Job Title: Director of Finance, Administration and Grants

Job Description

Management Sciences for Health (MSH) is an international non-profit, public health organisation with headquarters in USA, whose purpose is to strengthen health programs worldwide. MSH Uganda is currently running a number of USAID and other donor funded projects including SURE and STAR E, both in Kampala and other parts of the country.

STAR E is a 5-year USAID supported District Based HIV/TB Project focusing on the prevention, care, and treatment of HIV/TB in health facilities and communities, headquartered in Mbale but with activities in Budaka, Bududa, Bukwo, Busia, Butaleja, Kapchorwa, Pallisa, Bulambuli, Kween, Kibuku and Sironko districts.

SURE (Securing Ugandans’ Right to Essential Medicines) will ensure that the population of Uganda has access to adequate quantities of good quality essential medicines and health supplies (EMHS) by strengthening the national essential medicines and health commodities supply system.

MSH now invites applications from suitably qualified candidates for the     following positions in STAR E and SURE Projects;

OVERALL RESPONSIBILITIES:
The Director of Finance, Administration and Grants is responsible for overseeing the administrative and financial management and accountability requirement of the STAR E Project in Eastern Uganda. S/he oversees budget preparation and monitoring; financial management and reporting; accounting; human resources; procurement; transportation; IT and communications; legal; office management and security; and all other administrative and operational functions of the project.     Her/his responsibilities extend to the oversight of all partners and sub grantees under the project. The Director Finance, Administration &Grants safeguards the assets (financial and physical) of MSH and other donors against fraud, loss or misuse. The position directly reports to the Chief of Party.

•    Collaborates with the Chief of Party in assuring that all technical activities under the project are implemented in a timely and effective manner and in compliance with the terms of the project contract.
•    Ensures the project functions efficiently in all financial, administrative and operational matters. Monitors finance and operations aspects of the project.
•    Provides oversight to all subcontract and grants management issues.
•    Assists the Chief of party with project management including operations, human resources finance management, and team building
•    Provides technical assistance to the institutional capacity building and performance improvement activities of the collaborating partners.
•    Supervises project support staff.
•     Ensures adherence to MSH’s Procurement Integrity standards and procedures in all project activities.

QUALIFICATIONS:
1)    Advanced degree in accounting, finance or management, certification from an accredited higher institution is an added advantage. 2) At least 10 years of financial management experience of large international projects with at least five years at a senior management. 3) Experience with USAID projects. 4) Extensive experience managing public health programs. 5) Knowledge of USAID or other USG assistance policies and procedures. 6) Extensive experience in international development programs in Uganda and other African countries.7) Experience with HIV/AIDS & TB projects preferred.  Excellent planning, management and organizational skills. 9) Proven, effective leadership skills.  Superior ability in developing effective interpersonal relationships, negotiation and conflict management. 10) Fluent in English.

The Departmental Finance Officer (DFO) will work closely with the Head of Office providing complementary support to the DFID Uganda  team. The DFO  will support the Head of Office in the effective management, monitoring and control of resources, through the provision of regular and robust financial information and sound financial advice.

Main tasks
•    Coordinate and prepare detailed budgets for DFID Uganda.
•    Prepare and review regular financial performance reports (internal and external)
•    Liaise with relevant staff in preparation of robust and accurate financial forecasts
•    Assist in financial evaluation of projects to ensure Value for Money is achieved
•    Coordinate all corporate returns and inquiries from the Head quarter.
•    Identify and provide advice on fiduciary risk on both new business activities and routine transactions.
•    Support Advisers and Project Officers in financial management best practice.
•    Coordinate due diligence work with Consultants and Project Officers on both existing and new projects
•    Lead on audit implementation plan for DFID Uganda
•    Carry out spot checks on corporate requirements to ensure that the office is compliant with systems, policies and procedures; quest, imprest, assets and inventories,  and risk register.
•    Lead on Directors’ Statement of Assurance Process
•    Conduct necessary trainings for DFID staff and implementing partners

Qualifications, Skills and Experience:
•    Business degree with a bias in Accounting and/or Finance
•    Professional qualification in accounting
•    5 years work experience in Resource Accounting, Budgeting and Financial Management at Management level.
•    Experience and understanding of development issues is a considerable advantage
•    Excellent reporting skills with a thorough command of English

Overall Responsibility:
In collaboration with the Pharmaceutical Field Coordinator, the Assistant Pharmaceutical Field Coordinator provides support to a number of districts under SURE for planning, implementing, and monitoring pharmaceutical management interventions in the assigned districts.

•    Works closely with district health management teams to ensure that all SURE technical assistance, capacity building and pharmaceutical information system activities are adequately implemented; and that results are adequately documented.
•    Works closely with HSD Medicines Management Supervisors to ensure that all lower level facilities (HC II and HC III) within a health sub district are supervised regularly.
•    Ensures that performance assessment is done during supervision visits and facility improvement plans are developed and implemented.
•    Assists in assessing, analyzing and reporting on the pharmaceutical situation in the district and Health Sub District.

Qualifications
1)    Pharmacist, Pharmacy Technician, or degree in a health area with demonstrated experience in supply chain management 2) At least 3 years work experience in health commodities supply chain. 3) Experience in supervision and performance monitoring of health facilities in health commodities logistics management 4) Knowledge and comprehensive understanding of the Uganda public health system. 5) Demonstrated ability to collaborate with other stakeholders in developing creative and strategic solutions to achieve common goals. 6) Willingness to be flexible and adapt to changing priorities and shifting deadlines. 7) Strong organizational, administrative, interpersonal and communications skills.  Strong teamwork and team-building skills 9) Demonstrated computer skills, including knowledge of Windows, Microsoft Word, Excel and Power Point. 11) Ability and willingness to travel extensively in the assigned region.
