Duties and Responsibilities:
The Ugandan National consultant will be required to develop a Knowledge Management System (KMS) for the Mbale region Integrated Territorial Climate Plan through the following tasks:-
Undertake an analysis of local institutions and other options to determine the most appropriate host for the Mbale TACC ITCP knowledge management system.
Assess the suitability of GeoNode[1] as a platform for sharing TACC ITCP spatial data, compared to other options (notably ArcGIS Reader) [2].
Using the project experience as captured in reports, evaluations and studies from the TACC and other relevant projects, synthesize this experience into knowledge products for dissemination.
Present proposals on the best knowledge management system(s). This may be a single solution or several solutions (more likely) to PMU / UNDP.
Review, catalogue and consolidate the data and information gathered during the TACC project including vulnerability assessments and mapping, capacity needs assessment for climate change adaptation and mitigation, adaptation and mitigation option analysis as well as Improved Cook Stoves AE, EcoTrust, the Small Grants and Welsh Assembly Government activities. This will involve the need to also collect and upload metadata along with the raw data itself. This will ensure that the KMS is very clear about how the data was collected, what its applicability is, and terms for reuse once accessed.
Whichever the agreed platform for sharing TACC ITCP spatial data (under b), upload the spatial data and other spatially-related data from the other consultancies to the website / chosen host computer and customise for the project (inter alia adding logos, changing colours, descriptive text). Also set-up access to the TACC site for all project and associated staff.
Prepare and facilitate hands-on training for a selected group of key local staff to use and up-date the KMS.
Fully document data, metadata and information on accessing data.
The National Consultant shall be responsible for delivering the final products and provide liaison with the Project Manager / ITCP Steering Committee / Mbale Regional Climate Change Forum, the Senior Technical Advisor, experts at the Global TACC Facility and the Welsh Assembly Government, also the other project consultants.
Deliverables:
A comprehensive final report is required, including all elements of the consultancy.

Objective and scope
The Monitoring and Evaluation (M&E) policy at the project level in UNDP has four key objectives namely:
to monitor and evaluate results and impacts;
to provide a basis for decision making on necessary amendments and improvements;
to promote accountability for resource use; and
to document, provide feedback on, and disseminate lessons learned. A mix of tools is used to ensure effective project M&E. These might be applied continuously throughout the lifetime of the project – e.g. periodic monitoring of indicators, or as specific time-bound exercises such as mid-term reviews, audit reports and independent evaluations.
Mid-Term evaluations are beneficial for project implementation as they provide an independent in-depth review of implementation progress, thus is responsive to the need for transparency and better access of information during implementation.
The Mid Term Evaluation is going to cover the project period up to date and will be conducted according to the guidance, rules and procedures established by UNDP in the UNDP Evaluation Guidance.
Mid-Term Evaluations are intended to identify potential project design problems, assess progress towards the achievement of objectives, identify and document lessons learned (including lessons that might improve design and implementation of other UNDP projects), and to make recommendations regarding specific actions that might be taken to improve the project. It is expected to serve as a means of validating or filling the gaps in the initial assessment of relevance, effectiveness and efficiency obtained from monitoring. The mid-term evaluation provides the opportunity to assess early signs of project success or failure and prompt necessary adjustments.
The specific objectives of the MTE are to:
identify potential project design problems;assess progress towards the achievement of objectives;
identify and document lessons learned (including lessons that might improve design and implementation of other UNDP projects);
make recommendations regarding the remainder of the project;
analyze the project performance up to now in the context of the institutional framework and events in Uganda.
Evaluation approach and method
An overall approach and method for conducting project Mid Term Evaluations of UNDP supported projects has developed over time. The evaluator is expected to frame the evaluation effort using the criteria of relevance, effectiveness, efficiency, sustainability, and impact, as defined and explained in the UNDP Guidance for Conducting Terminal Evaluations of UNDP-supported, projects.
A set of questions covering each of these criteria have been drafted and are included with this TOR (See Annex C) The evaluator is expected to amend, complete and submit this matrix as part of an evaluation inception report, and shall include it as an annex to the final report.
The evaluation must provide evidence-based information that is credible, reliable and useful.
The evaluator is expected to follow a participatory and consultative approach ensuring close engagement with government counterparts, in particular the UNDP Country Office, project team, UNDP Regional Technical Adviser based in the region and key stakeholders including DFID and Danish Embassy who partly fund the TACC project.
The evaluator is expected to conduct a field mission to Mbale Region including the following project sites in Mbale, Manafwa and Bududa Districts.
Interviews will be held with the following organizations and individuals at a minimum: TACC Small Grants Beneficiaries, Representatives of the Integrated Territorial Climate Steering Committee and, Representatives of the Regional Climate Change Forum.
The evaluator will review all relevant sources of information, such as the project document, project reports – including Annual project reports, project budget revisions, progress reports, project files, national strategic and legal documents, and any other materials that the evaluator considers useful for this evidence-based assessment. A list of documents that the project team will provide to the evaluator for review is included in Annex B of this Terms of Reference.

