The Foundation received funding from USAID/ Uganda for a five-year cooperative agreement in 13 districts in the south-western region of Uganda with the goal of increasing access to. coverage of and utilization of . quality comprehensive tuberculosis (T8) and HIV/AIDS prevention, care and treatment services.

The Health Systems Strengthening Manager reports to the Technical Director

Job Summary:

The Health Systems Strengthening Manager will be responsible for providing strategic/technical expertise and guidance on supporting health systems strengthening activities for the STAR SW project. He/she will work with the country team and will travel extensively to provide direct technical support and guidance to implementing partners at the regional, district, sub-district and community levels in accordance with national and international HIV/AIDS policies and standards.

Strategy to provide national expansion of HIV Prevention, Care and Treatment and associated TB/HIV services in Uganda.

•    Provides technical leadership and guidance during the development of STAR SW/ EGPAF’s annual work plan and participates in the planning and budgeting activities, especially in regard to Health Systems strengthening.

•    Manages a team of specialists in Capacity Building, Logistics and Laboratories

•    .Coordinates with other directorate heads to ensure sound program management

•    Provide technical guidance to the Ministry of Health AIDS Control and TB Control Programs.

•    Provide technical guidance and assistance to all implementing partners including CSOs. CBOs, NGOs, District Health Offices, District HIV/ AIDS Committees (DHACs). This will include technical review of grant proposals and work plans submitted to EGPAF and oversight of the implementation plan for each implementing partner/sub grantee.

•    Coordinates the provision of technical support in the 6 tenets of HSS i.e. 1.Service Delivery, 2. Medicines and Technologies, 3. Finance/Budgeting 4.Strategic Information, 5.Leadership and Governance, and 6. Human Resource to the STAR SW supported districts and provides technical guidance to the district teams for work plan development to ensure that project activities are successfully implemented in a sustainable way.

•    Provides mentorship and builds capacity of technical staff in the 6 building blocks for HSS and track progress at individual districts through technical assistance site visits and district reports, in collaboration with M.0.H and the EGPAF program team.

•    Provides leadership for technical reporting according to defined reporting schedule and writes regular monitoring and technical reports as required and contribute to EGPAF and donor reports.

•    Coordinates technical partner relationships as may be assigned by the technical director and country director.

•    Assists in identifying, documenting, disseminating and scaling up best practices in PMTCT and C&T.

•    Represent EGPAF and STAR SW project in the supported districts, national and international level.

•    Provides the Country Director with technical guidance on issues related to HIV Prevention, Care and Treatment.

Knowledge. Skills and Abilities Required:

•    A medical degree and/or a master’s degree in Public Health or other clinical discipline.

•    At least 5 years of professional experience working in a management position in HIV/AIDS prevention, care & treatment programs.

•    Hands-on knowledge and skills in designing, planning, implementing and monitoring
PMTCT. ART including Pediatric care, and TB/ HIV programs.

Practical experience in working with health systems at the national and district level, including supply chain and logistics, capacity building, budgeting, strategic information etc. Sound understanding of current issues and developments in the field of HIV/AIDS and especially PMTCT, ART and HCT.

•    Trainer Skills

•    Strong skills in leadership, teamwork and networking. Good verbal communication and writing skills.

•    Willingness to work and travel in rural settings in Uganda.

•    Good working knowledge of Microsoft office programs including MS Excel. MS Word and MS PowerPoint.

Job Summary

The Quality Improvement Advisor will work in collaboration with the MOH quality improvement team in designing, implementing, monitoring the quality improvement activities and providing technical assistance to Improve the quality of care in the areas of HIV/AIDS, TB and community services in the STAR-SW project area in accordance with national and international HIV/AIDS policies and standards.

Key Duties and Responsibilities:

•    Ensures the technical soundness of EGPAF’s Quality Improvement strategies by updating STAR SW project staff and implementing partners on technical advances and lessons learned around the world.

. Ensures that STAR SW/ EGPAF’s implementation strategies and performance goals are in accordance with national and international standards for PMTCT.

•    Develops overall Quality Improvement strategy . to support the National Strategy to expand HIV

Prevention, Care and Treatment and associated TB/HIV services in Uganda.

•    Provides technical guidance during the development of STAR SW/ EGPAF’s annual work plan and participates in the planning and budgeting activities, especially in regard to Quality Improvement services.

•    Coordinates ihe integration of technical support to the district based officers and provides technical guidance to the district teams for work plan development to ensure successful implementation of the project.

