The IRC in Uganda:
The IRC has worked in northern Uganda since 1998, implementing relief, recovery and post-conflict development programs in response to the devastation wrought by rebel group the Lord’s Resistance Army. Today, the IRC is helping tens of thousands of people displaced by violence to return home and rebuild their communities, following a cease-fire agreement in 2006. At the same time, in Karamoja—one of the poorest and least developed areas in Uganda—the IRC works with communities affected by violence to promote peace and improve access to services since 2002. The IRC in Uganda is implementing a five year strategic plan (2011 – 2015) focusing on meeting the unique needs of adolescent girls, strengthening partnerships with the government, civil society and the private sector, promoting accountability and incorporating evidence-based approaches.
Specific notes on the HSAP Project Management:
The IRC is currently preparing a proposal in response to a DFID-funded request for applications to improve community-driven accountability and monitoring of health services. This Health Sector Accountability Project (HSAP) is part of DFIDs complex, multi-year Uganda Accountability Program. The Program Director will work with a team of staff to manage the project’s portfolio of sub-grants and oversee support to civil society partners throughout the sub-granting cycle (organizational development; technical trainings on gender, reproductive health, accountability seeking behaviors and advocacy; project cycle management; compliance and reporting).
•This position will be an employment agreement with the IRC and is contingent on the IRC being awarded funding.
•The anticipated project duration is October 2011 through December 2015, and is characterized by a six-month inception/ planning period followed by implementation.
•The IRC is leading on this proposal, but working with GOAL, Uganda in the submission and subsequent project implementation.
•If the IRC/GOAL is successful in getting this contract from DfID, the position would directly supervise project staff embedded in the IRC and GOAL Uganda staff.
Responsibilities:
Provide Strong Leadership to the HSAP
•Ensure that the project is implemented in accordance with the terms of the DfID contract, the IRC regulations and at the highest professional standards.
•Ensure that the project is carried out without cost overruns.
•Provide direct technical and managerial supervision to all project staff to ensure high quality program implementation to achieve maximum coverage and impact.
•Act as the primary representational link with DFID Uganda, government offices and other donors, multinationals and technical agencies as applicable.
•Work closely with DFID Uganda and agencies implementing other related projects or other DFID projects under the Uganda Accountability Program.
•Represent the project to all key stakeholders, government officials and donors at workshops, conferences and coordination meetings.
•Lead inception stage activities (6 months) including:
◦Organize and draft guidance for a sub-grant process that adheres to DFID and IRC policies and procedures.
◦Develop manuals and procedures for grant applications.
◦Prepare a draft call for grant applications and issue a call for concept notes.
◦Based on emerging trends in the concept notes, revise manuals and procedures for full grant application process.
◦Organize (and outsource) assessments in areas of reproductive health and social exclusion analysis.
◦Organize (and outsource) baseline survey.
◦Establish and M&E plan, detailed year 1 workplan, detailed year one budget.
◦Submit inception report to DFID.
•Manage sub-grant process including:
◦With IRC/GOAL and HSAP team, review and provide feedback on all concept notes and sub-grant proposals.
◦Ensure award of sub-grants to Ugandan NGOs, CBOs and district level advocacy networks.
◦Conduct, in collaboration with program staff, pre-award assessments of all new sub-grantees prior to sub-grant award.
◦Ensure submission and approval of Anti-Terrorism Compliance documents for all new sub-grantees prior to sub-grant award.
◦Prepare sub-grantee agreements and modifications.
Civil Society Capacity Building
•Ensure potential sub-grantees are familiar with DFID and IRC sub-grant policies and procedures.
•Working with fellow IRC/GOAL staff, disseminate guidelines about, and train potential sub-grantees in, the process of submitting sub-grant proposals responsive to this project’s needs and in line with USAID and IRC regulations.
•Prepare, in collaboration with HSAP program staff and sub-grantees, individual capacity building plans for all sub-grantees.
•Oversee provision of quality technical (health sector) support to CSO partners as required.
•Identify, possibly through expressions of interest, organizations/firms that are capable of providing organizational development and other trainings as identified by the CSO partners.
•Prepare monitoring plan for all outsourced organizational development trainings for sub-grantees.
•Support the HSAP staff to conduct and document regular mentoring and follow-up of sub-grantees.
Monitoring, Evaluation & Learning
•Conduct regular meetings with sub-grantee partners and program staff;
•Inform program staff about key compliance issues and support program staff to work with partners to address problems;
•Ensure that M&E Coordinator:
◦Maintains filing system (both hard and soft copy) for all sub-grantees’ agreements, amendments, proposals, reports, payments and important correspondence; and
◦Develops sub-grantee tracking sheets and data bases that capture key information;
•Ensure timely submission of sub-grantee technical and financial reports, and ensure the review of reports adheres to IRC requirements.
•Coordinate with IRC’s Finance Department to facilitate timely processing of all sub-grantee payments.
•Ensure completion of required reports to the donor.
Requirements:
•Master’s Degree or higher in Social Sciences, such as international development, social work, or public policy.
•At least 10 years experience in designing, implementing and managing related civil society development programs, preferably in relation to community-accountability mechanisms.
•Minimum of five years experience in advocacy-related work.
•Experience (implementation or oversight) of programs in the health sector, focusing on demand side strategies for improving health service delivery.
•Strong knowledge of DFID rules and regulations.
•Demonstrated skills and experience working and collaborating with international and local non-profit organizations.

