DanChurchAid (DCA), is a faith-based Danish NGO working closely with church-based as well as secular NGOs in Uganda and in the East Africa region. Our programmes focus on HIV/AIDS prevention and social support to people living with HIV/Aids, political space with a strong focus on good governance, food security, as well as humanitarian and transitional responses to conflict and natural disaster. DCA has supported emergency relief and development programmes in Uganda since 1979. Its current areas of operation are the Karamoja and Teso sub-regions, Rakai and Lyatonde districts and the Kagera zone in Tanzania. DCA values a rights-based and gender equality orientation and works to strengthen these aspects both internally and externally. DCA is a member of the ACT Alliance.

1. Programme Officer for Food Security

DanChurchAid invites applications for a position as Food Security Programme Officer to manage its Food Security programme 2012-2015. The programme is focused on the Karamoja and Teso sub-regions. It is composed of a number of projects intended to reach a common objective; the projects are mostly implemented by local partner organisations.
The Programme Officer primary function is to provide the overall management of the food security programme and to ensure that DCA’s objectives and accountability to its target beneficiaries and back donors is guaranteed at project implementation level.
The Programme Officer will also be the emergency response focal person and have the responsibility of coordinating DCA response and relief work.
The Programme Officer reports to the Programmes Coordinator.

Contract period: two year renewable.
Duty station: Kampala, with frequent travelling expected.

Main tasks
- Main responsible for supporting the design, implementation, monitoring and evaluation of the programme and projects, involving both strategic, technical and financial insights
- Support partner organisations in identifying capacity gaps and facilitate training and other means of enhancing the quality of project design, implementation and management, as well as general compliance to back donors requirements
- Strengthen and support the mainstreaming of rights-based and gender perspectives within the programme
- DCA focal person for emergency response to disasters
- Participate in the development of project proposals and in fundraising initiatives
- Take an active role in identifying new partners, assessing and appraising project proposals
- Ensure a high level of documentation through regular reporting, incl. programme reporting, as well as the required level of internal administrative tasks
- Promote synergies, sharing of lessons and experiences within DCA and with partners
- Participate in relevant networks

Key qualifications / Experience
- University degree in a relevant field
- Strong technical background in the field of food security/ livelihood with at least 5 years of experience with implementation of programmes and projects
- Good working knowledge of the Karamoja and Teso sub-regions of North Eastern Uganda
- Experience in emergency response an advantage
- Sense for quality in the work and a feel for policy work
- Able to and interested in taking on multiple tasks of various nature (e.g. from technical support of partners to administrative tasks)
- Very good analytical skills and capacity for strategic planning
- Confirmed experience in mainstreaming gender equality and a rights-based approach, both theoretically and in practice.
- Solid experience with national level advocacy and alliance building
- Be solution-oriented
- Very good interpersonal and communication skills, and capacity to work with a partner based approach
- Be flexible, pro-active, self-motivated and able to organise work independently as well as be willing to work within a team
- Computer literate
- Fluent command of verbal and written English
