Job Title; National Infrastructure Facilities Coordinator (NIFC)

About this Job:
The Kingdom of Belgium and the Government of Uganda have recently signed a Specific Agreement for the Project “Improving the Training of BTVET Technical Teachers/Instructors and Health Tutors, and Secondary Teachers in Uganda”. The objective of the project is to “Contribute to the increase of quality of and equity in access, to post-primary education and training level, as part of Universal Post-Primary Education and Training”. The project is focused primarily on improving the quality of education and training provided in four (4) selected national colleges of education. These are:

Kaliro NTC
Muni NTC
Abilonino Community Polytechnics Instructors Training College
Mulago Health Tutors Training College.
In light of the above, BTC, the Belgian Development Agency, in conjunction with the Ministry of Education and Sports (MoES) will recruit a National Infrastructure Facilities Coordinator (NIFC) to operate within the MoES at the Construction Management Unit. He/she will be responsible for the preliminary studies, architectural and engineering plans and the TOR with support from BTC Headquarters (Est-infrastructure).

He/she will among other tasks participate in the overall planning related to construction, organizing infrastructure activities including capacity development, oversee engineers and consultants in carrying out procurements for infrastructural works. He/she will be a member of the Project Coordination Team and will work under the supervision of the Project Coordinator and an International Sector Expert – Infrastructure

Duty Station: Kampala, within the MoES at the CMU department.

Duration of the contract: 60 months.

 Requirement:
Minimum profile:

Degree in Civil or Architectural Engineering;
At least 7 years experience in construction;
Experience in school building projects;
Experience in working with an international organization or NGO;
Fluent in English;
Mature, good communicator and team-player;
Able to work under stressful conditions and with no objection to working overtime and undertaking field missions.

About this Job:
Irish Aid through its Country Strategy Paper (CSP), to Uganda for 2010-2014 reinforces the Irish Government’s continued commitment to education, the fight against HIV/ AIDS and the Justice, Law and Order Sector. A particular focus of the CSP seeks to address chronic poverty in Karamoja.

The CSP strengthens and deepens Irish Aid’s engagement in Karamoja through a variety of new funding instruments and programmes which include the Peace Recovery and Development Plan for Northern Uganda.(PRDP), a livelihoods support programme implemented by civil society organisations and a social protection programme in four districts – Amudat, Napak, Moroto and Nakapiripirit.

Irish Aid’s assistance to education in Uganda aims to reinforce the gains achieved in the primary and post primary sub-sectors. Our objective within the education sector is to ‘improve equitable access to quality education especially for the poor and vulnerable’. In order to achieve this we are supporting the Quality Education Initiatives together with a new programme – the Karamoja Primary Education Programme (KPEP).

Irish Aid now seeks to recruit an Education Programme Officer on a two-year contract (with 6-months probation). The Duty Station will be the Embassy of Ireland in Kampala and the Programme Officer will report to the Education & Local Development Adviser.

Job Outline

The Education Programme Officer will be required to provide support to management and technical staff in the day to day management of the Education programme

The Education Programme Officer will be expected to:

Support the planning, implementation and monitoring of the education programme.
Support the effective implementation of the Karamoja Primary Education Programme (KPEP) at various stages of the project cycle.
Ensure proper management of documents and information related to the area of operation.
Liaise with implementing institutions/ministries on programme issues and arrange/participate in meetings and workshops with these as required.
Carry out field visits related to the programme where required.
Act as Liaison Support Officer for Education Development Partners (EDP) during the chairmanship period, including liaison with the Technical Working Group Chairs, assisting with preparation, minute taking and follow-up of meetings.
Requirement:
Qualifications, Skills and Experience required:

Minimum of a first degree in economics, development studies, business administration, education or a related field.
Good knowledge of development issues and of Government of Uganda’s National Development Plan.
2 years relevant experience working with a development agency and knowledge in project management would be an advantage.
Good analytical and critical thinking skills.
Effective Communication & computer skills.
Good interpersonal skills and team work.
Ability to use own initiative and plan ahead.
Willingness to travel within Uganda.

6    Carry-out connections of new customers (service connections and meter installations).

7    Assist in carrying out disconnections and reconnections as may be requested from time to time

8    Apply without exception safety measures per assignment while carrying out any duties.

9    Carry-out any other duties as may be assigned by the Manager

Requirement:

A Crafts Certificate in Electrical Engineering from a recognized Academic Institution.
Experience of not less than 2 years in a reputable public or private organization while working as a line’s man.
Proven Track record of Integrity & Work ethics, committed team player who is result oriented.
Knowledge of mechanical engineering will be an added advantage.
IT Knowledge is an added advantage.
Having a valid driving permit Classes A and B is an added advantage.

Duties

Software be able to;

Install and test new software, make software available to appropriate users, ensure the anti-virus software is installed, kept up to date and working properly on all stations
Hardware;

Check new computer equipment on arrival and install as appropriate
Maintain battery condition in notebook computers according to the manufacturer’s guidelines, and ensure staff are aware of the importance of battery maintenance
Maintain computer peripheral equipment such as scanners, printers, whiteboards, projectors; ensure that these are prepared and ready to be used
Assist the Systems Analysts in the deployment of computer hardware.
Keep a log of all technical faults.
Liaise with external suppliers for the repair of equipment under warranty or maintenance contract
 Network Management;

Check the network back up logs where appropriate.
Set up, maintain and remove user network accounts where appropriate.
Carry out routine network maintenance tasks.
Be familiar with the network infrastructure (cable and patch panels, hubs, switches,) and keep a log of any damage to it
Follow supplier’s recommended procedures.
Any other related duties as may be assigned from time to time.


Requirement:
Qualification and Work Experience

Diploma in ICT from a recognised academic institution, with a minimum of 2 years practical experience.