BACKGROUND:
The International Rescue Committee began working in Uganda in 1998 in response to the devastation wrought by rebel group the Lord’s Resistance Army in the north of the country. Today, during this time of transition and recovery, the IRC is reshaping its interventions towards post-conflict development as tens of thousands of people in the north who were displaced by violence have returned home. At the same time, in the east in Karamoja – the poorest and least developed area in Uganda – the IRC works with communities affected by inter- and intra-clan violence to promote peace and improve access to services. Interventions in Karamoja require a sophisticated understanding of the context and must be tailored to meet complex needs and respect the agro-pastoral lifestyle. The IRC in Uganda’s new strategic plan, 2011 – 2015, emphases partnership, accountability, evidence-based programming and an increasing focus on the unique needs of adolescent girls.
SCOPE OF WORK:
Reporting to the Field Coordinator, the Operations Volunteer will support the operations field-team in delivering efficient and cost-effective support to the program teams in the Moroto field site as well as the satellite offices Nakapiripit and Kotido. The focus of the position will be on development and implementation of innovative and feasible plans for improving the logistical and operational set up and increasing efficiency and cost-effectiveness of the logistics support function. This includes the monitoring/follow-up of field logistics systems to ensure that IRC standard policies and procedures are adhered to and donor compliance maintained. This is an excellent opportunity for a recent graduate to operationalize their classroom learning in a challenging environment, with sufficient space for innovation. This is a six to 12 month assignment.
RESPONSIBILITIES:
•Assessing logistics and operational support needs in light of the growing program in Karamoja
•Putting in place systems aiming at efficient, cost-effective and compliant operations support to the programs in the field and satellite offices.
•Make an assessment of the IRC office and guesthouse premises resulting in action plans and budgets for improvement of the working and living environments
•To provide logistics support in managing procurement processes, asset management and transport and providing training to operations staff. At all times seeking to raise the efficiency of operations systems and increase their cost-effectiveness.
REQUIREMENTS:
•Current or recent graduate student in Businss or other related field with knowledge and experience in operations or logistics.
•Strong organizational skills; the ability to organize complex tasks within set deadlines in unpredictable settings.
•Excellent communication, diplomacy, and teamwork skills; the ability to work closely with colleagues in other locations.

WORK ENVIRNOMENT:
The position is based in the Moroto Field Office, in north eastern sub-region of Karamoja. Security in town is generally acceptable but requires heightened monitoring and awareness. Travel within the Sub-Region and between the three offices is strictly controlled due to security concerns related to cattle raiding and inter/intra-ethnic clashes.
Volunteers are provided with a modest monthly stipend, travel expenses, health insurance and shared housing.

