Job Description

FHI 360 operates from 60 offices with 4,400 staff in the U.S. and around the world. FHI 360 – Uganda is seeking qualified candidates for her 5 year Uganda Community Connector project (UCC) funded by USAID.

The is a project designed to reduce poverty, food insecurity and under- nutrition through integrated nutrition and livelihood interventions at the community and household level. The two main goals of UCC are to improve nutritional status of women and children, and to improve the livelihoods of vulnerable populations in an equitable and sustainable manner. FHI360, together with her partners have selected 9 districts for implementation of Phase 1 activities of the Uganda Community Connector Project. The districts are Kabale, Kanungu, Kiruhura, Ibanda, Pader, Agago, Oyam, Dokolo and Nebbi.

Regional Coordinator ( 2 positions – Northern based in Gulu/Western Regions based in Mbarara )
Responsibilities
1.Provide overall leadership and organisational representation in the regional office while ensuring Project impact and results are achieved consistent with contractual requirements of the UCC project
2. Promote linkages and collaboration with governmental institutions, e.g. NAADS, DDMC, SACCOs, and local government line departments, other projects and NGOs at regional level.
3. Initiate and lead processes for project implementation and ensure financial and programmatic viability and visibility of the project.
4. Provide technical backstopping to the regional staff in the areas of agriculture, Nutrition and livelihoods
5. Lead the documentation and communication of project experiences and achievements, and promote effective monitoring of project activities and a learning environment for FHI360 and partners.
6.Coordinate the development and implementation of the work plans of direct reports (Livelihoods Officer, M&E HEA Officer, Agriculture and Nutrition Officer and Finance and Administrative Assistant)

Qualifications and Competencies:
1.Suitable combination of experience and relevant training in the technical and programmatic requirement for the project (Agriculture, Livelihoods and Nutrition)
2. At least three years successful experience in project coordination, mobilisation and management .
3. A good understanding of rural communities, strategies for socio-economic empowerment and transformation of communities and extensive knowledge in livelihoods agriculture and nutrition projects.

Finance and Administrative Assistant (2 positions –Northern and Western Region)
Responsibilities:
1)Routine monitoring of the sub grant management process for local sub grantees
2) Routine follow up and monitoring of sub grants to ensure that sub grantfunds are effectively and efficiently utilised in compliance with applicable laws and donor/ FHI360 regulations and financial risks are identified and managed.
3)Provide administrative support to the regional office
4)Operate the Petty Cash system within established policies and procedures at regional offices
5) Make payments against accurately completed petty Cash Vouchers.
5) Provide ongoing operational logistical support to regional Office.

Qualifications and Competencies:
The Finance and Administrative Assistant should have a Diploma in Commerce, Finance, Accounting or Business Administration
and CPA K and excellent computer skills.

3 years experience at a middle level in accounting, auditing and grant management. With the ability to carry out audits, trainings and assess financial risks, wide knowledge on grant management processes is an added asset

Job Title: Contracts and Grants Officer

Job Description

Contracts and Grants Officer (1position based in Kampala)
Responsibilities
1.To oversee the sub grant/ sub contract management process for local and international sub grantees/sub contractors and strengthen institutional capacities by enhancing organizational, and sub contractor organisations and CBOs
2. Review and monitoring of sub grants/sub contracts work to ensure that sub grants/sub contract funds are effectively and efficiently utilized in compliance with applicable laws and donor/ FHI360 regulations and financial risks are identified and managed.
3. Maintain a Sub grantee/sub contractor tracking sheet that facilitates strategic decision making, risk management and analysis of what needs to be done to develop/maintain the existing Sub grant Portfolio at a level that adequately supports our strategic direction and business needs.
4. Spear head the the community Connector Project Sub Grantee/sub contractors Selection Process
5. Take lead in the disbursements and Sub Grant/Sub Contract Monitoring for Community Connector project
6. Responsible for capacity development of Sub-grantees and FHI360 Staff in contract management

Qualifications and Competencies:
The Contracts and Grants Officer should have a Bachelor’s degree in Commerce, Finance, Accounting or Business Administration and CPA K and excellent computer skills. 3 years experience at a middle or senior management level in accounting, auditing and grant
management. With the ability to carry out audits, trainings and assess financial risks, wide knowledge on grant management processes is an added asset. Should be able to interpret donor regulations on all context of grant management and transactions
