•    Demonstrated counseling skills  and strong understanding of HIV/ AIDS  related issues in the Uganda context .
•    Familiarity with adult  learning principles  /techniques  and demonstrated ability  in design and facilitate  learning opportunities for adults .
•    Ability to work  effectively  under pressure   and to organize  and prioritize  competing activities.

Job Purpose:

Monthly and / or regularly review and develop accurate project food and cash assistance pipeline projections; Provide pipeline related information to on-going negotiation and agreements with the local donor representation on potential and confirmed contributions;
Monitor the fund utilization of directed or multilateral contributions and grants within the obligation timeframe and make appropriate recommendations;

Generate and circulate monthly budget status reports;

Assist in preparing assignment plans in liaison with shipping, programming and procurement units to collect information on most recent commodity, transport and applied project rates;
Undertake review assessment and missions of sub office and operational units to sketch and support their costing methodology, and budget planning systems;
Perform systems budget actions in the electronic World Food Programme (WFP) funds management;
Maintain milestone data of all projects

The successful candidate will:

Ensure that consistent and optimal procedures for BL tissue collection, fixation and processing are followed
Improve and standardize local processing of BL diagnosis tissue in order to minimize diagnosis inaccuracy, poor tissue quality, labeling errors and loss of tissue blocks

Help with subject enrollment
Process all research tissue specimens according to SOPs provided by EMBLEM
Participate in study team meetings
Help in the review and validation of internal guidelines and SOPs related to tissue collection, processing and preservation.
Prepare pathology summaries for weekly/monthly status
Keep abreast of research in the field; maintain cooperative relationships within the research, academic and other research institutions in the country

Qualifications:

US National Institutes of Health-National Cancer Institute is conducting a research study on Burkitt lymphoma (BL) as a collaborative effort between NCI, St. Mary’s Hospital, Lacor, and Kuluva Hospital (http://emblem.cancer.gov/). Burkitt lymphoma is a rare cancer of B cells, which are involved in defending the body against infection, but is much commoner in some parts of Africa, including northern Uganda. The study plans to enroll up to 800 patients from participating hospitals and 1600 non-patients matched by age, sex, and district from selected health centers. The study will clarify the role of malaria and other infections, including parasites, in Burkitt lymphoma etiology and, more broadly, the interplay between genetics, infection and immunity in cancer etiology. Coordination and logistical support of the study will be provided by the African Field Epidemiology Network (AFENET) and WESTAT.

The study wishes to recruit a highly motivated, full-time Pathologist who has significant experience in collecting and processing human tissues to diagnose cancer and is interested in developing career in cancer research. The responsibilities include developing consistent and optimal procedures for the collection, fixation and processing of Burkitts lymphoma diagnosis tissues. By doing so, he/she will improve on and standardize local processing of BL diagnosis tissues.

Duties and responsibilities:

Provide planning and leadership to the medical directorate by ensuring that appropriate structures, systems, competencies and values are developed.
Keep abreast of national trends in HIV prevalence and management and ensure that ROM’s medical services remain in line with prevailing trends, and relevant to the targeted population.
Provide leadership in the development and review of appropriate clinical protocols and processes that support consistent quality services and appropriate referrals.
Develop, monitor and support compliance with continuous medical quality improvement plans and peer review processes.
Provide leadership to Reach Out Kasaala ensuring quality integrated HIV/PHC service delivery including its growth.
Ensure effective implementation and expansion of new upcoming initiatives and programs including private-public partnerships and services to key populations in all the sites/centres.
Ensure that the interfaces between Medical and other departments are managed optimally.
To develop a clear public relations strategy for the directorate, create and manage formal and informal networks with key organizations and institutions within and abroad to. Expand ROM’s networking and advocacy.
Have responsibility for the financial management of the directorate including budget planning, resource allocation and preparation of quarterly reports.
 Collaborate with the Director Finance and Administration, the Executive Director and ail coordinators to ensure proper planning and implementation of all ROM development plans through meetings, effective decision making, strategic planning and resource mobilization.
Motivate and develop staff within the directorate and enhance succession planning through effective delegation and training.
Ensure effective communication throughout the directorate.
Coordinate the directorate’s work plans and reports with support of the Monitoring and Evaluation Coordinator.
Assume other related responsibilities as required.
Minimum Academic Qualifications:

Master’s degree in Medical-Sciences.
Masters degree in Public health or Epidemiology is an added advantage
Minimum Work Experience: At least 5 years experience in a middle level or senior management position in a health related field.