•Stay abreast of best practices and emerging learning in the four themes of the IRC’s new strategic plan
•Ensure that grants are implemented in compliance with the IRC and relevant donor regulations, including maintenance of updated grant files and organization and follow up of regular grant meetings
•Organize regular budget management meetings with sector coordinators to ensure strong financial management
•Develop a communication and visibility strategy and support preparation of materials for internal use within the IRC
Partnership Responsibilities
•Ensure that partnerships with the government, civil society and private sector actors reflect the IRC’s strategic objectives and the local context
•Ensure that partnership and sub-grant related administrative processes and procedures are standardized and consistently implemented throughout the program, including pre-award compliance checks, agreements, disbursements, reporting and partner capacity-building
•Support program staff in assessing partnership opportunities and ensuring that partners receive appropriate capacity-building support in relation to their needs.
Requirements
•Masters in international affairs or related subject
•At least 3 years of international experience; experience in Africa would be an advantage
•Previous successful experience developing projects and writing proposals for public donors
•Excellent research and English writing skills
•Strong design and computer skills would be an advantage
Specific Security and Housing Situation :
The security situation in Kampala and northern Uganda is calm with non-violent petty street crime being the most significant threat. In Karamoja there are isolated security threats related to inter-clan conflicts and banditry. The IRC will provide the Grants and Partnership manager with shared housing, which is located a walking distance from the IRC’s office. This is a two year unaccompanied posting.

Since 2004 War Child Holland (WCH) has been working in Northern Uganda and currently operates in Acholi, Lango and Karamoja (Abim) with a country office in Kampala. The programme aims at improving psycho-social well being of children and youth in former war and/or conflict zones, through education, child protection and psychosocial support interventions, to this end War Child seeks to empower children and youth and promote a supportive and protective environment.
The job
The main and overall roles of the Program Development Advisor: Child Protection and Participation (PDA-CPP): to advise on content development and the quality of child protection programming within WCH Uganda; build the capacity of WCH and partner staff to deliver quality child protection activities; ensure that child participation and child rights are mainstreamed throughout the organisation in Uganda. The organisation has the objective to nationalise this position eventually.
The PDA-CPP reports to the Programme Development Manager (PDM) and is part of the Programme Development Unit.
Responsibilities
Technical Advice and Support
• Provides technical support and (proactive) advice on implementation of existing child protection projects & activities and on the development of new content;
• Provides technical support and advice to ensure implementation of existing case management minimum standards and guidelines; and monitoring and analysis of case management data;
• Assists with monitoring program implementation and measure program effectiveness;
• Supports the harmonization of child protection activities and methodologies throughout the organisation and promotes a child rights based approach to all programming;
• Technical focal point for monitoring and implementation of the Child Safety Policy;
• Contributes to proposal development and report writing in relation to child protection, participation and child rights based projects.
Tool Development
• Takes the lead in developing (and review) of required materials, tools, approaches, methodologies etc. to achieve children protection project and strategic objectives;
• Leads and facilitates a process of developing a strategy to mainstream child participation in the organisation;
• Supports the development and application of tools and formats for planning, monitoring and evaluation.
Coaching and Capacity Building
• Assess and proactively advise PDM on staff and partner organisations training needs in child protection, participation and child rights;
• Provide training of trainers, on-the-job training, coaching and support to WCH and partner staff;
• Review and coordinate the delivery of child safety training for staff and partners;
• Train and coach a national PDA on Child Protection and Participation.
Representation and Networking
• Represent WCH in relevant meetings and coordination platforms;
• Liaise with professional counterparts of (inter)national organisations and government ministries.
Profile
• A relevant BSc and Masters in social work, development, psychology, child protection or other relevant field. Or extensive relevant work experience in lieu of graduate degree;
• Minimum three-years of relevant experience in a similar position within an (I)NGO in a post conflict setting;
• Extensive experience of training and capacity building junior, senior staff and partner organisations;
• Proven technical knowledge and experience of community based child protection programming
• Strong advisory and coaching skills;
• Proactive, creative, able to think of innovative and/or alternative solutions;

Background
The Peace Building Fund (PBF) is a global fund designed to support several country situations that is countries emerging from conflict. Specifically the support is aimed at but not limited to, 1- Responding to imminent threats to the peace process and initiatives that support peace agreements and political dialogue; 2 - Building or strengthening national capacities to promote coexistence and peaceful resolution of conflict; and 3 - Stimulating the economic revitalization to general peace dividends.
In 2010 the PBF allocated funds to Uganda for Northern Uganda specifically the Acholi sub region (7 districts of Kitgum, Gulu, Lamwo, Amuru, Pader, Nwoya, and Agago). Three United Nations (UN) Joint programmes (JP1, JP2 and JP3) were formulated to roll out the interventions of the PBF for the districts of Acholi sub region. JP1: UN Joint Programme on Peace Building through Justice for all and Human Rights, JP2: UN Joint Programme on Peace building and enhancing protection, JP3: UN Joint Programme on Livelihoods and Local Economic Recovery.

