Org. Setting and Reporting
This position is located in the Internal Audit Division (IAD) of the Office of Internal Oversight Services. The Auditor reports directly to the Chief Resident Auditor or the auditors in charge (team leaders).
Responsibilities
Incumbents at this level work individually, as team members, or as team leaders. They are responsible for all phases (planning, field work, and reporting) of audits/reviews and for the development of staff working on those assignments.
Within delegated authority, and under the direction of the Chief Resident Auditor, the Auditor will be responsible for the following duties:
Leads audits/special reviews with respect to large and complex operations. Identifies and allocates tasks, coordinates/monitors work, controls audit/assignment resources, consolidates results, etc.
Prepares risk-based audits/reviews. Plans/programmes in accordance with OIOS standards.
Supervises and coaches staff throughout the audit/review with the view to ensuring conformity with OIOS standards in all phases of the audit process.
Empowers and challenges more junior staff to actively participate in the management of the audit/review.
Documents, evaluates and test systems and controls to determine their adequacy and effectiveness, ensuring (i) compliance with policies and procedures, (ii) accomplishment of management's objectives, (iii) reliability and integrity of information, (iv) economical use of resources, and (v) safeguarding of assets.
Prepares working papers for review by Senior Auditor/Chief of Section or the Chief of Service of IAD.
Develops and discusses findings, agrees on recommendations and timelines for corrective action with responsible officer of operations audited, and monitors the implementation status of agreed recommendations.
Drafts audit/assignment reports for Organization-wide consumption, including senior management and the General Assembly.
Prepares presentations, using available technology tools (e.g., PowerPoint).
Makes presentations of audit results to senior management of IAD and senior management of the operation audited.
Monitors the status of audit recommendations.
Appraises adequacy of follow-up action taken on audit findings and recommendations.
Maintains and updates audit programs.
Identifies training needs, develops training programs and materials, and conducts workshops with respect to auditing approaches and techniques.
Evaluates staff performance; performs management review of work performed by assistant auditors, prior to Senior Auditor/Chief of Section review.
Performs other related duties as determined by the Senior Auditor/Chief of Section or Chief of Service.

Education
Advanced university degree (Master's degree or equivalent) in business administration, finance, accounting or related field. Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA), Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), or equivalent is desirable.
Work Experience
A minimum of seven years of progressively responsible professional experience in audit (including supervisory functions), finance, accounting, administration, business administration/analysis, programme/project evaluation and monitoring, statistics, computer science or related area. Experience in auditing, preferably in the public sector , required.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of French or another UN official language is an advantage.

The Head of Office is responsible for leading ICU towards the successful execution of the organization's stated mission through the oversight and management of the strategy, design, implementation, evaluation, and daily functions of all operations in Uganda.
Invisible Children Background:
Invisible Children is a humanitarian organization dedicated to the protection of and increased quality of life for LRA-affected individuals in central Africa. Country Overview:
Invisible Children Uganda (ICU) Ltd. is a registered NGO in Uganda comprised of approximately 95 staff and three offices, with the operations base in Gulu, satellite office in Pader, and regional coordination office in Kampala. ICU Programs focus on improving the quality of life in post-conflict northern Uganda through increased access to quality education and innovative livelihood initiatives.
Reports to: Director of Programs, Central Africa (HQ).
Key Responsibilities:
Ensure that all programs fit into the strategic plan for the organization, fulfilling the broader mission statement and specific program objectives.
Ensure that all programs are properly planned and executed with quality, accountability and measured impact, and that all programs continue to be progressive in nature.
Build and maintain structures that ensure proper segregation of duties between financial systems, general operations, and programs.

Host international donors, visiting delegations and staff from HQ and neighboring country offices.
Value and encourage transparency and the use of media to capture compelling stories in northern Uganda to be shared with IC supporters around the world.
Serve as a spokesperson for Invisible Children Uganda, liaising with local and international media as needed.
Qualifications:
A minimum of 10 years of experience in international development and a demonstrated and sophisticated knowledge of nonprofit management, entrepreneurial leadership and business systems, including the ability to develop and implement successful programs.
A minimum of 3-5 years experience supervising at least 50 staff, both international and national. Overseas field experience required; work experience in a post-conflict environment such as South Sudan, Mozambique, Angola, Liberia or northern Uganda is strongly preferred.
Undergraduate degree is required; an advanced degree in a related field is preferred.
Demonstrated ability in managing complex international operations, including development and monitoring project and operational budgets; proven track record of maximizing project impact under strict budgetary guidelines.
Strong background and experience with fundraising, with an ability to support country programs and regional staff in proposal development.
Proven success in ensuring high-quality program outcomes in a developing country setting.
Ability to interface effectively with headquarter counterparts and regional office leadership.
Excellent organizational, diplomatic, written and oral communication s skills.

POST: HEALTH SYSTEMS STRENGTHENING ADVISOR

RESPONSIBILITIES:

* The Health Systems Strengthening (HSS) Advisor reports to the Project Director on a day-to-day basis and to the IntraHealth Uganda Capacity Program Chief of Party representing IntraHealth.
 * The incumbent is responsible for overseeing implementation of NU-HITES Project Objective 2 Health Systems Strengthening, in collaboration with other staff and partner organizations.
 * H/she provides leadership on the project in developing strategies and implementation plans for meeting the HSS sub-objectives and oversees the activities that are designed to meet the sub-objectives.
 * H/she plays a key role in assuring that the specific deliverables assigned to IntraHealth on the project are achieved, with particular focus on strengthening systems for effective and sustainable delivery of quality health services.

* Up to date, accurate and complete financial records and other reports for the Project prepared.
 * Accountability for financial resources maintained;

 * Conducting analyses of financial data to inform project management as required
 * Handling other financial duties as may be required by the Finance and Administration Manager.
