Purpose of the job
The Chief Finance Officer is a member of the Senior Management Team of PEARL Microfinance Ltd and is responsible for all long-range financial matters and establishment of company-wide financial, accounting and administrative objectives, policies, procedures, and practices that ensure that the company’s financial structure continuously remains sound with minimum risk and maximum efficiency at all times. S/he shares responsibility for overall business performance and provides timely, accurate and reliable information for decision-making.
Main responsibilities
• Take a leading role in annual budgeting process, developing and managing systems of internal planning and control and production of monthly management reports;
• Ensure preparation of accurate and timely periodic statements,monthly reconciliation of balance sheet items, tax planning, general ledger management and maintenance of a proper payments system
• Prepare, examine and analyze financial statements of the company, and other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards;
• Assess and implement improvements in the company’s accounting and management information system. Update tables of accounts, and assign entries to proper accounts,
• Develop, implement, modify, and document record keeping and accounting systems, making use of current computer technology;
• Prepare and file annual tax returns, ensuring compliance with payment, reporting and other tax requirements;
• Examine the corporate expenditure structure and suggest areas where cost reduction can be made without affecting operations adversely;
• Ensure that all legally mandated reports, including the annual financial statements,annual reports, monthl financial re-ports, business activity reports, financial position forecasts,annual budgets, and/or reports required byregulatory agencies, are produced on time and are following international accounting standards;
• Approving payments up to authorised limits;
• Develop, implement and review finance policies and procedures including the accounting manual and ensuring that they are complied with;

Prepare and continuously update the accounting and treasury manuals. Prepare forms and manuals for accounting and bookkeeping personnel, and direct their work activities;
• Financial analysis and short, medium and long term financial planning;
• Ensuring good internal liquidity management and sufficient fund management;
• Provide effective support to fundraising of operational and loan funds;
• Structuring and managing the performance of staff in the finance department, training, coaching ,mentoring and ensuring effective utilisation of staff;
• Develop and maintain relationships with banking, insurance, and non-organizational accounting personnel in order to facilitate financial activities;
• Review all agreements concerning financial obligations,such as contract for products or services and other actions requiring a commitment of financial resources;
• Any other duties as may be assigned .
Minimum requirements
• Degree in accounting, business administration, commerce or equivalent or comparable qualification. A Masters degree will be an added advantage;
• A professional accounting or finance qualification like ACCA, CPA, CPA is a mandatory requirement;
• At least 3 years of professional experience working in a similar position in a banking or financial institution or 5-8 years of increasingly responsible experience in financial management capacities within a
• Thorough understanding of operational risk of a financial in stitution;
• Proficient in MS Office suite,good understanding of IT issues and the role and possibilities of IT in financial management,familiarity with implementing and working with complex integrated management information and accounting systems (including database management);
• Evidence of effective leadership of employees and service providers;

SENIOR ECONOMIC DEVELOPMENT ADVISOR – ( 1 POSITION -KAMPALA)

The Senior Economic Development Advisor will provide highly quantitative analytical and program design support to economic and agricultural activities under Mercy Corps programming inUgandaand in other country programs in the region, and contribute to proposal development. InUganda, programming will often take place in transitional contexts in which both recovery and development approaches will be warranted. The Senior Economic Development Advisor will also work to build the economic capacity of staff to better address and improve the economic future and quality of life of its beneficiaries (clients). Based on value chain and other economic analyses the Senior Economic Development Advisor will work with staff to effectively link government, business and non-governmental sectors into a collective partnership that will create better conditions for economic growth. The ability of the Senior Economic Development Advisor to push forward market-driven approaches in all stages of programming will be a success factor.

  •     An M.S. in economics/economic development, an, MBA, or equivalent in a related field.
  • Intimate knowledge ofUganda’s economy and business environment, particularly in the context of rural development and local economic development;

  • Experience in facilitating training and / or participatory workshops;
  • Proven representational skills that showcase the optimistic and problem-solving nature of the organization and ultimately builds solid, positive relations.
  • Able to travel extensively to field for two week durations
  • Experience working with business development programs
  • Excellent spoken and written English. This position requires a high level of professional writing skill, with frequent composition of publishable reports to guide programmatic designs.
  • Business / private sector experience is a plus.
  • Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.

The East African SusWatch (EA SusWatch) is a network of NGOs from Kenya, Uganda and Tanzania spearheaded by Uganda Coalition for Sustainable Development (UCSD), Sustainable Environmental Development Watch Network (SusWatch Kenya), and Tanzania Coalition for Sustainable Development (TCSD). EA SusWatch Regional’s Secretariat is hosted by UCSD in Kampala, Uganda. The Mission of EA SusWatch is to catalyze and mobilize civil society in Eastern African to exert accountability from governments and international development institutions to achieve a socially and environmentally sustainable world.

The mandate of EA SusWatch is “monitoring and advocating for the effective implementation of national and regional obligations to International agreements and other arrangements for sustainable development in Eastern Africa”.

