and implement the approved strategy for DOs. 12. Provide guidance and inputs to supervision of field based GBV staff and other professional and support staff in UNFPA sub offices, ensuring close communication and liaison with NGO, District and UN partners in the context of the UN Delivering as One through the Field Office Coordinators of the Resident Coordinators System. 13. In collaboration with the GBV and gender working groups, monitor implementation of GBV Incident Report and other data collection processes needed for the setting. Train partner organizations and other sectors in use of GBV IMS with particular emphasis to the Guiding Principles for Working with GBV Survivors. 14. As needed for difficult or complex GBV cases (and in collaboration with the relevant field staff), provide direct consultation and advice to field staff about actions that may be taken; advocate for and assist GBV direct service providers if needed and appropriate. 15. Ensure that partners collect, compile, and analyze GBV report data monthly with an emphasis on identifying trends and patterns and opportunities for policy dialogue. Develop monthly report formats that capture relevant information and that support the analysis and evaluation of program progress and outcomes. 16. Collect and compile program activity information, evaluating progress toward achievement of program outcomes.

Administrative and Miscellaneous Duties 17. Maintain awareness of budget and expenditures in order to manage program within budget. 18. Ensure monthly work plans, monthly reports, and other reports are prepared as needed or requested and that project programme and financial reporting is prepared in accordance with signed agreements. 19. Assist in writing program proposals and ensure strong coordination with supporting donors. 20. Arrange for comprehensive gender-awareness/GBV training workshops with UNFPA staff. 21. Undertake other duties as required.
