Job Title : Technical Assistance Team to design and implement programme to support accountability within the Health Sector in Uganda for DFID
Term: Varied – the programme duration is five years
Consultant: Consultant: Cardno Emerging Markets (UK) Ltd has been invited to tender for this project to support accountability in the Health Sector in Uganda. Cardno has a long history of successfully managing donor funded programmes in Uganda, with a current presence in Kampala and in Northern Uganda. Cardno provides specialist professional services associated with the planning, design, implementation, evaluation and monitoring of pro-poor development programmes across a broad range of physical, economic and social infrastructures. We have worked with donors, governments and private clients for over 25 years. Our areas of business include Healthcare and Grant Management Funds. In relation to Healthcare, we design, implement and evaluate programmes that improve reproductive health and family planning services, mitigate the impact of HIV/AIDS and other infectious diseases and increase access to maternal and child health services. We work with private and public sector actors to strengthen and reform critical health system functions. With regard to Grant and Challenge funds, we design, manage and monitor grant and challenge funds which support non-state actors and community groups in acquiring, and developing ownership of the services which they require, including physical infrastructure and information services.

Technical Assistance team is likely to include:

- Programme Manager/Grant Fund Expert
- Knowledge Management/M&E Expert
- Finance and Administration Expert
- Communications Expert (likely to only required in the Inception Period and possibly short inputs thereafter)
- Technical Expert - Health Sector Expert

Skills and Experience

Technical areas of expertise are likely to include:
• Grants management
• Capacity development and training
• Monitoring and Evaluation
• Knowledge management
• Financial management and administration


• Health Systems Strengthening
• Sexual and Reproductive Health
• Procurement and drug supply management
• Human resources Management within health sector
• Gender ( inequality and social inclusion)

The responsibilities of the Team are likely to include:

• Provision of leadership on technical areas – related to one or more of the key areas given above
• Integrate programme activities into wider strategic objectisve
• Prepare detailed work plans and execute on statements of work
• Develop innovative toolkits and operating procedures
• Liaise with clients/donors, government officials and organisations within the private sector
• Lead assessments, trainings and workshops for audiences in Uganda
• Prepare written outputs

It is anticipated that the Technical Assistance Team will require the following skills/knowledge and experience
• Further degree in social sciences, public health, economics, public finance or other relevant field
• Expertise and experience of working to support Non-State Actors and community groups
• 5+ years working in global public health, in developing countries, OR 5+ years working in the design and management of grant funds
• Experience of working on DFID funded programmes, or on other donor-funded projects or programmes
• Proven experience of providing technical expertise to a high standard, and leading teams successfully
• Expertise in working on projects which are aimed at supporting poor and vulnerable groups, including women and girls
• High standard of written English
• Experience in East Africa, including ideally, Uganda
• Ideally, prior experience of leading international health projects, OR grant/challenge fund management
Objective: To design and implement the 3rd component (output 3) of DFID’s Uganda Accountability Programme “Strengthening Civil Society Engagement in the Health Sector”. The objective of the HSAP will be to empower citizens at national and sub-national levels to articulate concerns, demand and induce improved services, monitor service delivery and influence sustainable institutional change processes in the health sector. It is expected that the HSAP will specifically target poor and vulnerable groups, especially women and girls.