Evaluation criteria & ratings
An assessment of project performance will be carried out, based against expectations set out in the Project Logical Framework/Results Framework (See Annex A), which provides performance and impact indicators for project implementation along with their corresponding means of verification. The evaluation will at a minimum cover the criteria of: relevance, effectiveness, efficiency, sustainability and impact. Ratings must be provided on the following performance criteria. The completed table must be included in the evaluation executive summary. The obligatory rating scales are included in Annex D.
Methodology
Interviews (in person / telephone / by Skype) with:
UNDP (Project Manager, Technical Advisor, relevant Country Office and Regional staff) / and Global TACC staff who have project responsibilities;
Members of the Project Board
Project Focal Points at DANIDA and DFID;
Implementing partners (e.g. ECOTRUST);
Project stakeholders, particularly local partners and project beneficiaries for example Communities benefiting from the TACC Small Grants Scheme;
Relevant staff in participating government departments.
Field visits: Will be arranged with project beneficiaries
Impact
The evaluators will assess the extent to which the project is achieving impacts or progressing towards the achievement of impacts. The evaluation report must include a chapter providing a set of conclusions, recommendations and lessons learned
Duties and responsibilities of the National Consultant:
The National Consultant will support the Lead Consultant and work with stakeholders to deliver the agreed product.
In addition to the above the National Consultant is responsible for the following:
Review of documentation to be provided by the project (implementation/evaluation reports)
Conducting fieldwork together with the Lead consultant and interview of stakeholders, national and local Government officials, and communities (especially private forest owners) to generate authentic information and opinions.
Writing and compilation of the information and reports as needed.
Responsibility for presentation of key findings highlighting achievements and constraints, and making practical recommendations to decision makers and stakeholders.
Required Skills and Experience for the National Consultant:
Familiarity with Climate change related projects in Uganda and particularly the Mountain Elgon Region, either through managing or evaluating donor-funded projects.
Substantive knowledge of participatory M&E processes is essential, and experience with CBOs/community development processes, experience in landscape management and the design of ecological corridors, and country experience in Uganda are advantages.
Experience in the evaluation of technical assistance projects, if possible with UNDP or other UN development agencies and major donors, is required. A demonstrated understanding of UNDP principles and expected impacts in terms of global benefits is essential.
Excellent English writing and communication skills. Demonstrated ability to assess complex situations in order to analyse critical issues succinctly and clearly and draw forward-looking conclusions.
Experience in leading small multi-disciplinary, multi-national teams to deliver quality products in high stress, short deadline situations.

Deliverables:
An Inception Report (within 3 working days of signing the contract), this should provide details of the methodological approach to be used by the consultants to undertake the study.
A Mid-Term Evaluation Report of approximately 40 pages, excluding annexes, according to the attached detailed breakdown. The report will be in English and will be prepared and submitted in MS Word, with tables in Excel where necessary.
A PowerPoint presentation (10 – 15 slides) covering the key points of the MTE with the main findings and recommendations will also be provided.
A draft of the Mid-Term Evaluation Report and the PowerPoint presentation should be submitted within one week of the end of data collection and meetings. The final copy will be submitted within a week of receiving written comments on the drafts from UNDP and partners.
If there are any significant discrepancies between the impressions and findings of the evaluation team and stakeholders these should be explained in an Annex attached to the final report.
Implementation arrangements
The principal responsibility for managing this evaluation resides with the UNDP Country Office in Uganda. The UNDP CO will contract the evaluators and ensure the timely provision of travel (including per diems) arrangements within the country for the evaluation team. The Project Implementing partner will be responsible for liaising with the Evaluation team to set up stakeholder interviews, arrange field visits and coordinate with Government. The planning and the administrative arrangements for the MTE will be done in collaboration with the UNDP Head Quarters
Logistical Support:
UNDP will provide a vehicle for field visits and appointments with key interviewees.
UNDP Kampala and the Project Office will coordinate the study and keep abreast of the mission’s activities during the consultants stay.
Reporting Arrangements
The consultants will report to the UNDP Resident Representative in Kampala, Uganda on all technical and contractual obligations.
Evaluators' ethics

The Peace Corps is an agency of the United States Government, which sends American Volunteer development workers to assist in capacity building and technical assistance activities in over 70 countries worldwide.  Peace Corps Uganda invites applicants for the position listed above which is based in Kampala, Uganda.

Basic Function of Position:

This position provides support to the Program Manager for Peace Corps Uganda's Teacher Education program and works as part of a team with all members of the Programming and Training and Administrative Units. Responsibilities include technical training and support to Volunteers, literacy curriculum development consistent with the Uganda syllabus for primary education, materials development, community outreach, monitoring Volunteer projects for quality assurance and alignment to the project plan, data collection, reporting and evaluation. Coordination and communication functions include serving as a liaison between Peace Corps Uganda staff and Volunteers and USAID and their literacy development implementing agency Research Training Institute (RTI).

