Purpose of the position: Provide communications support to World Vision Uganda internal and external stakeholders both internal and external to enhance marketing of World Vision Uganda projects as well as providing in-county publicity. Key Result Areas

•    Increase awareness of WV Ministry (write news stories, feature articles and staff news, photographs, annual reports, brochures, calendars, press conferences, etc. on World Vision Uganda and its activities for dissemination in the local an international media.

•    Market WVU as a Christian organization and routinely provide information about WVU activities to support offices, the partnership, Government, other Civil Society Organizations and the public at large through magazines, leaflets, websites, direct mail appeal and international media for sponsor recruitment.

•    Promote WVU advocacy work by producing communication materials/

resources such as fact sheets and special reports that promote the welfare of disadvantaged children, families and communities.

•    Provide technical communication support to other World Vision Uganda divisions, departments and projects in the production of

publications in line with WV Communication Policy.

•    Perform public relations function such as issuing press releases, organizing media coverage, briefing media, correcting wrong perceptions by providing information on WVU and its ministry to local and foreign individuals and organizations seeking it.

•    Handle media relations role to enhance the working relationship between WVU and media in coverage for strategic positioning of WVU

Requirement:
Knowledge, Skills and Abilities.

•    A degree in Mass Communication/Journalism/Public Relations.

•    Two years’ experience in a busy NGO preferably with a child sponsorship program.

* A good (Honors) degree in Accounting;

a)         To prepare reports containing an independent assessment of the renewable energy projects including descriptions of the results;

3.0       Duties and Responsibilities

* Structuring of the Credit and Technical support transactions between UECCC and Participating financial institutions and project developers/ Sponsors;

* Analyse the business plans of Project Developers, with a view to provide focus towards progressing the projects to financial closure;

General Role
The Project Manager (Livelihoods) manages the all livelihoods support project including cash and food transfer assistance in Karamoja. Furthermore, s/he has financial and administrative responsibility for the project and is also responsible for the planning and implementation of adequate security precautions in the project area to ensure the safety of all staff and assets.
S/he reports to the DRC Uganda Country Director and is the direct supervisor of senior staff working within the livelihoods support project.
Specific duties and responsibilities:
The PM (Livelihoods) is responsible for the following tasks within the framework of DRC standard regulations and operational procedures:
Project management:
Oversee implementation of Livelihood support project in Karamoja.
Supervise a proper and timely implementation of all projects according to agreed policies and donor requirements;
Prepare annual/project action plans for the project in accordance with annual planning cycle;
Provide regular internal reports and other relevant information on general policy matters and programme activities to the DRC Country Director in Kampala, based on agreed formats and schedules;
Ensure donor requirements are met including production of reports in formats agreed with the donors and partners.
Ensure that a sound documentation including relevant beneficiary data is collected and that relevant assessments are conducted in the project area.
Ensure that a sound feedback system is in place in the project area so that beneficiaries have easy access to DRC.
Administration and Personnel Management
Responsible for financial budgeting and expenditure management, staff management (including development of TORs for project staff), continued revision and implementation of sound administrative guidelines and personnel policies, security precautions, logistics and all other tasks pertaining to the efficient day-to-day running of the project;
Supervise national staff and take action in terms of recruitment, promotions and dismissal as required;
Be responsible for organisational development of the DRC Karamoja operation, including staff assessment as well as formulation and implementation of human resource development activities;
Manage the staff under livelihood project, mentor and assist in continual development of the staff.
External relations:
Coordination: Maintain close and good relations with all relevant stakeholders including the WFP, and other relevant UN organisations, OPM, local authorities, line ministries, donors, NGOs, CBOs and other partners;
Transparency: Ensure required reports and information is shared with the direct project stakeholders in a timely and adequate manner;
Reporting: In consultation with the Country Director ensure timely narrative and financial reporting to donors;
Person Specification
A Masters Degree in Development Studies, Social Sciences, International Relations, development studies or related subject
At least 7 years experience of managing program in NGO of which at least 4 years should be management of community driven livelihoods projects
Previous experience in Karamoja is preferred
Experience working on multi agency or cross-sectoral programmes preferable
Good grasp of project cycle development and problem analysis
Demonstrated experience of managing finance, budget skills and logistics
Demonstrated experience of coordinating with national and district authorities

Scope of work:-



To collect information from remand warrants and other relevant documents from the detention warrants of the detainees in ASF selected prisons.
Recommend cases for consideration for legal assistance and representation by the advocates.
Prepare case files with all relevant documents and information on the recommended files for consideration of the advocates.
Conduct legal research in terms of interviewing selected clients and recoding statements of the clients for purposes of filing to inform case consideration.
Any other duties that shall form time to time be assigned by the head of mission and the advocates.

