Job Description

Background:

War Child Canada (WCC), a registered Canadian charity based in Toronto, Canada that provides humanitarian assistance to children and families affected by war, is currently looking for a qualified individual to fill the position of Country Director, Uganda. Founded in 1999, War Child Canada is dedicated to providing urgently needed humanitarian assistance to war-affected children and families. Working cooperatively with local partners and communities, War Child’s international projects strive to ease human suffering and to create opportunities in conflict and post-conflict communities through targeted capacity-building in the areas of education, livelihoods and access to justice. WCC is currently working in seven countries: Afghanistan, DRC, Ethiopia, Haiti, Sierra Leone, Sudan and Northern Uganda.

Context:

War Child Canada has been present in Northern Uganda since 2005 implementing the “Access to Justice Program for Women and Child Survivors of Sexual and Gender Based Violence”. Through this program WCC seeks to enable women and children survivors to access formal and informal justice systems as well as to address the prevalence of perpetrators’ impunity. The program employs a three pronged approach to address the key issues through: awareness raising through educating women and children and their communities; capacity building of local government officers and actors within the legal and justice systems about women’s and children’s rights, and legal intervention through providing direct legal aid services to survivors of SGBV in need of protection.

War Child Canada operates through two departments: the Outreach Department and the Legal Protection Department. The Outreach Department is responsible for planning and undertaking prevention activities such as mass awareness campaigns and trainings. Outreach fills an education and communication gap to provide awareness of SGBV, particularly concerning legislation and support services from referral networks that exists. The legal department is charged with providing direct legal intervention to survivors of Sexual and Gender-Based Violence using a team of WCC lawyers in order to seek and obtain legal justice on behalf of victims.

Position summary:

WCC’s Country Director will be based in Kampala with regular travel to Gulu, Kitgum, Pader and Lira, as required, reporting to WCC’s Director of International Programs in Toronto. The Country Director has overall responsibility for leading and managing the WCC country program and operations. The Country Director will establish a country strategic plan until 2015 and ensure that WCC programs and operations are consistent with the strategy. Additionally, the Country Director will ensure that the program is effectively implemented, monitored and evaluated, seeking opportunities for fund development and representation among key networks in Kampala to ensure the sustainability of the program.

Duties:

Management and oversight of War Child Canada’s country program – Time: 25%

• Overall and final responsibility for the supervision and management of the Uganda country program • Provide support and direction for implementation and follow-up of workplans and logframes for all project activities • Responsible for providing overall oversight for the monitoring and evaluation of projects. • Overall responsibility for budget and financial management of project • Oversee the fulfillment and contractual obligations of all narrative and financial reporting requirements • Oversee the development and management of a Country Strategic Plan, in close collaboration with HQ and field staff • Produce annual plans and reports • Any other duties as required

Financial Management – Time: 15%

• Overall responsibility for in-country financial management, including reporting to headquarters • Maintain efficient financial controls, accountability standards, procedures and records • Prepare budget and monitor budget-spending; take appropriate action concerning budget/spending deficiencies or surpluses

Maintain network of contacts and representation – Time: 15%

• Extensive collaboration and consultation with local and central authorities, INGOs, national NGOs and local communities • Ensure appropriate communications, information exchange and sharing with local partners and with headquarters • Share project ‘lessons learned’, support communication activities, field visits, etc • Represent WCC in meetings and coordination platforms in Kampala and Gulu

