Brief description: The national Social Development Adviser (SDA) at A2L level will work closely with the UK Social Development Adviser (A2) providing complementary support to the DFIDU programme.

Background

Uganda aspires to be a middle income country by 2040 and revenue from oil production could mean early graduation from aid. GDP growth has averaged 7.6% annually over the last 5 years. The UN’s 2010 country report on MDGs found significant achievement in addressing income poverty, hunger, gender equality, HIV/AIDS treatment and access to safe water. Economic growth and an expansion of service delivery have been underpinned by stable government and the cessation of conflict, first nationally and then in the north

But the benefits of growth are uneven. Some 27% of Ugandans are thought to live in chronic poverty; service delivery quality has not kept up with expansion and governance standards are said to be stagnating. Corruption is widespread and accountability systems are weak. Rapid population growth has limited GDP per capita to around $460, and risks negating the country’s economic and social gains. HIV/AIDS is resurgent, with over 130,000 new infections in 2010. In the north, 46% of the population still lives in poverty whilst rural areas generally remain far poorer than towns. Sharp gender inequalities persist. Only 31% of girls complete 4 years’ of secondary education. Some 60% of Ugandan women experience violence of some kind but only 5.5% of them report this to the police. Every day, 16 women die from giving birth.

There are risks to sustained economic growth and even greater ones for equitable development. Oil wealth will bring risks, possibly destabilising agricultural exports whilst millions still depend on agriculture for their livelihoods. State reliance on natural resource revenues elsewhere has notoriously undermined transparent and accountable governance.

Brief description: The Health Adviser (A2L) will be the technical lead on DFID Uganda’s maternal, child health and malaria programmes.

Background:

Uganda remains one of the world’s poorest nations, but over the last twenty years has transformed from a failed state to one of the world’s fastest growing economies. Despite political and economic stability, Uganda remains off track to achieve the health related MDGs, particularly the maternal health MDG. To meet the MDG target for maternal mortality, Uganda’s maternal mortality ratio needs to decline by 65% in the next five years – a rate nearly five times faster than what has been achieved in the past. There is a huge unmet need for family planning in Uganda – six out ten women want to use family planning methods whereas less than three are using family planning methods now. Less than half of all women are attended by skilled health personnel at the time of delivery. Child health indicators show similar slow progress. Under five mortality needs to decline by at least 50% in the coming years, five times faster than the current rate, to meet the MDG target. One in eight Ugandan children still die before their fifth birthday. After recording an impressive decline, from 18% in the early 1990s to around 6% in 2002, the HIV prevalence rate seems to be stagnant at 6%. The number of new HIV infections per year is not declining, and progress on tackling malaria is disappointing. Malaria continues to account for al least 20% of deaths in Uganda. Health sector challenges include a rapidly growing population, inadequate funding, increasing cost of health care, poor quality of services, weak sector leadership and insufficient accountability of service providers. Also, a significant portion of the health budget is financed by donors, including the Global Fund to Fight AIDS, TB and Malaria (GFATM), USAID and PEPFAR, increasingly through off budget mechanisms which add another level of complexity to the existing challenges.

In 2007, DFID signed a 10 year Development Partnership Agreement (DPA) with the Government of Uganda. This commits DFID to provide at least £70 million per annum to Uganda and to align our support to the National Development Plan. The DFID programme has a strong emphasis on improving national outcomes and demonstrating DFID’s contribution and value for money. The challenging  environment of the health sector provides an opportunity to support a mix of interventions, delivered through a range of instruments to deliver health impact.

DFID was active in the health sector for many years in Uganda up to 2008 when a decision was made to pull out of direct work in the health sector as part of a division of labour exercise which showed a multiplicity of development partners active in the health sector. However, DFID’s continued to provide general budget support to improve planning, budgeting, financial management and monitoring practices which are critical for effective implementation of health and other developmental programmes.

