Job Title : MONITORING AND EVALUATION OFFICER

Key Responsibilities:

Develop the overall M&E framework for National Agricultural Research Systems. For example; annual project reviews, participatory impact assessment, process monitoring, operations monitoring and lessons learned workshop.
Participate in the development and implementation of M&E systems including the prioritizing key activities, measures and indicators, milestones and expected outcomes and project impact.
Design and develop M&E tools, frameworks, and information management systems, conducting baseline surveys as well as defining outcome and impact pathways and tracking systems.
Guide the process of identifying key performance indicators and parameters for monitoring organizational performance against targets. Design the formats for such performance reports.
Monitor the implementation of Research projects and evaluate value for money benefits
Monitor compliance to development policies.
Qualifications, experience, desired attributes

Applicants should possess a Bachelors Degree in  Agricultural  sciences, economics or statistics plus a  Masters Degree in Agricultural Economics, Economics, Statistics,  project management, monitoring and evaluation or Management Information systems.
At least two years working experience as a monitoring and evaluation officer or Management of Information Systems with a reputable organisation.
Proven experience with M&E methods and approaches including quantitative, qualitative and participatory approaches and Database designing and management; Facilitating learning oriented analysis sessions of M&E data with multiple stakeholders; The logical framework approach and other participatory planning approaches; Information analysis and report writing; In-depth understanding of strategic approaches to planning, development and achievement of results.


Tenure of Office:         Four years contract renewable subject to satisfactory performance.

Overall Responsibility:          

The successful applicant will be the Chief Executive of the Public Agricultural Research Institute (PARI) and will provide professional, technical and administrative guidance to the management committee and staff.

Task and Responsibilities:

Tendering advice to the Management Committee in respect to the business of the institute.
Provide policy advice on appropriate technologies and information for responsible agricultural practice;
Develop and implement a strategy on Resource Mobilisation to enable the institute have additional funding for research and staff remuneration;
Develop and implement strategic plans, research programmes and annual budget in line with approved government policies;
Implement effective financial management policies and systems for tracking, monitoring and reporting financial performance against budget to ensure proper management and accountability of funds;
Implement effective human resource management policies and systems;
Develop effective communication, publicity and advocacy programmes to ensure that role of the Institute is recognised by the public;
Putting in place participatory approaches and methods to monitor and evaluate the performance and impact of the Institute’s research activities and technologies;
Working with private sector to bring technology and research applications to the marketplace with a view to enhancing commercialization and availability of appropriate technologies to a wide array of stakeholders;
Monitoring challenges in the operating environment to ensure that the Institute complies with relevant legislation as well as agricultural and environmental laws including other relevant policies and guidelines;
Ensure that research projects and programme comply with National and sector development plans and strategies;
Participate up to 25 percent of his/her time in scientific research activities
Required Qualification and Experience:

A Masters Degree in the field of Agricultural sciences, natural sciences or agricultural economics. A PhD will be a decisive factor.
At least 10 years experience of agricultural research management. Management experience in similar institutions is acceptable.
A proven record in agricultural research or research in other related fields evidenced by peer reviewed publications.
Clear understanding of the role of agricultural research to poverty reduction.
Excellent leadership, negotiations and communication skills including demonstrated ability to work collaboratively in teams.
Proven ability to influence and motivate staff towards the achievement of strategic objectives and goals.
Excellent working relationships with national, regional and international research institutions as well as development partners and private agencies.
Must have served in a research or academic institution at Principal level or its equivalent in a reputable organisation.