Major Duties and Responsibilities:
Include, but are not limited to, the following:

A. Assist with Project Development and Management (approximately 25% of the time)
• Assist in developing and maintaining Peace Corps literacy projects that reflect and serve the needs of Uganda as ascribed by the Ministry of Education.
• Assist in preparing documentation for the Peace Corps literacy projects that conforms to the mission, goals and standards of Peace Corps. Those include:
- An annual work plan with activities in line with promoting reading work for PCV trainers and submit to Peace Corps Uganda for approval.
- Annual financial reports to USAID/Uganda through coordination and compilation of data with Peace Corps administrative staff. The report will include a description of literacy training activities and small projects.
- Data and reports as determined for projects reflecting the collaboration between Peace Corps and Research Triangle International (RTI)
• Coordinate the small grant application process for PCV literacy projects.
• Assist in planning, implementing and monitoring Center-funded activities in conformance with relevant Peace Corps Washington policies and rules.

B. Coordination of Partnership (approximately 20% of the time)
• Liaise between PC-Uganda and USAID/Uganda’s activity manager on literacy goals and approaches.
• Advise and coordinate overall strategic directions between PC-Uganda, PCVs, and the School Health and Reading Program.
• Facilitate the collaboration and continuous dialogue among Peace Corps, USAID, and with Research Triangle International (RTI). As Peace Corps will precede the RTI project in its roll-out of literacy activities, the LC will stay informed and assess potential for creative and appropriate ways to partner with RTI and communicate those to relevant parties for agreement.
• Design and help launch a Memorandum of Understanding (MOU) between PC-Uganda and the USAID-funded “Uganda Literacy and Health Education” project.
• Launch, call and chair meetings of partnership stakeholders including MOES, Peace Corps, USAID, RTI, other international and local NGO implementers.

C. Assist with Pre-Service and In-Service Training (approximately 15% of the time)
• Participate as team member to prepare Trainees/Volunteers to be a valuable member of their Ugandan communities. S/he will:
o Serve as the lead designer and trainer for Trainees/Volunteers on teaching Literacy and making literacy instructional materials for pre-service and in-service trainings.
o Assist in evaluating pre-service and in-service training events.

D. Assist with Project Monitoring and Evaluation (approximately 10% of the time)
• Assist in designing and implementing effective project monitoring and evaluation activities that include safety and security.
• Assist in preparing annual monitoring documents.
• Assist in preparing site visit reports and literacy project evaluation reports.

E. Assist with Volunteer Support (approximately 20% of the time)
• Assist with and travel throughout the country to provide advice and support to Volunteers who are working on literacy and document activities and results in regular site visit reports that are submitted to the Program Manager.

F. Safety and Security (approximately 5% of the time)
• Assist in integrating safety and security concerns into all training events.
• Keep the Safety & Security Coordinator informed of any safety and security concerns at a Volunteer’s site.
• Per Manual Section 270, maintain familiarity with the Emergency Action Plan, with specific responsibilities required in the event of an emergency, and with the procedures for reporting and responding to safety and security incidents.

G. Other Duties and Activities (approximately 5% of the time)

• Perform other duties as assigned


Qualifications and Experience
• Masters in Arts/science in primary education or related degree
• University degree in education, linguistics or related degree; excellent command of spoken and written English language.
• Experience in teacher lower primary education in Uganda
• Ability to work independently with limited supervision; good organization and time management skills;
• Willingness to take the initiative; excellent teamwork skills, strong service attitude; personal integrity; strong cross-cultural skills; strong interpersonal skills, strong interest in Uganda’s development; and ability to travel extensively.
• Required:
o Three years or more teaching experience
o Ability to work regularly from Monday through Friday schedule with occasional evening and weekend hours when necessary.
• Preferred:
o Registered Teacher trainer in the Ugandan teacher Education
o One year or more of teacher training experience.
o One year experience working with relevant government agencies, not-for-profit organizations, or private businesses.
Position Elements
• Supervision Received: Supervised by the Programming and Training Director with daily direction provided by the Program Manager for Education. For new, difficult, or unusual tasks, supervisors give directions on objectives and suggested procedures. The literacy coordinator is expected to take the initiative to meet established deadlines, and document and communicate procedures to the Program Manager.
• Available Guidelines: 1) Peace Corps Manual, 2) Foreign Affairs Manual 3) instructions provided by the Program Managers and the Programming and Training Officer. 4) Ugandan Curriculum for NTC, PTC and Primary schools.
• Exercise of Judgment: Broad exercise of judgment within the confines of job responsibilities.  The Literacy coordinator is expected to research, negotiate, and suggest solutions within the confines of the job responsibilities.
• Nature, Level and Purpose of Contacts: Works closely with Program Managers, PEPFAR unit, Programming and Training Director, Training Manager. Country Director and Peace Corps Trainees and Volunteers. Communicates at all levels as required by the job responsibilities.
• Supervision Exercised: None
• Length of contract: One year renewable on good performance for one year.