 With support from Government of Sweden, the East African SusWatch Network is set to implement the Lake Victoria Environment Management Project (LVEMP II) Civil Society Watch project – a three-year project. Therefore, EA SusWatch seeks to recruit suitable Ugandan professionals with a passion to work with communities to reduce poverty in the Lake Victoria region, to fill in the following positions tenable for three years renewable subject to availability of funds and satisfactory performance

The National Coordinator (NC) will be answerable to the National Executive Committee and will be

responsible for supervising the Accounts Assistant (AA). The NC will be the principal person responsible for the supervision of technical delivery of the project at the national level. S/He will be expected to develop, promote and facilitate a smooth working relationship between the national level actors (including network members), the Regional Implementation Team.



S/He will therefore need to be a good team player and consensus builder. The NC will be responsible for the supervision of project consultants from a technical perspective.



The broad terms of reference for the NC include:

    Implementation of national activities  as per the Project’s agreed workplans
    Link the National level actors (including communities and citizen groups  in the LVB) with the Regional Lead Agency and other actors
    Responsible for membership growth and servicing
    Regular monitoring visits to the LVB project sites and members within the LVB
    Liaison and building  alliances with similar-minded networks and LVEMP II implementing institutions (Government agencies, Local Governments, CSOs, media, etc) in the LVB.
    Facilitate functional EA SusWatch Network Thematic groups at the national level
    Contribute to the design  &  production of  Information, Communication and Advocacy materials
    Participate in EA SusWatch Regional  Implementation  & planning  meetings
    Provide overall administrative  &  logistical support in strategic  &  program planning, implementation, monitoring  &  evaluation at the national level
    Preparation of Quarterly and Annual Reports to the Regional Secretariat and national Executive / Steering Committee & network members.
    Represent EA SusWatch Network at various fora at the national and regional levels.
    Overseeing the Accounts Assistant, commissioned consultants and any other project staff at the NFP Secretariat.
    Identify issues that can be taken up in future as EA SusWatch’s future work
    Mobilizing more resources for continued work of the EA SusWatch Network

Competencies

    A first degree in development related studies, sociology, political science, economics, environment, or related fields plus at least 5 years experience in an advocacy and lobby setting within the LVB.
    A Master’s degree is an added advantage
    Knowledge and previous working experience in livelihood, poverty reduction or (sustainable) development – oriented advocacy work within the lake Victoria basin or East Africa being an added advantage
    Well developed skills and demonstrated experience in research and / or participatory methods (social data collection), analyzing and synthesizing policy recommendations (logically and clearly), advocacy strategies and report writing.
    Excellent communication skills (verbal &written) in English. A working knowledge of Kiswahili is an added advantage.
    Proven negotiation and brokerage skills
    Excellent computer skills (including use of social media)

Job Purpose:

Under the direct supervision of the Head of Sub Office, the incumbent will be responsible for the Logistics activities in Moroto and adjoining field offices of Kotido, Kaabong & Nakapiripirit and will be required to undertake the following;



Duties and Responsibilities:

    Define strategy within the WFP policies and procedures and ensure effective integration of transport operations; including organising, leading and participating in Logistics Cluster interagency meetings;
    Provide leadership in specific technical areas of competence, i.e. freight forwarding, rail transport, fleet management, etc;
    Prepare Logistics work plan;
    Manage logistics operations including all logistics assets in order to ensure timely and cost effective delivery of WFP cargo;
    Responsible for all the operational transport matters arising in the region in accordance with the corporate standards, i.e. arrange for transport related contracts including agency agreements, implement and administer air operations;
    Gather market intelligence through market research and networking to improve the knowledge basis in WFP;
    Ensure effective landside, transport, storage and handling (LTSH) management including project budgetary review and regular LTSH reviews; Prepare the reports for the CCTI;
    Contribute to project documents, including LTSH computation and other budgetary issues with special attention for Special Operations;
    Identify, mobilise resources, implement and report on special logistics operations;
    Ensure that risk analysis/management and emergency logistics preparedness is timely undertaken and adequately reflected in the Contingency plan. Periodically monitor the management of risks and report on any actions taken;
    Ensure that Logistics Capacity Assessment (LCA) are carried out in a timely manner;
    Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are regularly maintained;
    Advise on logistics management and structures and staffing levels;
    Supervise staff and ensure that all staff are adequately trained in order to achieve high working standards; Develop comprehensive training programs as required;
    In collaboration with other WFP Offices plan and maintain the commodity pipeline and advise on any needs for commodity reallocation;
    Responsible for the management of the WFP warehouse; ensure that WFP standard systems are properly maintained at warehouses;
    Ensure effective food commodity and non food items (NFI) management; Monitor the quantity of food commodities and NFIs stored, carry out regular commodity physical random checks/inventory of the warehouse and produce regular stocks reports; Ensure that WFP standard waybills are dully filled;
    Perform other related duties as required;



Essential Qualifications and Experience:

    A University degree in business administration, engineering, computer science, statistics, economics (preferably transport economics), quality assurance, technical, statistics or management obtained from a recognized institution;
    At least one (1) year of postgraduate professional experience in one or more of the transportation and ancillary sectors: port operations, shipping, clearing and forwarding, air operations, large scale road/rail transport and distribution management gained from a reputable organization;
    Experience in  transport tracking system is desirable;
    Good knowledge and skills in using MS Office applications;
    Excellent command of English is vital;
