Job Description

PROJECT OFFICER (CAPACITY BUILDING) – One position [Code: DICOSS/2/2012]

The Project Officer (Capacity Building) will assist the Project Manager in the implementation of all capacity building functions of DICOSS.  S/He will be part of the DICOSS Management Unit under the supervision of the Project Manager.

Main responsibilities:

A variety of functions are to be performed in the area of capacity building and training. The Project Officer will carry out the following functions:

Coordinate DICOSS training and networking activities, manage all correspondences and respond to all project related queries for all stakeholders from the participating District Commercial Offices
Provide support to the Manager in the preparation of overall DICOSS annual work plans for submission to the EIF National Focal Point and the TRACE team
Receive and review draft work plans of the participating District Commercial Offices (DCOs) and advise the DCOs and the Focal Point  and Project Manager on any necessary amendments
Liaise with the MTIC Officials to follow-up DICOSS project activities by the participating DCOs
Provide technical inputs to the implementation of activities under the DICOSS Project estimates
Work in liaison with the TRACE II Advisor to provide training, support and mentoring of DCOs on the full range of their duties from work plan preparation and budgeting, through all stages of implementation, reporting and project closeout
Develop and maintain capacity building instruments and tools
Collect and maintain a library of case studies and practices on DICOSS capacity building initiatives
Develop initiatives and strategies to promote capacity building in the DICOSS and Ministry of Trade Industry and Cooperatives and in the District administrations of the participating DCOs
Any other related duties that may be assigned  the Project Manager/TRACE II Advisor


Qualifications and Experience

Applicants should have the following academic qualifications and work experience;

Bachelor’s Degree in any of the following (Social Sciences, Economics, Education, Social work and Social administration, Business Administration and Statistics)
Post graduate diploma in project planning and management will be an added advantage
At least three years working experience, especially in the areas of capacity building
Ability to work with minimal supervision and to meet strict deadlines
Good communication and analytical skills (both written and oral)
Must be Computer literate
Familiarity with the policy making processes at both central and local Government levels

Role definition: The Clinical officer is responsible for providing clinical care to all patients with a focus on pregnant mothers -Goal Oriented ANC, participate in deliveries and Emergency Obstetric and Neonatal Care, provide quality PMTCT/ EID services for HIV positive mothers and their infants.
Key Responsibilities:
Examining and diagnosing clinical ailments with focus on Maternal and Child Health.
Prescribing treatment and administering medicaments.
Admitting patients with complicated health ailments or referring them to other health units.
Conducting health education and health sensitization programmes.
Planning, supervising and ensuring implementation of MCH & PMTCT/EID programmes at the health centre.
Counseling and advising patients in line with ailments.
Participating in community public health awareness programme.

Perform urine Pregnancy test on pregnant mothers as per the Doctor’s request according to Good Laboratory Practices.
Perform HIV testing and Early Infant Diagnosis as part of PMTCT/EID Services.
Perform plasma processing includes isolation, in addition to freezing and storage of the samples in line with the laboratory SOPs.
Perform and participate in quality assurance and quality control procedures of the laboratory tests and laboratory equipment and manage waste as per Good laboratory practices
Contribute to lab training activities and ongoing mentorship.
To perform phlebotomy to children and adults.
To perform routine laboratory tests in line with the MoH guidelines.

Requirement:
Specifications
The successful candidate should have;
A diploma in Medical laboratory Science.
Additional qualifications in Laboratory Management is an added advantage.
At least 2-3 years experience in Lab planning, Management and QA/QC
Experience in Good Laboratory practice (GLP)
Experience in design, development, and implementation of lab systems at different levels in the Health services especially working within the District Health systems.
Registration with the Allied Health Professional Council is required.

Senior Engineer – Roaming & interconnect
The position is in the network department and reports directly to the Principal Engineer – Roaming, Earth Station & Interconnect.
The main purpose of the job is to set up roaming and interconnect services, traffic QoS monitoring and optimisation by traffic engineering and provide second level support in troubleshooting of network failures, as well as manage the foaming VAS solutions, earth station and roaming hub services, liaise with carriers, the SCCP provider, the SMS transit hub and the GPRS roaming exchange hub. Fraud monitoring, risk management and implementing preventive measures will also form part of the successful candidate’s duties.
Prime responsibilities of the position include:
Perform international roaming tests (for prepaid, postpaid and GPRS services) and documentation according to GSMA recommendations.
Set up new interconnects, perform interconnect C7 signaling, switching and billing tests for new partners.
Load the roaming data on the network nodes and test the signaling functionality.
Perform functional routine/ad hoc roaming and interconnect tests/duties as may be assigned from time to time.
Co-ordinate the troubleshooting of network problems that affect the roaming and interconnect services.
Update and maintain the interconnect databases and the roaming information on GSMA portal.
Monitor interconnect traffic performance indicators continuously, like ASR, to ensure high quality of service and optimisation of the interconnects.
Inform all relevant stakeholders about faults and complaints regarding roaming and interconnect.
Perform network audits of the roaming and interconnect configurations.
