Job Description

Chemonics seeks a chief of party for an anticipated USAID-funded project in northern Uganda focused on enhancing accountability, improving local government governance, supporting non state actors to increase voice, and demanding improved services. The expected project will strengthen local government systems and improve accountability and service delivery. Applicants must be willing travel throughout Sub-Saharan Africa. We are looking for individuals who have a passion for making a difference in the lives of people around the world. Responsibilities include:

* Provide overall project leadership, management, and technical direction
 * Broaden support for civil society and advocacy efforts that provided constructive oversight to local governments
 * Improve legal, policy, regulatory and institutional environments for local governments
 * Strengthen procurement, budgeting, and auditing procedures at the local level
 * Produce greater transparency and accountability in public service delivery

Qualifications:

* Advance degree in international development, public administration, law, communications, or other relevant field required
 * Minimum 10 years of international work experience required; roles as chief of party or deputy chief of party experience preferred
 * Previous experience working closely with USAID and supporting governments in post-conflict or state-building conditions
 * Previous experience in the development sector in Sub-Saharan Africa Knowledge of northern Uganda
 * Demonstrate leadership, versatility, and integrity
 * Fluency in written and spoken English required; Luo preferred
