Job Title: TECHNICAL OFFICER
Reports to: Head Regional Offices
Job Role:  This is a vacant position in the newly created regional office of Mbale where the job holder will provide all the ICT technical support to visitors/clients in line with the Commission mission.

Key Result Areas:

Carry out inspections for radio installations at the stations in the region, to check compliance with the quality of installation and compliance to license conditions;

Carry out routine monitoring measurements to ensure that unauthorized users do not use the spectrum;

Compile data for planning purposes and prosecution of illegal radio frequency users and transmitters;

Identify, Receive and Follow up on complaints of interference and logging them for resolution as appropriate;

Monitor unused radio frequency spectrum is reclaimed in accordance to departmental mission;

Carry out administrative and clerical work relating to spectrum monitoring;

Provide accurate information on Digital migration and SIM card registration to clients;

Produce timely reports on inspections, maintenance and monitoring carried out;

Carry out maintenance of equipment at the fixed remote and mobile monitoring stations in accordance to departmental mission; and

Troubleshoot and rectify faults associated with equipment in the stations in accordance to departmental mission.

Qualifications

A Bachelor's Degree in Telecommunications or Electrical or Electronic Engineering.


Experience and Knowledge

At least two (2) years' experience in maintenance of electronic/radio equipment; and

Computer literacy is a MUST

Reports to: Administrator

Job role:   Provide  administrational  support to all aspects of the Human Resources &  Administration Department functions and strategies in line with the  Department's mission.
                                   

Key Result Areas  

Take initiative on requests and  inquiries of administrative nature & ensure that all requests for service  are logged and directed to the appropriate Officer for action;

Update and follow up on delegated  tasks to ensure progress to deadlines;

Ensure filing systems are  maintained and up to date;

Transfer and dispose records  according to retention schedules and policies;

Maintain office services as  well as office records

Recommend management action to improve  standard operating procedures;

Present comparisons on costs,  risks and benefits;

Routinely re-order Office  Supplies and submit Consumables Report; and
Update the Commission asset  register.

Qualifications

Bachelors  Degree in Business Administration, Social sciences or Management; and  

Must  be computer literate especially Microsoft Office
Experience and knowledge

At  least two (2) years experience in Administrative duties in a busy environment.

Ability to work under pressure;

Strong interpersonal skills; and

Excellent communication and analytical skills

Reports to: Estates Specialist
Job role: To initiate and monitor house best practices that will protect UCC staff and visitors in UCC premises in line with the Departmental mission

Key Result Areas

Adequate diagnosis, service and maintenance of all building systems in line with Departmental mission;
Monitors contractor performance and works closely with building systems service providers to ensure work is completed according to specifications;
Assists with maintaining building security and immediately responds to building emergencies;
Works with the Estates Specialist in preparing the annual maintenance budget;
Maintain a high standard of Environment, Occupational Health and Safety at Commission facilities;
Maintain a system of receiving and responding to stakeholder's requests, complaints and compliments; and
Prepare periodical operational status reports in line with the departmental mission.

Qualifications

Higher Diploma in Electrical Engineering;

Bachelor's Degree in Electrical Engineering will be an added advantage; and

Computer literacy a must.

Experience and knowledge
At least 3 years experience in the related facilities' maintenance operations;
A strong team player with exceptional analytical skills;
Ability to work under pressure including working past office hours and weekends; and
Ready to travel upcountry when the need arises.

Reports to: Information Resources Specialist
Job role: To support the Commission's Records Management Program and to ensure best practices for the Record Centre and Archives Management

Key Result Areas

Work in consultation with Management to review and establish record management policies, standards and user guidelines;
Advance the operations of the Electronic Document Management System (EDMS);
Design and implement effective strategies for managing semi current and non-current records;
Implement effective records retrieval, retention and disposal schedules for inactive records in the Record centre;
Provide assistance in sorting, classifying and filing documents transferred to the Record Centre according to the business functions of the Commission;
Update the records inventory and improve file tracking mechanisms within the EDMS, following the Commission retention and disposal procedures;
Establish and maintain a vital records and disaster plan for information recovery in case of a disaster;
Provide support to the Procurement Unit regarding the storage and retrieval of the procurement documents and make recommendations for disposal following the Commission & PDU's retention and disposal procedures;
Ensure best practices for the Record centre and Archives management;
Provide assistance to the UCC Library and Information Resource Centre; and
Perform any other duties as may be assigned by the Supervisor.


Qualifications:

A degree in Records and Archives Management and or

A degree in Library & Information Science with Records Management


Key Skills and Experience

At least two (2) years experience in a busy Registry Office; and
Conversant of the basic registry procedures;
Computer literate and proficient in the automated information management systems;
Must demonstrate strong interpersonal skills, problem solving skills and organizational skills; and
Must be able to multi-task and prioritize tasks.
