Job Summary

The primary duty of the Stores Assistant is to assist in managing the stock/Supplies, Inventory and upholding good general store practices. The job holder will play a key role in stock receiving, Physical counting, record keeping, preparation of dispatches, maintaining order and cleanliness, and keeping the general safety of stocks, staff and the facility, in a way that contributes directly to efficiency and effective management of stock.

This position requires a person who has capacity in the areas of basic stock and store management, system maintenance, supplies and customer handling knowledge with emphasis on Pharmaceutical products with excellent communication and interpersonal skills. The person should have the capacity to work under minimum supervision, be proactive, high sense of integrity and honesty with demonstrated sense of organizing skills.  Knowledge in logistics and fleet management will be of an added advantage.

Reporting Relationships:

The Stores Assistant reports to the Senior Office Administrator

Core Duties and Responsibilities:

Receive and record all  procurements and disbursements

Track all items dispatched to ensure that that they reach their final destinations and also track  the incoming goods throughout the way to Mbarara to ensure timely delivery

Monitor Stock level and maintain these at the required level

Issue stocks on request against  official and approved documentation

Ensure that only authorised staff are given access to stores

Maintain orderly and up to date documentation and filling system of stores items

Keep up to date inventory of  Stock/ supplies, Equipment and furniture and any other assets of EGPAF, review the same and report on these on quarterly basis

Make stock variance reports

Post receipts and issues in the  Inventory control  system

Any other duties as will be assigned by the supervisor from time to time

Knowledge, Skills and Abilities


 ◦Diploma in Stores Management from  recognised Institution
 ◦Additional knowledge in fleet/logistics management is required

Job Summary

The Finance Assistant will be responsible for the disbursement of funds  for direct program implementation in the districts supported by the STAR SW project. The Finance Assistant will also ensure the timely and accurate reporting of STAR-SW financial and accounting information.

Core Duties and Responsibilities


 ◦In liaison with the program officers, support the District Health Officer and/or designated district health office staff with the District Based Teams (DBTs) in coming up with the monthly / quarterly cash requests
 ◦Disburse funds to the District Health Officer/designated district health office staff or project-supported activities.
 ◦Ensure timely replenishment of funds to the districts and month end close after review by the  Finance Manager and ensure that all requests from the districts rhyme with the district approved budgets
 ◦Participate in monitoring of the implementation of the project funded activities and ensure that   they are implemented in line with the agreed upon implementation plan.
 ◦Together with the DBTs, make cash disbursements during program activities/events e.g. Trainings as may be indicated in the project work plan.
 ◦Do the initial coding of all district expenses following the identified program areas in liaison with the responsible Program Officer.
 ◦Prepare monthly activity financial reports.
 ◦Assist the Senior Finance Officer with accurate data entry and ensure that all accountabilities are properly captured.
 ◦In liaison with the Senior Finance Officer, he / she will track monthly advances to the project staff and district teams.

Knowledge, Skills and Abilities Required:

University Degree in Business Administration and Accounting or any other relevant degree. Part qualification with a Professional Accounting / Audit e.g. CPA, ACCA, ICSA will be an added advantage.

Experience:

Working experience of at least 2 years in a similar position, preferably with a USAID funded agency or non governmental organization.

Prospective candidates should have experience working with Local Government partners and have knowledge of their operations.

Knowledge of local languages will be an added advantage

BACKGROUND:  The goal of the Northern Uganda – Health Integration To Enhance Services (NU-HITES) project is to establish improved and sustained health and nutrition status of the northern Uganda population through a district-based integrated package of quality health services.  NU-HITES will support and strengthen public and private sector health systems while at the same time improving integration of HIV/AIDS, TB, Malaria, MNCH, FP and nutrition services at facility and community levels.



RESPONSIBILITIES:  The Health Systems Strengthening (HSS) Advisor reports to the Project Director on a day-to-day basis and to the IntraHealth Uganda Capacity Program Chief of Party representing IntraHealth. The incumbent is responsible for overseeing implementation of NU-HITES Project Objective 2 Health Systems Strengthening, in collaboration with other staff and partner organizations.  H/she provides leadership on the project in developing strategies and implementation plans for meeting the HSS sub-objectives and oversees the activities that are designed to meet the sub-objectives.  H/she plays a key role in assuring that the specific deliverables assigned to IntraHealth on the project are achieved, with particular focus on strengthening systems for effective and sustainable delivery of quality health services. 


