Roles
  • Review the USF M& E framework
  • Supervise the Hygiene and Sanitation Situational Analysis Study
  • Develop data collection tool ensuring reporting of progress of the USF programme implementation at both the EA and Su-Grantee levels.
  • Build capacity for data management at all levels.
  • Facilitate preparation and presentation of monitoring reports at Sub-Grantee and at EA levels 
  • Any duty assigned
Management
The M&E Specialist will report to the programme Manager Uganda Sanitation Fund, who will be responsible  for supervising the assignment.

Time frame
The M&E Specialist shall work on part time basis on dates to be agreed upon in keeping with overall programme workplan

Qualification and Experience
Advanced degree in Statistics. IT or any social sciences. Training in programme management/monitoring and evaluation and over fives years work experience in programme/project monitoring and evaluation is essential;

Job Title: Technical Advisor, Monitoring and Evaluation Specialist

Roles
Working uder the direction and supervison of the assitant commissioner-environmental health division to:
  • Support the programme manager in the technical and management aspects of the programme 
  • plan ans participate in detailed needs and capacity assessment in each of the 16 selected targets districts- to take the lead in the preparation of summary reports detailing findings and recommendations.
  • On a day to day basis , act as a liaison between EHD, district local governments and other implementing partners.
  • support technical Assistants in the implementation of their activities.
  • Monitor USF programme implementation by sub-grantees,
  • Any other duties assigned. 

Management.
Technical advisor will report to the Programme manager Uganda Sanitation Fund, who will be responsible for supervisong the assignment. on technical aspects, the technical advisor will liase with USF staff of MoH

Duration
The contract period shall not exceed 2 years.

Qualification and experience
Advanced University degree level in public health, social science, civil or public health engineering and or sanitation engineering .
Training in Sanitation, hygience, international development and social development.
Over 10 years experience in sanitaion and hygiene
Experience in programme monitoring and evaluation.
Knowledge and experience of local government systems and planning process
