Activities focus on the implementation of extension systems, on the development of farmer organizations, and on the establishment of efficient market linkages and access to important support services.

For the expansion of the “Building Coffee Farmers’ Alliances in Uganda“ project to Masaka District, Hanns R. Neumann Stiftung Africa wishes to recruit highly motivated and disciplined experts. The positions will be based in the Masaka project area:
Preferred Skills:
Reporting to the Field Operations Manager, you will be responsible for implementing an effective agricultural extension system focusing on improving coffee husbandry at farmer level and coordinating with other field workers of the project and District Authorities. You will also assist smallholder coffee farmers in developing a business approach to farming through the establishment of farmer organizations with the objective of enhancing access to services, value addition and bulk commercialization.

You are an expert in sustainable coffee farming systems, with a minimum of 5 years of experience in extension work in rural locations. You have experience in establishing and working with farmer organizations and have in-depth knowledge of smallholder marketing practices. You should preferably have an agricultural or related field qualification at Degree level and be computer literate. You should possess a valid license to ride a motorbike.

Key Result Areas:

Experience:

Location: Kampala (Uganda), with frequent site visits Duration of the contract: 30 months Probable starting date: as soon as possible Monthly salary package: between 5.299,56 euro and 7.500,22 euro (this includes the gross monthly salary and the expat benefits: hardship allowance and expat allowance). The salary is calculated, depending on the composition of the family and the number of years of relevant experience.

Project:

The education sector in Uganda has experienced a great transformation over the past 15 years. In 1997 the government of Uganda launched the Universal Primary Education strategy. By consequence enrolment in primary education soared. Because of its success (at least in numbers), an equal investment strategy became necessary for secondary education to provide further schooling for the rising number of pupils who finished primary education. The Universal Secondary Education strategy was then put into action in 2007, leading to an instant increase in enrolment figures in secondary education as well. Recognizing the importance of ensuring the quality and relevance of the education that the children receive, providing teachers capable of delivering education of high quality is considered by the Ministry of Education and Sports (MoES) as the single most important input in ensuring the successful delivery of the Universal Post-Primary Education and Training (UPPET) programme. Therefore upon initiative of the Government of Uganda, the Embassy of Belgium in Uganda has agreed to support interventions geared towards the improvement of teacher training provided by the National Teachers Colleges (NTCs), as well as other Colleges responsible for training tutors and lecturers for Business, Technical and Vocational Education and Training (BTVET), including the training of health Tutors.

Objectives:

The Specific objective of the intervention is to provide an improved teaching and practice-oriented learning environment, supported by a strengthened support supervision and visitation (inspections) service, for the most part on four selected colleges. To reach this objective, the project has defined a strategy that addresses four areas: · Strengthening the teacher education system in relation to the colleges in the areas of communication, support supervision and visitation, strategic management and lecturers qualifications; · Strengthening the management capacity of the supported colleges; · Improving the quality of teaching and learning in the supported colleges; · Rehabilitating, extending and equipping the colleges’ facilities.

These objectives will be achieved through capacity building at system (central) level, organizational (colleges) and individual (managers and teachers) level. The project will be executed in co-management.

Function:

The international sector expert (ISE) will support the MoES and the project coordination team (PCT) to follow-up some studies, guide the design and implementation stages of the investments works in the four colleges, develop capacity development activities, and lead the process of evaluation and dissemination of experience. She/he will work and collaborate closely with MoES, the PCT and the International and local consultants and will assume significant coordination responsibilities.

The specific tasks for the ISE include:

· Oversee the infrastructure project activities in close cooperation with the PCT and MoES; · Assist in the identification of key stakeholders for the project; · Maintain close relationships with the MoES and other relevant Ugandan agencies, Ministries and the donor community; · Supervise and guide the contracting of international and local technical consultancy services in close collaboration with the PCT and MoES; · Supervise and guide the contracting of capacity building organisations and other training providers in close collaboration with the PMU; · Provide technical guidance on project methodology and strategy; · Assist the PCT and MoES in the writing of the terms of reference and all related technical specifications required for the execution of the project activities in the area of infrastructure provision and equipment; · Provide an input in terms of innovative approaches and technologies related to capacity-building, awareness-raising and alternative design and construction of infrastructure facilities and their evaluation; · Organise activities to evaluate and capitalise on the lessons learned both for MoES and BTC; · Set up the methodology, the tools, and the assignment of responsibility for the technical site supervision of the rehabilitation and extension works; · Supervise engineers and consultants during the preparation and tendering of contracts for procurement of works, goods and services; · Provide support to the PCT in the management of the project; · Prepare in collaboration with the PC, co-PC and the PCT the Project progress reports; · Coordinate with the PC the preparation of project work plans in cooperation with the PCT; · Organise, coordinate and supervise the implementation of project activities in accordance with the approved project work plans; · Assist the PC and co-PC in their role of supervising the preparation of regular financial reports for the Belgian contribution; · Assist the PC and co-PC in relation to ensuring the timely replenishment of the project account; · Coordinate and facilitate the financial audit for the Belgian contribution; · Contribute to the compilation of the project final report at the end of the project; · Coordinate and network with other national and international partners.

Reporting

The ISE shall assist the PCT in the preparation of periodic progress reports and financial reports. In particular s/he shall assist the PM in preparing: · Consolidated and coordinated quarterly and annual progress reports including recommendations; · Financial reports in accordance with the requirements of BTC and the MEHE; · A Final report summarising the results of the Project including lessons learnt, and providing conclusions and recommendation on how the achievements of the Project can be sustained; · Any other reports as requested by the MEHE, Project Steering Committee (PSC) or BTC.