Job Purpose:

Essential Qualifications and Experience:

    Knowledge of radio, email and telephone ;

Job Description


The Government of Uganda through the Office of Prime Minister (OPM) is coordinating the implementation of the Peace Recovery and Development Plan (PRDP) for Northern Uganda.  Private Sector Foundation Uganda manages the Business Uganda Development Scheme (BUDS) that is funded by the UK Department for International Development (DFID) to boost private sector growth, investment and employment opportunities in Northern Uganda for the period June 2010 to March 2015. The overall objective of the project is ‘to stimulate pro-poor economic growth in region and to better retain the economic benefits accruing from agriculture and other market sectors in the PRDP sub-regions including parts of Bunyoro, Acholi, Lango, West Nile, Karamonja, Teso and Bukedi.  Private Sector Foundation Uganda wishes to recruit additional staff to fill the position below in the Kampala/Gulu project office.

a)    Monitoring & Evaluation Officer
The major task under this contract is to ensure effective coordination, implementation and analysis of all BUDS-DFID activities under the Post Conflict Development Programme (PCDP). Specifically the Officer will;

(i)    Implement the BUDS-DFID monitoring and evaluation strategy, as established under the Project Implementation Manual (PIM), and recommend any possible changes.
(ii)     Identify information requirements of the project concerning planning, monitoring and evaluation.
(iii)     Review the performance indicators and reports produced by different stakeholders; ensure consistency with the definition and methodology of collection of these indicators by keeping an M&E plan for each indicator.
(iv)     Monitor and report on the performance of different projects/activities undertaken by PSFU and suggest measures to improve the monitoring system;
(v)     Assist the Project Manager in preparing periodic reports on all activities in progress, non-performed and completed during the project lifespan.
(vi)     Set up operational systems for collecting, analyzing, and reporting project related data.
(vii)    Collect and consolidate the output data in coordination with the PRDP implementing agencies. Develop and maintain a simple electronic database (such as in excel).
(viii)    Prepare TORs for special studies when necessary (e.g. Impact Assessment; monitoring and evaluation studies, etc.).
(ix)    Prepare quarterly and annual M&E reports showing progress against the targets of each output indicator, and assist in the preparation of the annual work plans.
(x)    Track performance against supported activity budgets and carry out due diligence work on implementation status.
(xi)    Work with and update the project tracking and monitoring system (PTMS) to generate the required performance reports.
(xii)    Any other duties that may be assigned by his/her supervisors.
b)    Minimum Professional Qualification

•    Candidate must be a university graduate with at list a degree in Statistics, Economics OR Social Science from a recognized University.
•    Substantial experience of developing and maintaining results-based monitoring and evaluation frameworks.
•    Proven ability to understand, analyze and evaluate the operations of businesses in a multi-sectorial environment.
•    Ability to work independently for extended periods without direct supervision while meeting targets and deadlines.
•    Excellent computer skills including but not limited to MS Word, Excel, Access, MS Project & Power Point.

Job Description

The interventions will help stimulate pro-poor economic growth in the region and help to better retain the economic benefits accruing from agriculture and other market sectors in the PRDP sub-regions. These include parts of Bunyoro, Acholi, Lango, West Nile, Karamonja, Teso and Bukedi.

Private Sector Foundation Uganda therefore wishes to recruit Technical Assistance for a short term assignment involving the promotion and outreach of the Business Uganda Development Scheme (BUDS) in the PRDP region.

1)    Objective
The main objective of Technical Assistance is to ensure the promotional and outreach of the project to all the intended beneficiaries in the PRDP sub regions and accelerate the absorption capacity by the communities of the available services including grant provision under BUDS-DFID.

Specifically the consultant(s) will undertake the following activities on behalf of the Scheme:

a)    Support the Scheme awareness, promotional and outreach plans in the PRDP sub regions.
b)    Market BUDS-DFID eligible activities and contribute to the increased appreciation, utilization and absorption rate of the same by the local communities within the PRDP sub regions.
c)    Target and promote the Scheme to the pro-poor communities; including those at the grass roots within the 55 districts of the PRDP.
d)    Support the field monitoring functions of the Scheme by undertaking the required due diligence on prospective clients.
e)    Identify potential supply driven projects in the region and hand-hold applicants to Agreement signing.
f)    Support potential applicants prepare their grant application in line with the Scheme requirements.
g)    Carry out any other assignments with in the stipulate duration as may be assigned by BUDS-DFID Manager.

2)    Minimum Professional Qualification

The Consultant(s) need to demonstrate specific skills and experience including:

•    Experience of programme coordination, promotion, budget planning and execution, monitoring and implementation
•     At least five years experience in the provision of business development services, consultancy for micro, small and medium enterprises.

•    Experience in a post-conflict development context, including conflict sensitive approaches, stabilization and recovery;
•    Experience (at least 5 years) of leadership and management roles in a public organization, international development institution, or relevant private sector organization.
•    Experience working with Government agencies including in providing technical assistance and building sustainable capacity.
•    An academic qualification from a recognized university with a relevant postgraduate qualification at Master’s Degree level in Development Studies, Public Administration, Conflict Management, or a related discipline.
•    Extensive working knowledge of the PRDP sub regions including the 55 districts therein will be an added advantage.