JP1 is implemented jointly by Office of the High Commissioner for Human Rights (OHCHR), United Nations Development Programme (UNDP), United Nations Population Fund (UNFPA), and United Nations Children’s Fund (UNICEF); JP2 is implemented jointly by UNICEF and UNFPA; and JP3 is implemented jointly by International Organization for Migration (IOM), World Food Programme (WFP), United Nations Capital Development Fund (UNCDF), Food and Agriculture Organization (FAO) and UNDP as the lead agency.

UNDP has identified Enterprise Uganda as the potential implementation partner for its component in JP3. OHCHR will work with the Uganda Human Rights Commission and selected NGOs in rolling out its components in JP1. OHCHR will work closely with UNDP in the implementation of its components in JP1.   The main objective for JP1 is to ensure that human rights, children’s rights, legal rights of returnees to land and women’s rights are respected, promoted and fulfilled, and that vulnerable population has access to formal and informal justice.  

The main objective of JP3 is to address the principal challenges related to agricultural productivity, market access, employment and income for youth in a predominantly agricultural economy, including support to allow vulnerable ex-combatants and female-headed IDP and returnee households to participate.  The monitoring and evaluation of PBF programmes will adopt a results and evidence-based management approach to monitor progress and evaluate outcomes. UNDP in collaboration with OHCHR wishes to recruit a highly competent M&E Expert to support in the monitoring and evaluation of the PBF programmes (JP1 and JP3).

Duties and Responsibilities
Under the overall guidance of the Country Director and the direct supervision by the PBF Joint Programmes Officer, the M&E Expert will provide support in the monitoring of the implementation of the PBF programmes (JP1 and JP3). Specifically the M&E Expert will:
Provide support in the monitoring and evaluation of the PBF programmes.
Develop M&E matrixes for monitoring the PBF programmes implementation.
Develop results-oriented monitoring and evaluation skills training plan for the PBF Programmes, organize and undertake training of key stakeholders in M&E skills including the Implementing agencies
Prepare quarterly PBF Programmes updates to RCO and report against respective indicators annually
Liaise with the RCO and compose an overall progress report on the basis of the annual review of indicators and the compiled PBF programmes reports for review by the Uganda PBF Steering Committee
Participate in the planning, preparation and management of the PBF Programmes evaluations
Promote evaluation standards, quality assurance and control in the PBF Programmes
Coordinate specific evaluation missions for the PBF Programmes including the midterm review that is scheduled for 2011, the outcome-level evaluation that will be undertaken after 12 months of implementation in addition to assessment or time-series impact of the PBF programmes interventions on community/stakeholder perceptions.
Provide technical feedback on evaluations.
Provide guidance on UN evaluation policies, procedures and practices to PBF programmes managers/officers.
Provision of the technical advice during the implementation of the PBF programmes specifically in the refining of the programme indicators and baselines to facilitate the evaluation at the later stages.
Preparation of analytical documents on areas evaluated, effectiveness and impact of PBF Programmes.
Participate as a key resource person/focal point in conducting the endline survey of the PBF programmes to establish impact of the programme activities.
Identification and formulation of evaluation findings, lessons learned and recommendations to be integrated into broader knowledge management efforts by the UN, disseminated in learning events and channeled into decision-making processes.
Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy.
Collaboration and coordination with other UN agencies participating in the PBF Programmes, Implementing partners, NGOs that are participating in the PBF on monitoring and evaluation issues.
Follow up on implementation of evaluation recommendations of the PBF programmes.
 Impacts of Results:
The key results have an impact on the overall achievement of the PBF Joint Programmes (JP1, JP2 and JP3) objectives by delivering the interventions for Acholiland in an efficient and effective way. Some of the specific results will include, refined PBF Programmes indicators and baselines, calendar for M&E activities, results and evidence-based reports against respective indicators, Midterm review of the PBF Programmes, Outcome-level evaluation of the PBF programmes, Endline survey of the PBF programmes to establish impact of the programme activities, and M&E skills training programme developed and implemented.
