REQUIRED QUALIFICATIONS

JOB DESCRIPTION – AGRONOMIST (2), EU-FUNDED KALIP AND ALREP PROJECTS THROUGH THE OPM
The role: Two projects supported by the EU and Office of the Prime Minister, implemented by ASB in Moroto, Napak, Katakwi and Amuria Districts requires Agronomists to provide technical guidance on different agricultural and livelihoods interventions aimed at increasing income generation, enhancing production/productivity and improving livelihoods, especially through improved farming techniques and High Value Horticulture production, among which the implementation of the Triple S System of sweet potatoes using orange-fleshed varieties. The project will utilise Agronomists to provide capacity building and hands-on training of staff on the Pastoral/Farmer Field School methodology, including agronomy of vegetables, and soil & water management. The Agronomists will also provide guidance on other programme components, such as the establishment and monitoring of VSLA schemes. The Agronomist will be expected to support field staff in carrying out extension work and monitoring within 6 sub counties in Karamoja region (Moroto and Napak Districts) and six sub counties in Teso region (Katakwi and Amuria district). A consultancy contract will be awarded.

Job requirements:
- Degree in Agriculture/crop science option from a recognised institution essential;
- substantial experience of minimum 3 years in a similar role in implementing livelihoods community projects, in farmer institutional development and Farmer Field School methodology (FFS);
- Significant experience in provision of capacity building and TOT/group training on farming techniques & technologies, using the Pastoral/FFS methodology, including experience in monitoring and setting up demonstrations, preparation and management of vegetable nurseries, establishment of kitchen gardens ;
- Experience in establishing and monitoring VSLA schemes;
- Experience of working with pastoral and agro-pastoral communities in arid and semi-arid lands;
- Experience in protection/GBV will be an added advantage. Practical experience of mainstreaming this into livelihoods programming essential;
- Consolidated experience of project cycle management, including assessments, monitoring & evaluation, and reporting is a must;
- Strong communication skills, both written and spoken, with internal and external audiences will be essential, along with excellent writing/reporting skills in English;
- Computer skills and fully conversant with MS office package;
- Adaptable and flexible, a team player, able to work in a diverse team. Well organised with capacity to achieve results and meet deadline. Able to work in a harsh and remote environment;
- Iteso language skills for Teso and N’ka Karimajong skills for Karamoja an asset

Project Implementation

POSITION TITLE:  Laboratory Technologists, 2 positions



 LOCATION:  MUWRP Laboratory, located at Makerere University Medical School



ESSENTIAL DUTIES & TRAINING RESPONSIBILITIES:



Proficiently perform HIV serology/viral load, Hep B and C assays and syphilis RPR and TP.PA assays and APTIMA as per the SOPs.


Proficiently conduct Manual Hematology and white blood cell count as established by the SOPs for each Assay.


Learn and become proficient in new assays and technologies brought in the lab..


Maintain laboratory equipment, including but not limited to service and repair as established by SOPs and QA/QC guidelines.


Maintain lab databases and keep up with current software applications for specific departments.


Perform other duties as assigned.
Required Education And Knowledge:

1.    Bachelors degree in Biomedical Laboratory Technology,
2.    Bachelors in Medical Laboratory Sciences or any related science laboratory field.
3.    Diploma in medical laboratory technology, knowledge and practice in Hematology will be an added advantage.
4.    At least 2 years working experience in a medical/research laboratory preferably CAP accredited.

Physical Ability:

Ability to professionally communicate in writing and verbally or other means deemed appropriate.  The incumbent should have ability to travel to and from work and the Project’s collaborative sites in Kayunga, Entebbe and any other if necessary. The incumbent will from time to time be required to lift some lab supplies to and from the lab to the required destination as he/she may be directed by his/her superiors. BASIC FUNCTION OF POSITION

Serves as one of the electricians in the Facilities Maintenance Section responsible for all electrical repairs and maintenance in government leased and government owned residential properties/office buildings.

QUALIFICATIONS REQUIRED

NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

1.  Education required: Completion of secondary school and vocational training or apprenticeship recognized as producing journeyman electrician skills is required.

2. Work Experience required:  Three years of journeyman electrical experience is required.

3. Language required:  Level II (limited knowledge) English both written and spoken is required.

4. Knowledge required:  Must have full journeyman electrician knowledge of established practices and procedures of the electrical trade is required.

5. Skills and Abilities required: Must have the ability to use all tools/equipment and professionally determine extent of damage or problem with the experience it takes to make necessary recommendations for equipment repair or replacement is required.   Must have a valid Ugandan driver’s license.

SELECTION PROCESS

When equally qualified, US Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference.  Therefore, it is essential that the candidate specifically address the required qualifications above in the application.



ADDITIONAL SELECTION CRITERIA

1.  Management will consider nepotism/conflict of interest, budget, and visa status in determining successful candidacy.

2.  Current employees serving a probationary period are not eligible to apply.

3.  Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.

4.   Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their appointment.

5.   Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.

Background:

The Makerere University Walter Reed Project (MUWRP) is a non- government, non- profit HIV research program that was established in 2002 as a result of a memorandum of understanding between Makerere University  and The Henry M. Jackson foundation for Advancement of Military Medicine Inc. of USA (HJF). The primary purpose of MUWRP is to develop, evaluate and provide interventions to mitigate communicable disease threats of public health importance to Uganda.  Activities include; vaccine development and building of vaccine testing capability in Uganda, conducting of epidemiological and basic research and provision of HIV Treatment, care and support and surveillance of influenza and other emerging infections. The Project is looking for a suitable candidate to fill the position below:

POSITION TITLE:         Medical Clinical Officer 1 position

Medical Male Circumcision Program



LOCATION:                 Kayunga and Mukono Districts.



QUALIFICATIONS:

Diploma in Clinical Medicine and Community Heath.
At least 2 years of post-qualification professional experience.
Experience in HIV/AIDS Prevention, Care and Treatment including Antiretroviral Therapy.
Strong leadership and communication skills.
Ability to accomplish designated goals and targets in service provision.
Fluency in verbal and written English and Luganda.
Experience of living and working in a rural environment.
Must be registered with the Allied Health professionals’ Council.


ESSENTIAL DUTIES & RESPONSIBILITIES:

1.    Under the direction of the MUWRP supervisors, lead fixed or mobile medical male circumcision teams in accomplishing service delivery goals.
2.    Perform minor surgical procedures as per WHO/MOH guidelines under the guidance of technical advisors.
3.    Ensure patient safety and confidentiality.
4.    Conduct health education sessions.
5.    Resolve or coordinate the resolution of site program challenges.
6.    Complete, timely and accurate documentation of all surgical and follow-up procedures.
7.    Perform any other duties as requested, including but not limited to, running Antiretroviral Therapy Clinics

ADDED ADVANTAGE EDUCATION/TRAINING
1.    Formal training in HIV/AIDS Prevention, Care and Treatment including Antiretroviral Therapy and Palliative Care.
2.    Experience setting the agenda, supervision and/or leading groups of people .
3.    Formal Training in Adolescent and Adult Medical Male Circumcision under local Anaesthesia.
4.    Use of computers including word processing, spreadsheets, PowerPoint, email and Internet.
5.    Participate in MUWRP/Kayunga/Mukono Local Government organized trainings as a trainee, trainer or supervisor.

ESSENTIAL FUNCTIONS
1.    Highly organized, detail-oriented and self-motivated.
2.    Ability to handle multiple tasks simultaneously.
3.    Ability to work on own initiative and accomplish designated goals and targets.