•    Assists in building capacity for setting up and running of quality management program at individual sites through technical assistance site visits and district reports, in collaboration with M.O.H and the EGPAF program team. Supports health facilities in achieving and maintaining quality service delivery standards by organizing and carrying out coaching and mentoring visit to sites and district quality improvement teams and provide quality improvement technical assistance to the teams to analyze their processes, develop, test and implement changes to improve their processes of care.

Coordinates Ql activities with the MOH, HCI and other partners

Officer reports to the Awards and Compliance Manager

Job Summary:

Support the department in the provision of Awards and Compliance function to the Country’s programs in order to mitigate risks and ensu/e compliance with the terms and conditions of awards, applicable Foundation’s and donors (US Federal Government) audit, cost and administrative principles and
regulations.
Core Duties and Responsibilities

Compliance Review:

•    Assist in monitoring Awardees’ (CSOs and . Private Not For Profit hospitals and NGOs) performance to ensure compliance with the terms and conditions of award.

•    Assist in development of compliance plans under the guidance of Senior Awards and Compliance Manager and ensure they are properly implemented.

•    Plan and conduct compliance site visit reviews for sub grantees as per country compliance review site visit plan

•    Plan and conduct internal compliance reviews as per Foundation’s Standard Operating Procedures

•    Ensure all outstanding compliance review findings are addressed and resolved in a timely manner

•    Provide regular reports to the department head regarding Awards and compliance activities in a timely and accurate manner

•    Maintains list of significant deficiency log and status for resolved and unresolved matters

•    Assist the preparation of both internal and external audits and assessments

Other Responsibilities:

•    Provides information’s for updating contracts/ grants information management systems including Award materials, letters, Correspondences and update the profile tab, Compliance tab. Amendment tab and close out tab for sites assigned

•    Ensure all Awards and Compliance documentation for sites (electronic and paper) are completed, updated, organized and uploaded in CGIS

•    Ensure each Sub grantees has available funds, within the limitations of their contract, at all times.

•    Submit all cash requests to the DC office for each sub grantees as per agreed schedule in a timely manner

•    Monitors Awardees’ expenditures against approved budget and program objectives and ensures that Cash Request Checklist is completed for each Cash Request

•    Ensure each Sub grantees has an active award at all times

•    Ensure Sub Awardees adhere to contractual and donor regulations at all times

•    Assist in Pre-Award assessment process and ensures organizations have the capacity to appropriately manage a Sub Award

•    Support the negotiation of sub-agreement budget and awards terms and conditions and prepares final sub-agreement award documents

•    Provides on-going assistance to sub recipients to administer their sub agreements compliant with all terms and conditions Supports the sub agreement close out process. Works closely with contractual, financial and technical staff and provides guidance as necessary on sub agreement requirements Provides technical assistance to office staff to support country program activities in compliance with EGPAF and donor policies and regulations

•    Ensure amendments to contract and wards are developed and processed in a timely manner as needed.

•    Addresses problems or concerns with management of Sub Awards in a timely and effective manner.

•    Work with the team in providing training on USG, Sub Award. EGPAF, and donor regulations and financial management to sub grantees including, but not limited to – kickoff training, orientation of Sub Awardees, Renewal Workshops, and Annual Trainings when necessary.

•    Participate in the monitoring of the implementation of the STAR-SW Project-supported activities In the 13 districts of the South Western region

Knowledge, Skills and Abilities Required:

•    Minimum of a Bachelor’s degree in business administration, finance, accounting, Economics, Statistics or other related field.

•    Minimum of 3 years experience in US Federal funded grants/contracts administration and management. Preferably with international non-profit organizations.

•    Experience in the development or implementation of contracts/grants and compliance training.

•    Excellent communications skills (oral and written), including editing and proofreading

•    Proficient computer/software skills, including command of Word and Excel

•    Excellent organizational skills, ability to work independently, assess priorities and manage a variety of activities with attention to detail

•    Ability to interact professionally with colleagues, contractors, vendors, and awardees

•    Willingness to travel up to 60% of time.

• Ensure services are offered in a professional and ethical manner and perform other duties as required.

Education: A minimum of a bachelor’s degree in psychology, counseling psychology or its equivalent from a recognized university. Master’s degree in counseling psychology preferred.

