Kampala, Uganda – Looking for a spiritually mature and field tested Country Director to provide overall leadership to Samaritan’s Purse (SP) activities in Uganda, including project development, staff management, and implementation within organizational guidelines. RESPONSIBILITIES:

• Provide overall vision, management and leadership to SP activities in Uganda. • Provide professional representation for SP with government officials, dignitaries, other Non-Governmental Organizations (NGOs), funding agencies, and visitors. • Maintain awareness and communicate legal and cultural requirements and ensure reasonable compliance of SP with the same. • Ensure proper financial accounting and monthly reporting of all funds and financial activity. • Monitor potential and present emergencies and keep SP informed of events, including crisis response options. • Ensure appropriate supervision, support and direction for the effective engagement of all expatriate and national staff in their various assignments. • Serve as director, executive administrator, and primary contact for country field projects. • Monitor program effectiveness and financial accountability, and evaluate ongoing and new activities. • Implement programs within the organizational guidelines of Samaritan’s Purse. • Develop and implement staff reporting structure. • Prepare and submit monthly narrative and programmatic field reports to the Regional Director. • Conduct field assessments, identify needs, design and implement response plans, including project budgets and writing funding proposals. • Develop new programs, identifying and pursuing potential funding and other available resources for ongoing, new, or planned SP projects. • Ensure that stories and photographs are sent to the Regional Director on a regular basis to share with the Communications Department. • Maintain profiles on all field staff, including emergency contact numbers and copies of passports and visas, performance reviews and exit interviews. • Provide job descriptions for expatriate staff and make hiring / firing recommendations to Regional Director and Field Staff Coordinator. • Implement field policies to ensure staff satisfaction, safety and security. • Participate in emergency response and first insertion teams as needed. • . • Assess, manage, and report critical physical, emotional, or spiritual concerns of supervised staff. • Will be responsible to ensure the success, if funded, of USAID Title II Food Program • Responsible to foster donor relationships to secure funding for projects in a variety of sectors. • Is responsible for the overall direction, coordination, and evaluation of this unit. Also directly supervises non-supervisory employees. • Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. • Attend daily morning devotions and participate in prayer support for the ministry, its donors and volunteers. • Maintain a strong Christian witness to colleagues, vendors, charitable beneficiaries, and the general public

QUALIFICATIONS:

• Bachelor’s degree from four-year college or university; or a minimum of 3 to 5 years’ related international work experience; or equivalent combination of education and experience. • Twelve semester hours of approved Bible related training. • Extensive field humanitarian experience in a management role, particularly in Africa. • Ability to travel to field sites to monitor projects. • Excellent planning and organizational skills. • Above average communication skills – both verbal and written. • Works well in a diverse team and a pressured environment. • Flexibility and adaptability. • Ability to communicate and interact well with people of different educational, linguistic, cultural and socio-economic backgrounds. • Strong relational skills and financial management experience preferred. • Proven management and leadership experience. • Diplomacy, negotiating skills. • Cheerful, diplomatic, encourager, concern for the spiritual well-being of the team. • Spiritual maturity; Ability to keep the focus of work on the overall goal of sharing the gospel.

1. Key Responsibilities

Under the guidance of the supervisor, the post holder will be responsible for the following;

• In collaboration with UNICEF and government programme officers, design and manage/facilitate the implementation of data based communication strategies and plans of action aiming at: (1) behaviour change at individual/household levels; (2) social mobilization of civil society organizations; and (3) increased community participation in EPI and polio eradication programmes.

• Monitor, evaluate and report on EPI and polio eradication activities through country specific and globally established reporting / tracking mechanisms. Disseminate reports and communication research findings to UNICEF regional offices and HQ, ensure exchanges of experience and new methods to government officials, EPI and polio eradication programme staff and other UNICEF partners.

• In collaboration with partners, organize/manage the formative research, development, pre-testing and production of culturally relevant communication materials to ensure effective and efficient programme delivery and behaviour change.

• Develop partnerships with various religious groups, traditional leaders, teachers, artists and other organized groups in the community, as well as civil society organizations, to orient them on country programme goals and to solicit their involvement in the implementation of the country programme.

• Develop training materials and activities to build capacity in participatory and behaviour communication at various government levels, in support of programme sustainability.

• Provide technical support to government counterparts in the development and appropriate use of communication for social development, aimed at both individual behaviour change and collective action. 5. Qualifications:

Education: Advanced university degree in the Social Sciences, Sociology, Anthropology, Psychology, Health Education with emphasis on participatory communication, communication planning, social mobilization, participatory research, training and impact evaluation of communication interventions.

Work Experience: Five years of progressively responsible and relevant professional work experience in the planning and management of social development programmes, including two years in developing countries, with practical experience in the adaptation and application of communication planning processes to specific programmes.

Fluency in English

Competencies • Knowledge of current developments the fields of communication theory, motivational psychology, adult learning theory, indigenous media, community organization and participation. • Training in strategic communication planning, behavior analysis, formative research and evaluation of communication interventions. • Proven skills in communication, networking, advocacy and negotiations. • Ability to organize and implement training, including development of curricula and methodologies. • Ability to express clearly and concisely ideas and concepts in written and oral form. • Computer skills, including internet navigation, and various office applications.

Project/Proposal Summary:
 MSI is looking for a Chief of Party (COP) to lead USAID’s 5 year Government, Accountability, Participation and Performance Program (GAPP) program in Uganda. The program will work at both the national and local level to improve efficiency, transparency and accountability in government. The primary objective of the GAPP program is to increase participation, accountability and local governance for effective service delivery. To achieve this goal, GAPP shall focus on three key components: to enhance accountability, improve local government governance, and support CSOs and other non-state actors to increase their voice and demand for improved services.

Position Summary: The Chief of Party selected will lead and manage the program, and serve as the primary point of contact with the donor, national government counterpart agencies and local government authorities, providing support for effective local capacity building. The Chief of Party shall also work closely with Parliament, government ministries, the Accountability Sector.

Responsibilities: • Overall management of the project including supervision of technical and administrative functions, strategic leadership, linking with USAID, and managing all the reporting and M&E requirements of the program; • Supervision of staff performance; • Recruitment and supervision of staff or consultants; • Coordination with USAID and other stakeholders including cultural leaders, donors, civil CSOs, service-oriented NGOs, local government officials as well as officials in line ministries of government; • Preparation of required reports; • Development of M&E strategy and reporting system, and • Overseeing project expenditures and budget.

Qualifications: • Prior experience as Chief of Party on USAID funded projects; • Master’s degree in law, social sciences, International development, public administration or related field required; • At least 10 years of developing country experience in planning and managing similar highly complex democracy and governance programs; • Demonstrated technical expertise in local government or related governance issues such as financial management, service delivery and local government administration and a wide range of technical expertise in the democracy and governance sector; • Experience in the areas of governance, accountability and civil society engagement and capacity building in the developing country context similar to that of Uganda; • Outstanding leadership, strategic planning and management skills, exceptional communication and presentation skills in English; • In depth knowledge of USAID rules and regulations; • Fluency in English required, knowledge of local languages (Swahili, Luganda, Bantu) preferred.
