Job Title : Education Programme Officer


About this Job:
Irish Aid through its Country Strategy Paper (CSP), to Uganda for 2010-2014 reinforces the Irish Government’s continued commitment to education, the fight against HIV/ AIDS and the Justice, Law and Order Sector. A particular focus of the CSP seeks to address chronic poverty in Karamoja.

The CSP strengthens and deepens Irish Aid’s engagement in Karamoja through a variety of new funding instruments and programmes which include the Peace Recovery and Development Plan for Northern Uganda.(PRDP), a livelihoods support programme implemented by civil society organisations and a social protection programme in four districts – Amudat, Napak, Moroto and Nakapiripirit.

Irish Aid’s assistance to education in Uganda aims to reinforce the gains achieved in the primary and post primary sub-sectors. Our objective within the education sector is to ‘improve equitable access to quality education especially for the poor and vulnerable’. In order to achieve this we are supporting the Quality Education Initiatives together with a new programme – the Karamoja Primary Education Programme (KPEP).

Irish Aid now seeks to recruit an Education Programme Officer on a two-year contract (with 6-months probation). The Duty Station will be the Embassy of Ireland in Kampala and the Programme Officer will report to the Education & Local Development Adviser.

Job Outline

The Education Programme Officer will be required to provide support to management and technical staff in the day to day management of the Education programme

The Education Programme Officer will be expected to:

Support the planning, implementation and monitoring of the education programme.
Support the effective implementation of the Karamoja Primary Education Programme (KPEP) at various stages of the project cycle.
Ensure proper management of documents and information related to the area of operation.
Liaise with implementing institutions/ministries on programme issues and arrange/participate in meetings and workshops with these as required.
Carry out field visits related to the programme where required.
Act as Liaison Support Officer for Education Development Partners (EDP) during the chairmanship period, including liaison with the Technical Working Group Chairs, assisting with preparation, minute taking and follow-up of meetings.
Requirement:
Qualifications, Skills and Experience required:

Minimum of a first degree in economics, development studies, business administration, education or a related field.
Good knowledge of development issues and of Government of Uganda’s National Development Plan.
2 years relevant experience working with a development agency and knowledge in project management would be an advantage.
Good analytical and critical thinking skills.
Effective Communication & computer skills.
Good interpersonal skills and team work.
Ability to use own initiative and plan ahead.
Willingness to travel within Uganda.