EDUCATION/EXPERIENCE REQUIREMENTS


 ◦Advanced degree in public health, a clinical discipline, or a social sciences field related to human resources for health (e.g., management, public policy)
 ◦Strong knowledge of, and experience in applying state-of-the-art interventions designed to address HSS challenges in developing countries.
 ◦Familiarity and experience working with the Uganda health care system, the Ministry of Health, and other development organizations in Uganda is a plus.
 ◦Minimum of five years’ experience implementing or managing HSS projects in/for developing countries, including involvement in several of the following areas:

National HRH assessment; workforce policy and planning; human resource development and management; development and deployment of human resource information systems; leadership development; workforce projections and costing; performance improvement; delivering or evaluating education for health professionals; pharmaceutical logistics; and managing health-workforce programs at the national or international level.
◦Experience with HIV/AIDS, TB, Malaria, MNCH, FP and nutrition initiatives highly desirable
 ◦Demonstrated interpersonal, leadership, and management skills and ability to manage and provide technical guidance to complex multi-site activities.
 ◦Experience working with a variety of sectors (e.g., public, NGO, private for-profit) preferred.
 ◦Experience advocating for and overseeing HSS intervention replication and scale-up.
 ◦Ability to achieve results in a timely manner and within a specified budget.
 ◦Experience working on USAID-funded projects highly desirable
 ◦Clear commitment and record of achievement to building the capacity of local partners.

The Marketing and Brand officer’s (MB) main role is to build MSU product branding to ensure that MSU brands such as Misoclear and Lifeguard are the preferred brands for health providers, traders and targeted population groups in Uganda. This will be achieved through implementing Marketing and Communication strategies for these products to ensure increased brand awareness and product sales.  Key performance indicators will include; 1) successful strengthening of Misoclear as Uganda’s preferred brand for managing post-partum haemorrhage (PPH); 2) Establish Lifeguard as the preferred condom brand leading to increase in sales; 3) Establish an MSU SRH Hotline.  This person is expected to have strong blend of marketing and brand promotions skills and experience.

Your role will be:

1)    To create new MSU product brands; for example, working to make Misoclear Uganda’s preferred brand for prevention and treatment of PPH among pregnant women through successful implementation of the Marketing and Communication strategy.      Co-ordinate development of IEC and promotional materials for Misoclear
     Design trade promotions for Misoclear
     Manage BCC and mass media campaigns to promote Misoclear
     Work with the distributor to identify marketing support that is required and provide it on time within budgets
     Ensure that all pharmacies are branded with Misoclear and the product is well displayed by developing point of sale materials for retailers and wholesale shops
     Coordinate the development of IEC materials to increase knowledge on use among health providers and correct dosages among pharmacists
     Monitor detailing and CME materials to ensure that correct messages are sent out to the targeted groups
     Develop trade promotions to ensure that stock reaches the bottom of the pyramid from the major distributor
 2)    To maintain and strengthen existing MSU product brands, for example maintaining Lifeguard as the Number one preferred condom brand, leading to increased Lifeguard sales. Key activities for Lifeguard brand strengthening include:
     Design and implement a brand promotions campaign for Lifeguard
     Sponsor concerts and shows targeting sexually active people
     Develop high end promotional materials for Lifeguard
     Conduct promotional events on specific days such as Valentines to maintain brand awareness
     Conduct trade and consumer promotions to encourage trials and increase sales

3)    To set up and manage a new MSU SRH Hotline. Key activities will include:
     Spearhead the operation of MSU Hotline
     Conduct an assessment of available telephone hotlines in Uganda
     Develop and implement operational guidelines for the hotline
     Develop a marketing strategy for the Hotline
     Lobby MTN, UTL, WARID & AIRTEL for toll free lines
     Develop hotline data capture system and tools