A combination of factors has led to DFID Uganda re-engaging in the health sector in Uganda. These included the bilateral aid review process, renewed commitment of the new government in Uganda to improve health of its citizens, and strong encouragement from development partners and the Government of Uganda for DFID Uganda to re-engage in the sector. The new Joint Budget Support Framework also provided the opportunity for DFID to work with the Government to focus on removing the binding constraints to the provision of quality health
care. The new JAF provides a clearer line of accountability for DFID funds by introducing a closer link between expenditure and key results, including the number of health workers recruited (and at task), availability of essential/critical medicines and use of contraception.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
 •Work closely with the Chief of Party and other key personnel to implement, improve and maintain financial management policies, systems, structures, and procedures for the program.
 •Work closely with partner organizations on their financial accounting and reporting compliance for the project.
 •Ensure the smooth day-to-day running of the finance office through supervision and management.
 •Plan and supervise work of the program-related finance staff including tracking and monitoring of procurements and expenditures, and establishes and maintains an office purchasing, inventory, and requisition system.
 •Coordinate compiling of project monthly financial reports for submission to the International Finance Controller and Chief of Party.
 •Prepare project budget vs. actual reports on a regular monthly basis.
 •Work closely with the Chief of Party to monitor the project budget.
 •Assist project officers in ensuring compliance with RI procurements and field accounting policies and procedures, compliance with donor agreement and audit requirements.
 •Work closely with project officers over the project implementation planning and cash flow projections.
 •Prepare budget revision in close coordination with Chief of Party when necessary.
 •Make sure that financial records and backup documentation is ready for internal and external audits.
 •Works closely with HQ finance team and internal and external auditors.
 •Travel within Uganda to ensure successful performance and implementation of the program.



QUALIFICATIONS:

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
 •At least ten years experience in financial management; experience on USAID programs highly preferred.
 •Background/experience in capacity building or similar field preferred.
 •Highly organized and systems-oriented.
 •NGO experience and knowledge of donor guideline requirements (e.g. USAID, UN).
 •Ability to live, work, and travel within Uganda
 •Previous experience in East Africa; demonstrated experience in Uganda is highly preferred.
 •Fluency in English required; Swahili highly preferred
 •Excellent diplomatic, interpersonal, and communication skills.
 •Demonstrated decision-making, problem-solving, and team-building ability.
 •Graduate degree in Accounting, Economics, or Finance.
 •Valid Passport.

Job Title: Social Scientist / Deputy Head of Social Science ProgrammeMedical Research Council - MRC/UVRI Uganda Research Unit on AIDS

Salary: £35,935 - £43,914 per annum, (plus overseas allowances).

The MRC/UVRI Uganda Research Unit on AIDS is searching for a suitable candidate to participate in the implementation of a research portfolio of social science studies in the context of HIV infection and related chronic diseases in Uganda. He/she will work closely with the Head of Programme, Prof Janet Seeley, with scientists based in other programmes of the Unit, including the epidemiological and prevention programme, the HIV care programme, the basic science programme and with colleagues from collaborating academic institutions. Current activities of the programme are mainly based in Entebbe, at two sites of Masaka district about 120 kms from Entebbe, and in Kampala.

The post holder will continue with ongoing research, but will also have an opportunity to develop a programme of research related to his/her own interests within the frame of the Unit's disease focus. Whilst the 50% of the programme is funded until 2017, he/she will be expected to prepare new grant applications to secure additional funding for the programme. The post holder will be responsible for the timely publication of research results in collaboration with other staff of the Unit. He/she will participate in the development of the research capacity of the junior socials scientists including PhD students.

The successful candidate will have a PhD degree or equivalent in social science or a related field. He/she will have at least 3 years of professional experience in social science research both scientifically and managerially, using both qualitative and quantitative research techniques. He/she will have a track record of relevant research publications in peer-reviewed journals, with a focus on HIV infection and AIDS. The successful applicant will have experience in grant application and implementation. He/she will experience in working with a multidisciplinary team of scientists and other staff. Experience in postgraduate teaching and in the training of junior scientists including PhD students is desirable. Good interpersonal, organizational and communication skills are also essential, as are excellent knowledge of written and spoken English, and working experience in developing countries, particularly in sub-Saharan Africa. Experience in working with rural populations and high-risk behaviour groups will be an added advantage. The post holder will need frequently to visit field stations and rural activities.

For displaced staff the package will also include generous overseas allowances, furnished accommodation, flights and other benefits. Description:

Impact Carbon is seeking a Country Manager to oversee Impact Carbon’s project operations in Uganda. This will include overseeing local staff, partner relationships and other implementation aspects for Impact Carbon projects in Uganda, including:
 •existing and new carbon development projects
 •marketing and distribution for cookstoves and water filtration devices,
 •business development with in-country partners, and
 •conducting due diligence on new partners and project opportunities

In the first year, this will include managing the implementation of Impact Carbon’s USAID funded Implementation Research Project: Behavior Change Interventions to Improve the Acquisition and Correct Use of Improved Cookstoves.

Job responsibilities include:
 •Oversee development of systems and setup of Impact Carbon country office in Uganda •Financial management systems

 •Oversee implementation of a comprehensive marketing, branding and sales strategy for improved cookstoves participating in Impact Carbon’s project. •Develop marketing collateral

Qualifications and Experience:
