•    A minimum  of three  years experience  in MCH, Water ,Sanitation  and Hygiene  program design , implementation , M&E, research  and policy and  strategy development .
•    Skills in resource mobilization  including  proposal writing ,report writing , networking and  representation .
•    Knowledge in water , hygiene and  sanitation  participatory  methodologies   like PHAST,CLTS, Sanitation  Marketing , Behavior   Change  Communication  and other  related innovative  hygiene and sanitation  approaches .

•    Work with   the  respective   teachers  of every  targeted  school  in carrying out  hygiene activities  in the schools and the community
•    Cultivate  linkage with the  relevant institutions    and  programs   like the ministry  of  Health ,  District Health Service , District  Education   Office, WASH  and Health working groups  at   District level , in accordance to the  WVU policies
•    Participate in the development  of strategies  for long term  or additional interventions  ,including  preparations  of new proposals

•    A  degree  in  Environment Health  and any other  related field

•    Mobilize   mothers of children  0-24  months to attend  MCH  feeding  programs and  conduct follow up  of discharged cases
•    Conduct  pre-distribution  health  talks  and  food  demonstrations  at  MCH feeding  centres
•    Support  VHT’s  to create demand for growth  monitoring and  promotion and work  with health  facilities   to  increase  coverage.

Knowledge ,skills and abilities
•    A Diploma [Degree is an added advantage]  in rural development , social science , development  studies , nutrition or other  related  development  discipline
•    2  years experience   in conducting community  mobilization  training ,and networking with excellent  writing skills
•    Knowledge in behavior change  methodologies  like care groups , Community  Led  Total Sanitation  and /or  other related  innovative  hygiene  and sanitation  approaches

Under the direction of the Director of Human Resources , the Chief Human Resources Services Division is responsible for the management of the Human Resources Services Division which is comprised of five HQ sections (Recruitment, International Personnel, Area Personnel, Complementary Personnel and Appeals & Grievances), and the provision of advice, support and policy development to UNRWA’s Headquarters, Representative Offices, and five field locations in the Middle East (Gaza, West Bank, Syria, Lebanon and Jordan) and its 30,000 plus staff. In accordance with the established Agency policy and procedures, the incumbent will: Primary Duties and Responsibilities ï‚· Manage the Human Resources Services Division, ensuring that comprehensive objectives and work plans are established and met, that resources are efficiently utilized and correct work procedures are followed. Coordinate and supervise reform initiatives being undertaken by the Human Resources Services Division; ï‚· Manage the administration of human resources services including entitlements by providing clarification and advice Agency-wide on the consistent and correct application of Staff Regulations, Rules, Directives and Instructions governing the duties, obligations, immunities and privileges, benefits, welfare and entitlements of the Agency staff;


Directly implement the various human resources services and entitlements in the case of Area Staff in HQ Gaza and Amman and International Staff Agency-wide. Provide support and guidance to the fields as required; supervise the management of Complementary Personnel Agency-wide; Manage international recruitment ensuring that required staffing levels, targets and goals are met, via internal and external searches, and recruitment procedures are followed. Provide advice and oversight on processes and procedures in relation to recruitment, appointment, transfer, performance appraisal and separation of staff and directly implements such actions in case of Area Staff in HQ Gaza and Amman and International Staff Agency-wide; Act as focal point for meetings of the International Staff Association and Area Staff Unions Agency-wide, and focal point for HQ Amman area staff union representatives. Professional Knowledge and Experience ï‚· An advanced university degree in human resource management, public or business administration, or in a related area such as social or behavioral science; ï‚· A minimum of 10 years of progressively responsible experience in human resource management, including a minimum of five years in the UN system, or in international or governmental institutions at a senior supervisory level; ï‚· Extensive experience with recruitment, entitlement and benefit administration, preferably in the UN system; ï‚· Excellent command of written and spoken English. Competencies ï‚· Excellent analytical capabilities; ability to reach objective and reasoned positions and to articulate these clearly and to remain calm and produce results under pressure;

Desirable Qualifications ï‚· Membership, or eligibility for membership, of a registered HRD professional body; ï‚· Familiarity with human resources rules, regulations and policies in the UN is highly desirable; ï‚· Knowledge of the Agency’s operations in the Middle East and Middle Eastern cultures and employment practices; ï‚· Working knowledge of written and spoken Arabic. Equivalency When the minimum requirements are not fully met, the Director of Human Resources may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualification, additional professional training and progressive relevant work experience. NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination. Additional Information The incumbent will be required to travel in the Agency’s area of operations and may occasionally undertake short-term relieving assignments. Conditions of Service UNRWA offers an attractive compensation package including annual salary starting at $86,904 net tax free with dependants or $80,734 single plus post adjustment of 43% (subject to change without notice). Other benefits, subject to eligibility, include education grant, dependency allowance, home leave , pension fund, health insurance and 6 weeks annual leave. All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Initial contract is for one year, with the possibility of further extensions subject to the availability of funds and the continuing need for the post.

Administrative Officer

Job Summary:

Based in Kampala and reporting to the Programme Officer, the Administrative Officer will provide support in financial management, procurement and administration in respect to the Country Office.

Specific Responsibilities:

Overall office management: maintain stationery, cleaning services, security services, arrange for repair and maintenance of office equipment, receive, store and maintain inventory of office supplies and equipment
Key in the daily financial transactions into the computerised accounting system for Uganda office and assist in the production of the monthly financial reports rural development programme
Prepare the monthly payroll or any other payment schedule as necessary for SCC Uganda office employees
Prepare and make submission of the statutory monthly deductions and returns to the relevant bodies or authorities
Process approved requisitions, prepare purchase orders and send copies to vendors
Maintain and keep records of the petty cash
Prepare monthly bank reconciliations reports
Ensure preparation of the payroll and monthly payslips indicating the gross salaries, deductions, claims any allowance, net pay and leave accumulation
Receives and file incoming letters, documents and maintain files and records
Provide administrative support in preparation for meetings, and other events, including compiling, and distributing materials and maintaining files.
Ensure remittance of statutory deductions to the relevant authorities in a timely manner.
Review requisitions orders to ensure accuracy and correct line item specifications.
Conduct regular review of vendor’s accreditation to ensure getting the most effective supplies by comparing the contractual and bid price with prevailing competitive prices.
Ensure timely preparation and coordination of guest accommodations and travel arrangements with help of support staff.
Ensure that the asset register is updated regularly to reflect the correct location and condition of assets.

Requirement:

Bachelor's degree in finance, accounting or business administration;
A minimum of 3 years of experience in Finance and Administration from a reputable organization,
Must have knowledge of the management of payroll, taxes, accounting software and well versed with other computer applications.
Demonstrated high sense of personal integrity, experience in working with donors.