Skills and competencies

• Computer literacy a must with strong knowledge of ACCESS, EXCEL and WORD;

(Important Note – Position open to Ugandan nationals only) Under the direct supervision of a Counseling Psychologist, the incumbent will provide social services including the following functions:

• Conduct home visits for refugees at heightened risk in coordination with other HRTK-Uganda staff and keeps track of socio-environmental risks.; • Implement and monitor merit based social assistance informed by socio-environmental assessment in individual cases in accordance with HRTK SOPs with timely updates to the Case Management panel; • Supervise provision of social assistance as necessary;

Requirements

Education – University degree in Social work or related field with a strong bias in counseling. Or Advanced college diploma along with extensive field experience working in the refugee assistance sector

Skills and competencies:

• Computer literacy a must: excellent working knowledge with WORD, ACCESS and EXCEL; • Good knowledge of human rights doctrine and working experience in counseling; • Experience in capacity building including facilitation of community-based training and awareness raising; • Good knowledge of child rights and prevention and response to SGBV issues; • Good knowledge of Kampala and its environs; • Strong interpersonal and communication skills; • Must possess a valid driving license ( Class A ) with 3 years driving experience

Working under the supervision of the Finance & Administration Officer, the incumbent provide support in fiscal and administrative functions to ensure effective and proactive fiscal management and will perform the following functions:

• Assist in procedures for financial and administrative management e.g. cash management, procurement, grants management, accounting etc in accordance with HRTK policies, standards and procedures adapted to handle specific country conditions, ensuring effective internal controls and minimizing risks for HRTK.

• Assist in tracking of project finances including, petty cash, cash receipts, and cash disbursements;

• Assist in the generation of periodic financial reports;

• Assist in ensuring compliance with the purchase management system for goods and services ensuring quality and cost effectiveness and ensure that the procedures for procurement or disposal are adhered to;

• Assist in preparation of salaries with statutory deductions effected and that all the statutory deductions, pension contributions and other employee benefits are remitted on time; and help administer employee benefits and ensure that the salaries and other benefits reach the employees on time and are in line with the employment contracts while ensuring that all the benefits maintained by external organizations such as medical and pension are maintained in force at all times.

• Assist in keeping and maintaining of records of assets and liabilities and that proper depreciation procedures for the assets are followed and periodic physical count is done and the results reconciled with the inventory listing;

• Assist in the maintenance of smooth and effective manual and computerized systems of accounting using modern integrated financial software that captures

 Organization’s accounting and financial aspects and generates appropriate and
financial and administrative reports as and when required;
• Assist in maintaining both manual and computerized systems for tracking vehicle mileage and use, cheques, traveling and accommodation, photocopying and other financial and administrative matters to ensure proper use of resources;

• Assist in the preparation of monthly financial reports and back up of supporting documents in accordance with HIAS accounting procedures.

• Assist in the preparation of monthly funds requisitions in accordance with HIAS accounting procedures,

• Assist in the preparation of annual budgets and budgetary control reports for donors. Monitor the budgetary control system to ensure that expenditures do not exceed amounts allocated to each budget line.

• Assist in the preparation of periodic and annual reports on financial and personnel matters for submission to the Country Director and HIAS Headquarters; • Assist in the preparation for audit of books of accounts by external auditors;

• Perform any other duties as required.

Requirements

Education –

• University degree in Finance, Accounting or related field a must. Certified Public Accountant in a recognized institution or at an advanced stage towards qualifications as a qualified accountant.

Skills and competencies:

• Computer literacy a must: excellent working knowledge with worksheets together with experience in the use of accounting and financial management software;

• Proven ability to set up accounting and administrative systems

• Knowledge of Not-for-profit sector an added advantage

• Strong interpersonal and communication skills

Experience

No less than 3 years previous job experience in the financial sector. A minimum of 2 years in an accounting position. Knowledge of Great Plains a distinct advantage

Languages: Proficiency in English and Swahili.

Research Associate: Cassava Breeding (1 position)

The general objective of the job is to provide support to the team working on Cassava breeding Project in carrying out research. The successful candidate will be based at Namulonge Research station, working on fieled trials in Sendusu, and field travel assignments to Serere, in Soroti. The candidate will be expected to collaborate with NARO and a range of partners across the region and Advanced Research Institutes across the world.

Responsibilities:

•    To support research on mainly but not limited to cassava breeding activities

•    Supervise the design and laying out of field experiments

•    Supervise routine data collection and entry into spreadsheets

•    Analyze data recorded in multiple locations across seasons using appropriate statistical software packages, prepare reports and draft manuscripts for publication in scientific journals.

•    Write quarterly reports

•    Supervise research assistants and technicians

•    Any other research activity as assigned by the supervisor.

Education requirements and experience: The successful candidates should have;

•    At least a Masters degree in Crop Science with specialization in plant breeding or related field.

•    At least four years of practical experience at any agricultural research, training or extension institution.

General information:

Fluency in English is mandatory. French and Swahili languages are added advantage. This position is for initial period of 2 years contract renewable depending on performance and availability of funds.