Security and Logistics Management – Time: 10%

Job Description: 1.0 Background:
The Government of Uganda (GoU) represented by the Ministry of Energy and Mineral Development (MEMD) as the procurement entity and Uganda Electricity Generation Company Limited (UEGCL) as the entity in-charge of monitoring the project implementation, is embarking on a project to construct the Karuma Hydro Power Plant.
The plant will be located on the Victoria Nile, at the present location of the Karuma Falls. The site is located approximately 110 Kilometres by road, northeast of Masindi and approximately 70 kilometres, by road, south of Gulu a 4 hours drive from Kampala City on the Gulu Highway. The Karuma hydro power plant will be of 600MW capacity built underground outside the Murchison Falls National Park with a 9Km tail race tunnel running through the national park.
The Ministry through a Consultant carried out and completed the full feasibility study, ESIA and RAP as part of the first phase of the project. In the second phase, the same Consultant will perform supervisory services (Client’s Supervisor dealing with Project Construction).
The Government of Uganda is in the process of procuring an EPC contractor who is expected to commence the construction works early 2012 and another consultant will be separately engaged/procured to implement the RAP exercise. The evacuation lines will be built under a separate contract managed by Uganda Electricity Transmission Company Limited (UETCL) comprising of a 400KV Karuma -Kawanda transmission line and a 132 KV line from Karuma to Lira.
In order to effectively and efficiently implement the above project, The Government of Uganda intends to engage a Project Manager (PM) to provide management services in order to advise and assist The Government of Uganda, the owner of the Project and UEGCL, the implementing Agency, monitor the project implementation activities by both the Consultants and the Contractors and liaise with UETCL to ensure timely completion of the evacuation transmission lines.
The PM shall monitor the Consultant’s and Contractors’ Management, Coordination and Control of Engineering and Construction of the Project and advise UEGCL, UETCL and Government on any required actions to ensure compliance with the agreed responsibilities / risk undertakings in accordance with the project implementation plan and budget.
The different aspects of the project require a dedicated and routine reporting system to ensure proper implementation right from the start of the project to the end.
It is against this background that, Government of Uganda intends to procure the services of a Project Manager to handle the implementation of Karuma Hydro Power Project and shall be fully based at the Karuma Project site.
Preferred Skills: Minimum Person Specifications:
Basic Qualification Required:
• The applicants should have an engineering background with a BSc. (Hons) in any of the following fields: Civil Engineering and Construction Management, from a reputable and recognized University;
• A Masters Degree in the related field;
• Post Graduate qualification in Project Management and Monitoring.
• Proof of Membership to a professional body will be an added advantage.
Experience Required:
• The applicants must have at least Ten (10) years of relevant professional experience in hydro power plants construction.
• The applicant must have managed a similar project of the same magnitude in size (at least 250MW) and cost (at least US$ 0.7 b) in the last ten (10) years. The applicant with this experience in a developing country will have an added advantage.
• Experience in tunnelling is a prerequisite.
• The applicants should be between 40-60 years of age.

•In liaison with the program officers, support the District Health Officer and/or designated district health office staff with the District Based Teams (DBTs) in coming up with the monthly / quarterly cash requests
•Disburse funds to the District Health Officer/ designated district health office staff or project- supported activities.
•Ensure timely replenishment of funds to the districts and month end close after review by the Finance Manager and ensure that all requests from the districts rhyme with the district approved budgets
•Participate in monitoring of the implementation of the project funded activities and ensure that they are implemented in line with the agreed upon implementation plan.
•Together with the DBTs, make cash disbursements during program activities/events e.g. Trainings as may be indicated in the project work plan.
•Do the initial coding of all district expenses following the identified program areas in liaison with the responsible Program Officer.
•Prepare monthly activity financial reports.
•Assist the Senior Finance Officer with accurate data entry and ensure that all Accountabilities are properly captured.
•In liaison with the Senior Finance Officer, he / she will track monthly advances to the project staff and district teams

Requirements: Requirement: Knowledge, Skills and Abilities Required:
•University Degree in Business Administration and Accounting or any other relevant degree.
•Part qualification with a Professional Accounting / Audit e.g. CPA, ACCA, ICSA will be an added advantage.
Experience:
Working experience of at least 2 years in a similar position, preferably with a USAID funded agency or non governmental organization. Prospective candidates should have experience working with Local Government partners and have knowledge of their operations. Knowledge of local languages will be an added advantage
