Purpose of the job

Reporting to the Programme Coordinator, the Financial Administrator is to arrange and maintain the financial and administration aspects of the Project office in such a way that the financial Project plans & Project budgeting, accounting, support and administrative services for the running of the Project and Project office are efficient and effective according to the set Oxfam standards and procedures.



Main tasks

Contribute to and advise the Internet Now! Programme Coordinator on how to implement effective financial and administrative systems and procedures including control mechanisms. To ensure that relevant policy and procedures documents are applied accurately, reviewed regularly and kept up to date;
Periodically monitor Project spending of the 4 Project partners and performance of the Project office and revise where needed the (financial) planning in cooperation with the Internet Now! Programme Coordinator. To record this in the management information systems. In cooperation with the Internet Now! Programme Coordinator, prepare the reports for the Coordination Committee;
Arranges the execution of all Project office running costs and processes consultancy fees, salaries invoices, declarations etc in line with on the Project budget;
Carry out the administration of all data on payments and receipts; record all financial mutations. To reconcile bank and cash flow status and maintain contact with the bank regarding financial transactions;
Manage procurement and logistics functions to ensure full compliance and application of standard Oxfam Novib procurement procedures;
Ensure timely compliance with (financial) Project planning & budgeting, reporting and auditing requirements and co-ordinate with

HQ Senior Financial Officer, the Finance Department / Q&C at HQ in The Hague, Financial Support Manager Oxfam CO and in- and external auditors to resolve any relevant issues;


Carry out (un)expected internal financial audits according to the accounting manual;
To review and analyze Oxfam Novib’s Project Office’s compliance with all local laws (e.g. tax registration and labour laws) and all leases. Ensures good record keeping of all contracts concluded by the Project Office;
You have

A recognised accountancy qualification;
A substantial prior accounting experience including budgeting, year-end accounting, provision and development of financial reporting, preferably in a development agency
A high level of initiative and a problem solving approach;
Attention to detail, ability to work under pressure and think and plan ahead;
Good communication and interpersonal skills on various levels: Internet Now! Project staff of the 4 Project partners, Oxfam Country Office in Kampala and Oxfam Novib Head Quarters in The Hague;
Understanding of ethics and codes of practice and IHL/ independence/impartiality, respect for Oxfam values;
An active commitment to promoting gender equity and the interests of marginalised people in all aspects of an organisation’s work;
Fluency in spoken and written English and Luo;
Extensive Microsoft Office experience skills and experience with accounting packages;

You have

Minimal 4 years of experience working in an office environment preferably in a context of development work;

Provide strategic and policy guidance on TASO advocacy programme and the partnerships between TASO and other organizations/bodies.

Academic Qualifications:

DUTIES AND RESPONSIBITIES
Objective

Mentoring, creating a system in place for effective managing of organization with aim of sustainable strategy for CCF/Pader Girls Academy.

Specific task and desirable person

•    Assist CCF and Pader Girls Academy School staff to design and manage integrated programs;

•    Assist Programme Officer (PO) to create tools and guidance to define project development

Work with the POs and Director to review and improve
Performance Management Plans and in general motivate CCF staff and all team players

•    Provide coordination and strategic oversight to the linkages between and among, CCF and Pader Girls Academy activities.

•    Facilitate and support program planning, monitoring, information sharing and coordination; strong relationships with the Pos;

Strengthen accountability within CCF Team in order to be sure that programme activities will achieve their desired results.

•    Seek continually for new opportunities for integration across development sectors – Education, social protection and Governance.

•    Convene and facilitate quarterly project review with all the programme staff, as well conduct senior management meetings

Monitor performance of programmes together with Pos to determine extent of achievement of targets.

Educational Requirements:

•    Honors degree in Social Sciences or equivalent from a recognised University;

Relevant Master’s Degree such Development studies, the social sciences, or, public administration etc.

Related Job Experience / Qualification

Minimum seven (7) years’ experience working with donor agency and/or a development organization, with at least 2 years’ experience supporting development programs in an or resource challenged setting.

•    Technical knowledge of Organization Development, and post conflict rehabilitation especially in Education and livelihood

Demonstrated experience working with communities/local organization, donors, and government.

•    Strong communication, interpersonal writing skills, and ability to motivate team members

Ability to work independently without supervision.

Have a proven track record of successfully working with donors, local governments and community.

•    Oversee the management of procurement

•    Any other duties as assigned by the Executive Director Educational Requirements:

•    Honours degree either in Commerce or Business Administration majoring in Accounting or Finance from a recognised University.

A master’s degree in Business Administration or MSC Finance and Accounting or Professional qualifications such as ACA, ACCA and CPA will be an added advantage Related Job Experience / Qualification:

•    Minimum 5 years of useful working experience at a senior level. ,