Profile:

Qualifications: · Degree in civil or architectural engineering.

Experience: · At least 10 years experience in construction and at least 5 years experience in development cooperation projects; · Proven experience in school buildings and capacity building activities is an asset; · Proven knowledge in sustainable projects using energy efficiency principles, alternative technologies and renewable energy production is an asset.

Other: · Knowledge of the local context will be an asset; · English proficiency, both in speaking and writing; · Mature, good communicator and team player; · Able to work under stressful conditions with no objection to working overtime and undertaking field missions.

“The American Embassy is seeking for 5 individuals for the position of Maintenance Helper.”

Note:  All applicants who are not family members of USG employees officially assigned to post and under Chief of Mission authority must be residing in country and have the required work and/or residency permits to be eligible for consideration.

BASIC FUNCTION OF POSITION
Assigned to the Facilities Maintenance under the supervision of a shop foreman performing intermediate basic mechanical and semi-skilled maintenance repairs/labor related tasks.

REQUIRED QUALIFICATIONS
NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1.  Education required:  Completion of elementary school is required.
2.  Work Experience:  Two years of maintenance or construction work experience is required.
3.   Language Requirement:  Level I (Rudimentary) English ability is required.
4.   Knowledge:   Names and uses of maintenance and construction equipment/materials and basic safety requirements are required.
5.  Skills:  Ability to perform basic tasks, manual duties, and proper handling of equipment and materials is required.

SELECTION PROCESS

When equally qualified, US Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference.  Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA

1.  Management will consider nepotism/conflict of interest, budget, and visa status in determining successful candidacy.

2.  Current employees serving a probationary period are not eligible to apply.

3.  Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.

4.   Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their appointment.

5.   Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.

DEFINITIONS

1.  Eligible Family Member (EFM):  An individual related to a US Government employee in one of the following ways:
• Spouse or same-sex domestic partner (as defined in 3 FAM 1610);
• Child, who is unmarried and under 21 years of age or, regardless of age, is incapable of self-support.  The term shall include, in addition to natural offspring, stepchildren and adopted children and those under legal guardianship of the employee or the spouse when such children are expected to be under such legal guardianship until they reach 21 years of age and when dependent upon and normally residing with the guardian;
• Parent (including stepparents and legally adoptive parents) of the employee or of the spouse, when such parent is at least 51 percent dependent on the employee for support;
• Sister or brother (including stepsisters and stepbrothers, or adoptive sisters or brothers) of the employee, or of the spouse, when such sibling is at least 51 percent dependent on the employee for support, unmarried, and under 21 years of age, or regardless of age, incapable of self-support.

2.  US Citizen Eligible Family Member (USEFM):  For purposes of receiving a preference in hiring for a qualified position, an EFM who meets the following criteria:
• US Citizen; and,
• EFM (see above) at least 18 years old; and,
• Listed on the travel orders of a direct-hire Foreign, Civil, or uniformed service member assigned to or stationed abroad with a USG agency that is under COM authority, or at an office of the American Institute in Taiwan; and either:

1. Resides at the sponsoring employee’s or uniformed service member’s post of assignment abroad or at an office of the American Institute in Taiwan; or
2. Resides at an Involuntary Separate Maintenance Allowance (ISMA) location authorized under 3 FAM 3232.2.
3.  Appointment Eligible Family Member (AEFM):  EFM (see above) eligible for a Family Member Appointment for purposes of Mission employment:
• Is a U.S. citizen; and
• Spouse or same-sex domestic partner (as defined in 3 FAM 1610) or a child of the sponsoring employee who is unmarried and at least 18 years old; and
• Is listed on the travel orders or approved Form OF-126, Foreign Service Residence and Dependency Report, of a sponsoring employee, i.e., a direct-hire Foreign Service, Civil Service, or uniformed service member who is permanently assigned to or stationed abroad at a U.S. mission, or at an office of the American Institute in Taiwan (AIT), and who is under chief of mission authority; and
• Is residing at the sponsoring employee’s post of assignment abroad or, as appropriate, office of the American Institute in Taiwan.
• Does not receive a Foreign Service or Civil Service annuity
4.  Member of Household (MOH):  An individual who accompanies a  direct-hire Foreign, Civil, or uniformed service member permanently assigned or stationed at a U.S. Foreign Service post or establishment abroad, or at an office of the American Institute in Taiwan.  An MOH is:
• Not an EFM; and,
• Not on the travel orders of the sponsoring employee; and,
• Has been officially declared by the sponsoring USG employee to the COM as part of his/her household.

A MOH is under COM authority and may include a parent, unmarried partner, other relative or adult child who falls outside the Department’s current legal and statutory definition of family member.  A MOH does not have to be a US Citizen.
4. Not Ordinarily Resident (NOR) – An individual who:
• Is not a citizen of the host country; and,
• Does not ordinarily reside (OR, see below) in the host country; and,
• Is not subject to host country employment and tax laws; and,
• Has a US Social Security Number (SSN).

NOR employees are compensated under a GS or FS salary schedule, not under the LCP.
5. Ordinarily Resident (OR) – A Foreign National or US citizen who:
• Is locally resident; and,
• Has legal, permanent resident status within the host country; and,
• Is subject to host country employment and tax laws.

EFMs without US Social Security Numbers are also OR.  All OR employees, including US citizens, are compensated in accordance with the Local Compensation Plan (LCP).
