Duties and Responsibilities:

* Monitoring of Database activities and logs.
* Database Start-up and Shutdown including cluster databases.
* Users& Roles Management – roles, privileges, profiles, monitoring users (sessions)activities etc.
* Installation and configuration of Oracle databases including creation of ASM and RDBMS instances and de-installation tasks.
* Database Space Management including exposure to De-fragmentation.
* Database Performance Monitoring and usage of monitoring tools like OEM Grid Control.
* Backup Monitoring and verification.
* Understanding of HA /RAC architecture is an added advantage.
* Knowledge of Database Cloning / Refresh including Export / Import backups (expdp / impdp and exp / imp).
* Monitoring Database replication and daily check list & MIS Report preparation.
* Understanding the application and other dependency with respect to Database.
* Should be able to follow the SOPs and Training Guides / Manuals with respect to first level troubleshooting.
* Should be Pro active and quick learner.
* Capacity planning (Identify the usage pattern and suggest improvement in performance) and Change Management.
* Knowledge of SQL Plus, PL/SQL and UNIX Commands.
* Knowledge on Database Vendor management (Metalink/Microsoft support etc)
* Maintaining Environment details.
* Documentation skills for preparing technical SOPs for various database technologies (Oracle, SQL Server etc.) and MIS Reports.
* Exposure to ITIL & Service delivery process is an added advantage.

Qualifications:

* 1-3 years of real-time production database management experience.
* Graduate with good communication skills (written& oral).
* Real time work experience on Oracledatabase administration on UNIX platform (Linux / HP-UX). Exposure to other RDBMS like MS SQL SERVER /Informix/ MySQL / Sybase is an added advantage.

PROGRAM/DEPARTMENT SUMMARY:

The Deputy Chief of Party (DCOP) will play a key leadership role in the implementation of a proposed five-year $50 million program to support agriculturalists, agro-pastoralists, and pastoralist households living across the target districts of Abim, Kotido and Kaabong (Karamoja).

GENERAL POSITION SUMMARY:

The DCOP will assist the COP in projects oversight, technical, administrative, operational, and logistical management of the project. In absence of the COP; the D/COP will undertake some of the responsibilities. The D/COP with the assistance of other personnel will primarily provide support and technical assistance in livelihood development through improved productivity, market access and business opportunity. Beyond livelihood strengthening, the D/CoP will also support Health/Nutrition and Governance objectives. The DCoP will also assist in the management of the sub-grantees under the award.

ESSENTIAL JOB FUNCTIONS:

Program Implementation:

Provide leadership and strategic vision to the Economic Development a component of the MYAP program including workplan, market analysis, Arid Land management, pastoral/agro-pastoral development, partnership selection and management, and overall sector strategy.

Monitoring & Evaluation (M&E) and Reporting:

Facilitate the achievement of program targets and objectives and lead efforts to design effective M&E systems. Oversee the scheduling and production of formal and informal reports on all aspects of the program in a timely and efficient manner. Ensure that M&E staff focus on assisting programs to generate practical information that can be used for ongoing program decision-making while also capturing results at the impact level.

Staff Management, Professional Development and Team building:

In close partnership with the COP, create a work atmosphere conducive to professional growth and development of excellent personnel at all levels. Implement, and ensure all staff are effectively using, the performance planning and management system, establishing performance expectations and regularly providing constructive feedback. Promote accountability by conducting staff annual performance reviews with direct supervisees, and ensuring that supervisory staff do the same.

Organizational Learning

As part of Mercy Corps’ agency-wide Organizational Learning Initiative, all team members are responsible for spending 5% of their work time in formal and/or non-formal professional learning activities.

Accountability to Beneficiaries

Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

SUPERVISORY RESPONSIBILITY:

Direct supervision of: Econ Development program team

REPORTS DIRECTLY TO: Chief of Party
WORKS DIRECTLY WITH: Partners, program staff, support staff in Karamoja and Kampala.
KNOWLEDGE AND EXPERIENCE:

MA/S in international development, livestock, agriculture, economics, or related field of study
5-10 years of overseas experience.
Strong understanding of U.S. government compliance issues
Strong written and oral communication skills in English, including report development, writing and editing.
Strong management skills, with good understanding of relevant cross-cultural issues.
Experience in value chain development, facilitation and agribusiness is added advantage
Previous experience with Food for Peace Title II programming, required.
Previous experience in Africa and East Africa preferred.

SUCCESS FACTORS:

Excellent verbal and written communication skills, M&E skills and experiences. Good inter-personal relationships and networking; and established relationship with and/or substantive knowledge of key players in pastoralists and livestock sectors.

LIVING CONDITIONS/ENVIRONMENTAL CONDITIONS:

The Deputy Chief of Party will be based in Kotido and manage activities in the Kotido, Kaabong and Abim Districts. This is an unaccompanied post in an insecure environment.

A project coordinator will coordinate the activities of all Contact Graphics Departments to ensure that each department completes work in time within a given schedule.

Job Duties

* Will be required to develop schedules for completion of jobs in liaison with line managers. These may be print jobs, fabrication jobs, or activities by the operations team.
* The Project Coordinator will ensure that works are completed according to schedule and that the teams responsible for the implementation have all they need to execute the assignments.
* In liaison with line managers the Project Coordinator may be required to assign duties as he/she may deem fit to ensure that the projects are implemented smoothly.
* Project Coordinator will be required to ensure that budgets needed to execute the projects and prepared in the Business Automated System (BAS) and the Finance Director and Account team have received their copies in time.
* It will be the task of the Project Coordinator to ensure that budgets are facilitated as soon as possible depending on the availability of funds and incase of insufficient funds it will be the role of the project coordinator to prioritise the budgets.
* A project coordinator prepares reports for management on a weekly basis. This should have previous week’s schedule and coming weeks schedule and expectations.
* The Project coordinator should keep the Managing Director and Finance Director in the know of all projects at all times by emailing the weeks schedule every end of day showing progress which could be through preparation of a daily progress report.

Qualifications

* A degree in Project Planning and Manangement or a post graduate course in project planning and management.

* Project coordinators must have good interpersonal skills, good verbal and written communication skills to direct the activities of team members and update management on the progress of the project.
* Must be analytical and have decision-making abilities when leading a group.
* Coordinators must have strong organizational skills to break down the goal of a project into activities.
* The individual in charge of the activities of a group may need conflict resolution skills as well.

ACTED has been active in Uganda since May of 2007, both in the northern region and Karamoja. In the North, ACTED supports the early recovery process with a specific focus on the needs of returning populations displaced by years of conflict. It also expands access, retention, equity and quality of primary education. In Karamoja, the focus is enhanced food security and resilience to disasters, especially droughts, as well as improving the primary education sector. In 2010, ACTED began laying the foundations for long term economic development by strengthening livelihoods, building community infrastructure, increasing access to markets, and focusing on disaster preparedness and drought early warning. In 2011, ACTED expands its disaster preparedness interventions, responds to early signs of a drought in North Pokot, consolidates DEWS, continues publishing timely and useful drought bulletins, pilots a SMS-based health reporting system in Karamoja, while continuing interventions focused on increasing market access, and capacity building of farmers and pastoralists to strengthen livelihoods. In addition to these long-term development activities, ACTED will maintain an emergency response capacity and will use its experienced and recognized expertise to advocate sustainable cross-border solutions in Karamoja and Pokot, as well as in Northern Uganda.

III. Position Profile

The position of International FLAT Intern in Uganda will be 50-40% based in Kampala and 50-60% based in the cross border Karamoja-Pokot Area (KPA). While in Kampala, the FLAT intern will be detached to the Country Finance Department under the supervision of the CFM. In Karamoja-Pokot, the FLAT intern will provide support to the Area Coordinator on all FLAT functions depending on priorities identified by the Area Coordinator. As KPA contains 7 bases, the FLAT intern will be expected to undertake extensive travel to fulfill his/her duties.

Kampala Duties: • Preparation/cross check of Allocation tables • Preparation /cross check of Project Budget Follow Up • Preparation /cross check of Monthly running cost • Preparation/cross check of ATROCE: project cash requirements follow-up • Cross-check PRATIC • Cross-check of Cash request • Cross-check of Contract Follow Up and HR TITANICS • Support the country finance team as otherwise required by the Country Finance Manager. • Support the capital HR officer in updating the national staff contracts’ database, staff personal files and leave follow up. Karamoja-Pokot Duties Finance: • Support the Area Finance team in BFU preparation. • Support the Area Finance team to develop bi-monthly cash request and cash planning. • Verify accountability of Cash for Work payments and support program and finance teams for cash for work planning and disbursements. • Support to Drought Early Warning System team to undertake field and training payments • Support the finance department in preparing the monthly cash payments schedule to ensure finance team make almost all field payments • Support the finance department in preparing the monthly FLAT documentation package sent from the area to the capital office. Logistics • Prepare with the Area Logistics teams the vehicle/motorcycle/generator fuel and repair follow up. • Support to Area Logistics and Finance departments to close “fuel loans” • Verify monthly asset and stock updates. • Ensure weekly vehicle planning is undertaken in each base and consolidated at area level • Verify compliance with ACTED procurement procedures • Support the logistics team in updating the order and delivery follow up • Analyze vehicle/motorcycle/generator running costs. • Verify vehicle logbooks. • Field market surveys • Procurement monitoring Administration/HR • Verify compliance with ACTED HR procedures, notably in ensuring that personal personnel files are updated and originals transferred to the capital office. • Support area Finance/Administration department in preparing the monthly payroll. • Verify that premises leases are up to date.

Training/Process • Documentation of area-specific FLAT compliance practices • Hold orientation and refresher trainings for field teams on basic flat procedures

IV. Qualifications:

• Postgraduate diploma in Finance or International Relations • Previous related work experience, preferably in the humanitarian field w/knowledge of finance and logistics • Postgraduate diploma in relation to the position • Excellent English writing and communication skills • Ability to work efficiently under pressure • Ability to work in an unstable security environment moving • Willingness to work and live in often remote areas under basic conditions • Ability to work independently and creatively about the land and capital

V. Conditions:

Field Intern benefits include: a 300 USD per month living allowance, coverage of all accommodation, food, and travel costs, a luggage allowance of 50 kg., and the provision of medical, repatriation, and life insurance.
